Here is my revamped plan.
RESEARCH CENTER ACTIONS:
This plan has the creation of two new departments and the upgrading of all our departments on the same turn leading to a cost of 375 BP per year and an excess budget of 225. This may seem radical but consider WE HAVE SO MANY ACTIONS WE NEED TO DO. Talking to the meteor, chakra blades, studying kekkei genkai, and more are actions only we can take with personal actions. Not to mention we have so many action-hungry responsibilities on our plate with industrialization, equipment upgrades, jutsu development, and the incoming world war. Our actions are limited so upgrading our department's number and speed to pick up the slack despite the cost will help us greatly. Many of our own actions don't even cost anything or if they do they can be budgeted around.
If we don't upgrade these departments I can see us struggling to fulfil all these cascading responsibilities. If we do then we essentially get 5 more actions to play with every turn. I can't understate how powerful good action economy is in the long term. I choose military engineering and earth science since those are most relevant for our modernization/industrialization efforts and the approaching world war.
For the rest of the actions, I choose to lay the groundwork for our industrialisation and modernization upgrades with two surveys. We can't really invest without knowing what we are investing in. If we wanna solve these dilemmas we need information. Lastly I chose to improve our taijutsu skills by cooperating with the Wakita as they are a safe bet to help us remove or at least get very close to removing the lost to time malus. While chakra blades are nice they are expensive and might need more then one action to get off the ground and can always be done next turn when we have more actions.
OTHER CHANGES:
I was convinced to choose to train taijutsu to make use of our bonus. The rest is pretty standard but I would like to put special notice on the social action of meeting with the Daimyo as especially important. We can't improve the land we don't own without permission.
No, what we need to do is verify that the Meteor is trustworthy and won't kill us. How exactly do any of these questions help with that? It's origins? We already knew it was from space, and the Summons are all confined to this planet, so it's interesting but unverifiable trivia at best. The potential uses of the Mystical Peacock? Certainly useful for combat, but what does it tell us about the Meteor's intentions? It's connection to the Meteor Trained is more useful, in that it's likely to give us information on the limits of the connection, even if by accident, but that's still just one question that's useful to our goals.
One of the.major points of getting the Contracts was to be able get a third party that could verify...literally any of the Meteor's story about an evil tree. I'm fine with waiting a bit to ask the Meteor anything else especially given that there are other urgent issues that need addressing.

I would strongly urge against that. We can have Engineering help with the industrialization project by upgrading them to have Computers first before we.put them on anything new. Uzushio was renowned for its sealing capabilities. They're sure to be useful, and potentially a source of ninjutsu knowledge we can designate through our ranks to take care of that Lost To Time malus on the rest of the ninjutsu category.
Summons will absolutely be useful, don't get me wrong, but it may also take time to properly put them to use. Planning an expedition to Uzu in the meantime doesn't hurt.
Plus, Engineering will be done with the ammunition seals by the end of this turn, so there's no real point to having them switch projects. Best to just let them finish, then assign them a new one next turn after they've gotten a speed boost.

But sending a big chunk of our staff, including one of our new summoners, to search an already looted ruin RIGHT next door to Kiri, who is gearing up for war, doesn't sound like a good idea RIGHT NOW, when we can instead use our new Summons to increase our Sealing knowledge at home.
3: Considering we have a limited time till the war breaks out, I view every bit of progress we can squeeze in to be a win. Giving our Engineers the turn to instead make our defenses more Bulky, or start prepping tools for earth moving to help the industry build up or letting them work on the transport of Nylon in large amounts for armor, etc. These will directly help our war prep more than planning an expedition that we likely won't be able to make till the war ends anyway.

Sure, we've made great strides in medicine, but we've also left the clan/Meteor interactions completely untouched. If you think Chiyome using Meteor Chakra in any way is a good idea without doing that research first, then I am vehemently disagreeing with you. Endo can figure this shit out in her own until then.

Definitely in favor of talking to the meteor. But I think the only useful questions at the moment are the link to the meteor guard, what Mystical Peacock can do, and meteor sickness.

Yes, I do believe that we are definitely going to have to disagree.
My own plan gets the two surveying actions done, while freeing up Engineering and Biology next turn so they can help us by taking on their respective parts of the project while we handle the last one. It also gets computers so.we.can hopefully finish the whole section in two turns.
Coshiua also handles the surveying actions, while opening up Earth Science while freeing up Engineering and Biology for next turn. I'm hoping that he switches to.computers to get that speed bonus, but his plan will still make good progress, and put us in a position to finish the industrialization section in three turns.
Malfeasance also does the surveying actions, while splitting Engineering, opening Earth Science, and getting computers. We could potentially finish the industrialization section in two turns.
With any of the current plans, we can get the industrialization projects done in three turns at most. We do not have to speed rush things, especially if we get computers. We just need to be patient.
As for knowledge, yeah, summons do have interesting jutsus, but as you said, they also tend to be summon derived, like Jiraiya's toad techniques. There's a good possibility in my mind that those techniques might need the user to be a summoner themselves.
Even if they can help us with out ninjutsu in ways that don't need us t.sign a contract to get the full benefit, I still want to go raid Uzu, because that's still a.useful alternative source of information.

Why do we have the methods and regulations that we do?
How can some of what we have learned be applied to agriculture?
How can be smoothly transition farms into utilizing better methods?
What are we growing and what else can we grow?
What complaints do farmers have to offer that we can look into?
Ultimately what we want is a set of common farming practices and tools that allow a small number of workers (as we have a small population) to handle significant quantities of land, maintains the soil quality, resists attack from pathogens both local and foreign, resists bad weather, and can operate throughout as much of the year as possible without requiring excessive levels of maintenance. With this in mind I recommend a system of constant polyculture farming which while able to provide the benefits of crop rotation can better withstand attack and neglect caused by disaster at the cost of more complicated timing and more complicated harvesting then that of monoculture rotation farming. Polyculture farming would work especially well with trees which also makes this important to consider for the issue of logging which is our next topic.

Regarding logging we start again by asking the right questions:
What are our current logging practices?
How do our logging practices compare to others?
Why do we have the logging practices and regulations that we do?
How can some of what we have learned be applied to logging?
Where do we have logging operations and how do these operations fare?
How can we smoothly transition logging operations into utilizing better methods?
What kinds of wood are we extracting and what other types can we potentially work with?
What complaints do loggers have to offer that we can look into?
Ultimately we want a steady supply of multiple types of wood for use in construction, furniture, paper, and even medicine (think white willow bark) among other things. We also want to keep our operations viable for the long run, have them resist attack, and maintain the usability of the land. With this in mind I recommend in the long run at least polyculture tree plantations. Considering how much lumber Hoshi has available, the fact that there are apparently problems is concerning and we should see about providing more advanced equipment and resources (like real world chainsaws). I suspect most of our problems come down to the following that must be corrected: Outdated tools and equipment, bad road system and slow transportation, and the types of wood we primarily have access to natively. We may want to consider introducing new species in order to help improve the lumber situation, we can likely use healing chakra techniques that boost tissue regeneration to also enhance the growth of trees and crops.

Regarding manufacturing things become sufficiently complicated as to merit a more complete separate discussion as of now though for the most part many of the same common questions as before apply and we must consider what we already have. We are likely being held back largely by deficits in raw resource production, transportation (the next topic), security requirements, and education status among other things.
We will want to do the following:
Perform a mineral survey and figure out what all we have.
Establish production using lumber and crops of the ethanol, methanol, charcoal, turpentine, and soda ash.
We may want to look into production of ammonia and other nitrogen compounds by some of the following methods like the following:
1.Lithium is exposed to warm pure nitrogen in powder form.
2.Lithium nitride is mixed with water to create lithium hydroxide and ammonia.
3.Ammonia is separated out.
4.Hydroxide is dried out and reacted with carbon dioxide to create lithium carbonate and water.
5.Carbonate mixed with weak acid to produce lithium salt.
6.Lithium salt electrolysed to produce lithium and repeat the cycle.

Regarding transportation we will need to map out our current road system, look into how citizens with different roles generally travel, examine our current road designs and construction techniques with largely the same questions that apply elsewhere, and map out important locations that need to be connected as efficiently as possible.
I will be returning to the industry issue later in more detail after a have made some flowcharts mapping out the more important processes based on our current tech level and where we are improving. I will of course focus on production of Nylon, other plastics they happen to be aware of and interested in producing, any common synthetic or semisynthetic medical agents they utilize, poisons they know about, and any similar things. I will appreciate it if someone lists out the chemicals and synthetic chemicals primarily in demand.

The main crux of this plan is a mass expansion of the research departments. New departments and upgrades to speed will essentially give us 5 new actions per turn in the best case. While pricey I believe it is well worth the cost as we are currently swamped with work. We have modernization, industrialization, weapons upgrades, jutsu innovation, war prep, the meteor space rock god, and more to deal with. It will only get worse with the Third Shinobi War on the horizon. All of these devour our precious actions that often have to be reserved for things only we personally can do. Upgrading our departments will let them pick up the slack so we won't fall behind on anything. I choose Military Engineering and Earth Science as they are relevant to our war prep and industrialization and agricultural reform of Bear Country.
The rest of the plan is pretty standard taking advantage of our taijutsu bonus along with gleaning Wakita secrets to chip away at the lost to time malus. As well as starting our survey of bear country and contacting the daimyo to lay the groundwork of industrialization to get that sweet industry and plastic for our long-awaited armour. Also important communication with our spider friend and an putting the chakra department to work on the Uzio expedition so we can get closer to mastering Fuinjutsu and harnessing the meteor.

Ok, so my plan is fairly simple. First, we infiltrate Kusa for ninjutsu knowledge. They're a relatively safe target in that they aren't a Great Village, and aren't an immediate neighbor. We also might be able to get some of their notes on how the nunjutsu of other villages work and their weaknesses,.so that's another reason to try.
For jutsu updates, I'm going to Genjutsu, because why not. With this, we're one step closer to being finished.
For the industrialization efforts, the surveying actions seem like they should be done first foe maximum effect.
I want to finally get started on looking for any medical issues for the Kiri immigrants, and the Wakita are going to be involved in the Taijutsu updates, so we might as well help them.first to see if it provides.a.bonus next turn.
Computers are absolutely going to be helpful thanks to doubling the rate at which Active Projects are pursued, so.let's get them now.
For Biology, leave them to finish surgery work now then next turn they can handle the hazardous waste protocols.
For Chakra Studies, it's time to go grave robbing. Let's see what Uzu has to.offer us, eh?
For Engineering, they can finish the ammunition seals. Then next turn when they've got computers boosting their speed, they can do...either earth-moving or goods transportation, one of the two, while we take whichever one they don't take. Or maybe it's vice versa.
For personal actions, put that Taijutsu bonus to use before it fades completely, then we spend a bit more time being social this turn. I promise that next turn I'll support using a.personal action to relax, it's just that we still have too much to.do this turn for me to be comfortable with it.
Finally, let's talk with Kumori, because she's possibly an envoy of the Spiders. If she isn't, then she might be able to give us a basic "who's who" and "rules to spider society" for meeting the metaphorical bigwigs.
Contract Master Honjo will probably appreciate the help in convincing the civilians to go along with this issue.

Switched out founding the Earth Science Department for computers and changed ask the Meteor about it's origins to asking it how to deal with Meteor Sickness. The rest of the plan is the same.
The best way to handle the meteor at this point would be to question it and compare note with the summons to get a read on it. Asking about its origins might give insight on what the meteors pov in this is. chakra animals experiments might help too in diagnosing its chakra's effect further.
We should definitely also find time to go through clan records to map out latent bloodlines(oh this dude might have had some kids maybe this bloodline is still genetically around).
