This seems quite foolish considering I don't doubt his own espionage abilities are far superior to our own. This just seems like an option to decrease our own relations with him creating difficulties. It's far better to put him to work with loyal agents of our own who can watch him openly as it won't damage relations and they can learn something as well.

I would get rid of both of these. In our situation it's far superior to create a unified infrastructure plan combining transportation, water, wastage, power and data all together rather than going from one to the other. This creates superior efficiency as it ensures we know what the state of it is and what needs fixing, allows us to examine the needs and technology for the future that needs to be developed, and it should be cheaper overall. Creating an infrastructure plan also allows us to come up with a spending plan ideally consisting of bonds and with the aid of foreign loans. Bonds are a great idea as the government revenue compared the GDP is small so their is a lot of wealth out there and it uses a source of funding not requiring taxation/shifting spending about (although the latter is great in the case of corruption that's found) which can create anger but importantly it both brings wealth into the open where it can be tracked and taxed as well as involving the public in the development plan.

This is ideal as it gives them additional emotional investment in the project, gives them a product where they can store and generate wealth, and potentially greatest of all it gives us a great opportunity to target corruption with wide support as those who steal from this project will be stealing from the pockets of the public. This would still create frustration when done with taxation, but when you've personally invested your wealth it should create significant emotional reaction against those we catch which we can leverage and we can utilize it to change the mentality of our population. With our demagogue ability it should be easy to generate patriotism in favor of the project and against those who hinder it.

Frankly, if I could swap money from the Social budget without being worried that our people would end up starving I'd stick it in debt repayment. We have a fucking huge level of debt.

A) He's a spook, he'll expect this. If he doesn't then he's a terrible spook.
B) I don't trust our intelligence agency as far as I can throw it. We don't really have any loyal agents.
C) I'm aiming to shift the blame onto our Intelligence Agency if he does figure it out. That's half the point of making them rivals

Its such a shame we can't pay for it.

As is we're trying to frantically repair our infrastructure with rapidly growing debt. We don't have 50Bn to spend on designing this project. Aim for what we can achieve.
Keep in mind that while you may not have an elite, trained, hardened core of agents that can enact your will with Machiavelli-worthy planning, you do possess loyal agents and people drawn to your cause by your force of will and keen senses. All the charisma in the world is useless if you don't have some skill at subterfuge and subtlety, but against a dedicated elite agent (I.E. someone with Espionage 1), that kind of tilts things against you.

Keep in mind that the skills system doesn't apply to everyone. As Demagogue 1, you have some very hefty charisma skills; the average corporate team leader won't even have a fraction of your social engineering capabilities.

In terms of a unified utilities plan, that would actually be Mr. Hill (your admin 1 hero) who could help the most with it. He would have the skill to not only tie everything together, but also to minimize the expenses involved. Seeing as such a program would be highly innovative as well, I'd even say it could grant you some bonuses in that area.

FriedIce seems to have led the plan vote once more, albeit by a thinner margin. Sorry for that little slump! I got wined and dined two nights in a row. Back on track again.

Two years can be a lot of time. Last year, around this time, your nation was celebrating its first anniversary, and many were wondering if it'd last to its tenth. People are still wondering if there'll be a proper decade anniversary, but prospects are somewhat lifted by the growth of the economy. An economy that's still in a minor downward spiral, but one so slight that you don't get the sensation that the nation could enter into freefall at the drop of a hat. There's an increasing debt, an ominous debt at that, but you're actually seeming to guide the nation in the right direction. You haven't made any ridiculous and grandiose boondoggle projects, after all.

Still. You do have grandiose projects.

One of those is something that, in the back of your head, evokes the name "Treadstone". Of course, you're actually a competent political figure and not the parody of one, which is why this project has absolutely no name whatsoever on anything remotely approximating government documents.

If you aren't smart enough to be able to maintain an extremely heavily encoded system of personal records, odds are, you aren't smart enough to help run an unethical program reliant on child abduction, extreme physical and operant conditioning, and more than likely a fair amount of non-consensual experimental pharmaceutical applications. You spend a fair amount of time speaking with Mr. Ivanov, and while he doesn't seem all that eager to get into a staged fight with another Latverian intelligence service, he seems to do rather well once you assign him and his agency a rather healthy slush fund alongside normal operational budgets. It isn't long before the man has assembled a full platoon of children which, from what he has mentioned in discussions, should result in "perhaps a few promising hopefuls."

That such a program might take thirty children and leave only a few is either an ominous or promising sign of the results, dependent on your perspective.

In any case, you start to learn an appreciation for Mr. Ivanov's skills: Within just the span of a year the children are turned from (largely) sniveling urchins into a more solidified nucleus of terrified-but-obedient child soldiers. Children that are slowly starting to shed the youthfulness of their appearance and, from what few reports you have received, are actually responding rather well to the pharmaceutical programs Mr. Ivanov has tailored for them. Of course, your intelligence agents report that he's been bringing in people from around the world. A Chinese biochemistry expert. A former US Green Beret. He's building his own little nucleus of elite trainers for this group, slowly but surely.

Other Affairs:
There are, however, other affairs to attend to. Your political gestures towards your neighbors, looking to open up lines of communication, goes fairly well. Even the Hungarians seem willing to at least listen to you, and to open up some diplomatic channels in the form of landlines and ambassadorial presence. Envoys who seem to serve as a quick political line between your absolute authority and their respective political majority leaders.

Mr. Hill, true to form, proves himself an invaluable asset. His revised tax code not only serves as the foundation of a more efficient and straightforward tax system, but it actually has the added benefit of helping root out a major cause of corruption; tax collection. Apparently in the more rural areas of your growing nation there isn't too formal a system of taxes; with most taxes being levied by local "tax collectors" who, more oft than not, were simply a front for the organized crime in the region to collect their fees. By reorganizing the tax code to funnel tax collection through the postal system (which is one of your more secure and corruption-free offices), alongside some clever criteria selection, he manages to pull the rug right out from under the organized crime elements prevalent in your rural areas. Some of the more innocent tax collectors are fired, but it's a rather small minority given the prevalence of sticky fingers in your nation.

Finally, there is the matter of infrastructure. You actually cut down heavily on unemployment, though your debts rise up as your electrical and water expansion programs seem to run a bit overbudget. The results are, however, rather spectacular so far. With over a billion being dumped into setting up a working electrical grid again, you attract several Chinese electrical engineering firms' attention, who promptly work to bid against each other and even a US firm in getting rights to your electrical systems and to push your water infrastructure further. Within just a couple months you have engineers flying in, heavy cargo planes loaded with millions in computer systems and Chinese-made power transformers being shipped off. It doesn't take overlong for them to get the most critical work done; illustrating, in pidgin Russian, just how to operate the complex systems. Thankfully things aren't too radically sophisticated given your rather meager needs, and your engineers actually learn a fair amount while restoring the most critical grid requirements. By the start of the new year, your capital enjoys a 24/7 flow of electricity (if not total electrification), and your other cities have reliable enough power that manufacturing can start up in stride again. While most homes don't enjoy similar power services, at least your economy isn't stagnating due to lack of energy. Just a whole host of other issues!

Though there's a nice addition to all this; your water expansion plan, hammered towards the farmlands, helps to produce the biggest crop in years! Having transitioned from rationing into actually having a bit of a surplus of food helps ease grumblings about electricity in the populace, though the ongoing pollution has soured some of the food produced. Not enough to create any immediate health concerns, but a good fifth of the crops produced from this increased water coverage seem to have some mild contamination. Compared to rampant drug use and other issues, though, poor quality control will be last in line to kill people.

Turn Event: (57) One of your officers, a senior captain, took his vacation overseas! He visited India, and managed to schmooze his way into a meeting of several local stars. Unfortunately, he proceeded to make a total fool of himself, groping a B-list actress and proceeding to puke all over himself and a minor director. The man claims he was drugged, but right now, there's plenty of laughter on the internet over this little kerfluffle.

:p You could always just go the bioweapons route. They're cheap, they're easy, they're fun for the whole family! Provided you aren't afraid of taking a little safari to Africa and picking up some blankets!

Though as it is, you're far from the mad dictator at this point. No arbitrary mass executions, no oppression. You're even fairly popular! Just... a bit of a spendthrift.

Edit: I'll even go on to say that you folks are on the right path. Debt is, at its heart, debt. You might suffer a crappy credit rating and some predatory loans if you don't show any signs of improving, but since you are, the national creditors that hold your loans are basically keeping your credit line going while you get your nation running again. Just remember that debt accumulates over time if left untouched!

Now, since we can't expect to get the newest and shiniest drugs from western drug companies we're going to have to make do with generics - which are more than good enough for the moment - and other things we might have lying around.

Less than ideal to export (mostly because there is no real western market for them), when cultured from local sources they will generally automatically target common local problems. The gear is mostly cheap, and the chances for side effects small. I say it looks like a good candidate for adding to our healthcare system.

Hmm, our rural seem to be under the crime bosses control rather than us, may be we should bring the hammer down on them? Show the people that we are not some two bits dictator high on power but we actually care for them.

If we're going alright, for some value of alright at least, the place to put money is generally into either cutting long term expenses or increasing income.
That is: Healthcare, education, infrastructure and enough military and intelligence apparatus to keep control of the country. I'm not saying it has to be now, but boosting the quality of the local medicine should be on the list of things to look at when some funding can be pried loose. Good healthcare begets a healthy and productive population after all.
 
Hmm... Economic Growth shrunk even further to -0.5%, which is good. Population Growth has remained unchanged unfortunately, but we now have consistent power. Power means we can work on brining our Industry back up... That said, Debt is now at >50% of our GDP.

At this point, I think we need to start hunting for a Researcher Hero. Long Term, research is everything. Short term, a Researcher Hero can bring Solar Power to the point where it can support the Nation's Night-time usage economically. Medium Term, a Chemical Waste Filtering breakthrough would allow us to hold onto that $2b for a while longer, as well as giving us an edge for our military.

A rail upgrade would be nice, but that won't be cheap and our debt is steadily climbing... Still have all those leaks to plug as well, though Corruption has been reduced to 5 by the Tax Overhaul which is great.

Don't know if I trust our Intelligence Operatives' capabilities enough to send them out before Treadstone has 'finished' to begin infiltrating our neighbours, or investigate the mess in India...

Right, I promised you feedback on your plan over Steam so here it is.
  1. Honestly, I find Hero Hunt actions gamey. I mean I do them but it still feels gamey. So I'd personally rather not do one if I can help it. If we stumble on them naturally then we should of course seize the opportunity but going looking feels all sorts of gamey.
  2. Since @Gunther decided to interpret my 'rewrite the tax code into something more efficient and less likely to drive off investors than what we currently have, whilst earning us more money through clever taxes' action as 'purge corruption within the tax system' you may want to consider doing that first action again with a more specific stunt. More money is always nice.
  3. Since we've apparently started purging corruption we may as well go the full mile. An action each on the Social Programs (Admin) and the Bank (Demagogue) would likely get rid of most of the rest of the corruption.
  4. @Gunther do we need to burn a National in doing embassy/ambassador swaps with our neighbors? If we do we should probably burn a national on that.
  5. As well, it occurs to me that we could and should use the embarrassment that our man has suffered in India and use it as an excuse to open relations with India. Go in with the excuse of 'supporting our guy' and then proceed to pull the whole 'make friends and influence people' trope. India's the definition of a growing market, I'm sure we can find some way to use it. And if we can't find out if he was drugged well that's just too bad, at least we achieved something ehh?

1. The action will be renamed, on top of the stunt, to make it less Meta in nature. Specifically, 'Search for Research Director' and 'Find a Researcher with the same talent for his field as Howard and ourself' -with a few more words-. It's a sensible move IC, especially considering Von Doom II's talent for Making Friends. ...aaaaaand now I want Von Doom II's first promotion to be Warrior 1 so we can Befriend people! Ahem. IC it makes sense, and it's a fairly good time to do it OOC as well.

The corruption purge hasn't been done instead of your intended action. Howard rebuilt the foundations of the Tax Code, and in doing so wound up purging the corruption as a byproduct. Given the importance of having a Railway, and the benefits of having our Admin Expert design it, I'm inclined to keep the Admin 1 action as it is for now. Unless you're suggesting it be done as a plain National?

3. I'm leery of doing that now, because while we've soothed relations with the Military we're not yet -to my understanding- friends with them. If we purge Social Programs and the Banks the year after we dealt with the Tax Collectors, I'm somewhat concerned they'll get wary and do things to minimise the amount of their... bonus packets that get cut. If we can build relationships with the Military -this turn- and Banks -next turn- then we should be able to deal with all of it with a single Admin Action. The Researcher somewhat ties into this as well, if we have a Genius Inventing Gizmos... or Gizmo Inventing Genius, depending on how you look at it, on our payroll then that represents an opportunity for the Bankers to make more money which we will be able to lever to get them to clean themselves up.

3. In the far flung future, would having a Research Hero, a General Hero, and Howard all spend an action collaborating on a Defence White Paper be a thing?
4. Do we have an estimate for how much of the Social Programs budget is being bled out by the corruption?
5. Same for Defence Budget?

Nope! You already laid the groundwork for that. However, keep in mind that embassies are a sign of trust, since less genuine/conniving nations can use them as an opportunity to do all sorts of sketchy things (ranging from using them as a base for espionage, to smuggling with diplomatic pouches/cargo.)

The current powers of your neighbors are willing to extend some mutual embassy stuff. Even if they might just use it to snoop around your affairs. Or actual diplomatic overtures! Who knows?

1) You basically generate, domestically, about 60% of your power during peak times, which is enough to meet your nighttime usage for the most part. You import about 30-40% during peak hours, though as your grid coverage is fully stabilized and your industries begin to grow again, this ratio might change depending on what you do.
2) Mostly background, considering Howard's rather loyal to you already. If you want to be doubleplus certain, though, you can go for it, but he's already rebuffed a number of offers despite his alcoholism.
3) It could certainly be a thing. Having three heroes coordinate like that could produce some very stellar results if you get the right mesh of skills and personalities. Could also degenerate into politics and internal bickering.
4) Corruption is still pretty thick. You'd estimate a good 10-20% is getting lost in the mix at this point, if not more. It's a couple big parties responsible (Hollywood accounting antics, etc.), but also a widespread phenomenon of people trying to double dip to make sure they have a bit extra beyond what's needed to keep themselves staying afloat.
5) Mostly indulgences by officers. There's some corruption that doesn't bleed the budget directly but indirectly; using soldiers to handle personal favors/affairs is a popular corrupt act. Probably around the same percentage of money that ends up being misused here. Your generals and senior officers are the biggest perpetrators here, given their living the high life.

1. Develop relationships within the Military: Tensions have been eased, ruffles smoothed, and all is well. As such, now is the best time to build our relationship with our Military. Go on tours, attend presentations, have dinners, and have a few drinks with the various officers of our Command Staff, as well as any other people of note within Latveria's Military. PR is great, especially with regards to the tours, but PR is also not the point of these trips and time in general. The point, is to get to know our military. To build our relationship with the entire structure so that we can understand them -their desires, their needs, their troubles- and so that they in turn can understand us.

Latveria must be unified internally if it is to stand, for what hope does a nation divided against itself have? Unity in turn, however, depends upon communication and trust. Both of these require effort to establish, but we have always had a knack for understanding and making ourselves understood. That is what this time shall be spent on, building our relationship with the brave men and women that serve within Latveria's Military.

2. Search for Research Director: The restoration of Latveria's Power Grid has brought into focus an important point; Power Generation. As things stand, Latveria imports a bit more than a third of the power it uses. The richer members of Latveria, have already taken measures to aid themselves in that by installing Solar Power Generators on/in their homes. We're not a physicist or an engineer, but we are aware that large-scale implementation of such technology to assist with Power Generation by Latveria isn't viable. Except, we can't help but feel that that 'Not Viable' is similar to the times people told us that 'They would never agree', or told Howard that 'There would never be enough'. The pair of us have proven those words wrong time and time again.

So then, perhaps the solution is to find someone who is to Technology what we are to People and Howard is to Numbers. Someone suitable for leading Latveria's charge into the realms of Technological Development and Mastery. The universities would probably be a good place to start, but we've made many acquaintances over the years. It would seem time to put them to use.

If we're going to change such an integral component of a nation's well being, then we'd better change it well. 1. Oversee development of Power & Water Grids: The work done so far has done wonders for Latveria, but it is a sad truth that our nation cannot handle the strain of projects going overbudget. Even such integral ones as the Power and Water Infrastructure Development Projects. Every drop of precious liquid must be carefully rationed and utilised, even when it is hundreds of litres being assigned. As such, we shall maintain close supervision of the ongoing projects to strengthen Latveria's backbone. The projects shall be nurtured with care and diligence, so that Latveria may rise to her place amongst the greats, and so that she may not run out of cash while doing so.

2. Establish Diplomatic Relations with India: Well, regardless of the truth of the matter Latveria isn't really in a position where it is equipped to investigate that unfortunate incident in India. Latveria is, however, in a position to establish Diplomatic Relations with India and apologise for the unpleasantness that resulted as a result of the Captain's presence. Not the cleanest of beginnings to a relationship, but it is a beginning and that in and of itself is worth something.
