There's not much progress to be made before talking to the spiders and bears though.
There could be a lot to learn even if we don't ask the Meteor about the World-Swallowing Tree: the Meteor's origins, nature, potential applications of the Mystical Peacock, how it thinks we should / could deal with Meteor Sickness.

Even if it doesn't tell us the full truth, we would learn more about it and it's capabilities and be able to use that to learn more.
 
No, that's not what I mean.

We have the meteor's testimony, further questioning is no longer useful because we can't apply or trust any of it until we check with the summons.
 
@baskinglobster , apologies for the potentially frivolous call-out, but would you be able to clarify how training Taijutsu affects our weapon handling?

I imagine that a solid foundation in hand-to-hand combat could only be beneficial to weapons handling, especially since our confrontation with Raiga granted Taijutsu Inspiration, but would you be able to specify the mechanical benefits so as to allow for a more informed vote?

I feel this is a vital thing to address now seeing as we lose between 5-10 Taijutsu Inspiration if we do not train in said subject this turn.
The prowess specializations act as modifiers of the base prowess. Weapon Training is effectively an augmentation of Taijutsu, meaning that higher taijutsu benefits weapon specialists.

Haru Nagase (Fuzzy +5)
But looks like one of our Taijutsu inspirations is fuzzy now so yeah they look like to be on a timer now so we'll want to expend these sooner then later so we don't waste them. And I mean all the inspirations in general I was just using this one cause it's the one that's fuzzy so I assume closest to fading away completely.

And I like this mechanic as well, makes sense to have such inspirations fade away as years go on if you don't use it as your memory of said event get's fades. And makes us use them in timely manners instead of sitting on them for years on end.
 
Priorities, priorities....so much to do, so little time/actions. A bump to our action economy can't come soon enough. I dream of the day we can truly delegate responsibilities....I suppose we could give more independence to our research heads in terms of what projects they do, but that would come at a loss of direct control I don't think we can afford at the moment.

I agree broadly with the list of must-haves Reaper outlined. Though I think we can be a little more flexible and delay research into Kekkai Genkais another turn. I also think it's important we take some personal time since we've been at full throttle for like, the last year or two. Take a breather while we still can so that we're nice and refreshed when war actually breaks out.

I think, broadly speaking, we're looking at a few different paths we could take:

1. We focus preparing for the war. Doubling down on our jutsu development, cracking chakra blades, and helping Mori fortify Bear Country. I would also put studying kekkei genkais here, though probably on a slower burn. We would definetely want to split the engineering department if we go this route.

2. We refocus back on the Meteor and start working out whether we can trust the thing and, if so, how to get the Kage on board with starting Meteor training back up.

3. We focus on industrializing and modernizing Bear Country. So, establishing an Earth Science department would be a must. And we would want to make sure we work with Honjo.

4. We focus on making improvements to the department. Computers, new departments, expansions, the works. Get a personal gofer apprentice.

5. Go all out on developing our fuunjutsu and chakra studies. Get the expedition up and rolling and keep picking away at improving our knowledge about chakra in general.

These aren't mutually exclusive, of course. And there's overlap between all of them to some extent. It's just a matter of what we want to prioritize for the next few turns. I'd wager we could effectively pursue two of these and start chiping away at another. I will point out that, in-universe our current priority is the jutsu updates. Personally, I'd go with 1+4, and start chipping at 2 or 3.

Alright given the new rules, I have come up with a new plan.

So the basic idea of this plan is to get started on important stuff, then speed up our rate of progress. A second Active Project is nice, but I consider doubling our current rate at which all of them progress with a single action to be more valuable right now.

Finally get started on the Bloodline research, start off on a strong foot for the Contract Master, and take one more step to being done with the Contract talks.
 
I forgot, but why do we want to deal with Unbreaking Hide again?
Because Bloodlines often have associated medical issues, and Unbreaking Hide is the bloodline of the Wakita. We don't know, but I for one suspect that taking the bloodline studying action for them will provide a bonus to the Taijutsu update action.

If it doesn't, then it still informs us of potential health issues for our newest residents, so we should still do it.
 
Not really one for planning but to comment on some stuff.

These seem like they would give everyone a slight boost. Nothing game changing but nice. Little bit of a edge.

Between the two I would give our elites the large boost. We have trouble dealing with heavy hitters. This could narrow the gap and help our heavy hitters catch up.

I think we have enough on our plates at the moment. We could probably get a lot from this but it doesn't really feel like a priority ya know?

We should absolutely do this.

This stuff has nothing to do with whether it can be trusted or verifying its story. We haven't talked to the summons yet so we can't do that anyway.

But these questions deal with things we need to deal with regardless. We have meteor guards, we have meteor sickness, and we are currently limiting what techniques the meteor guard can use. So all of these questions are useful to know right now.

Once we do the summons thing we can do the other three questions.

I don't really understand this project or the issues with it. I'll leave it to you guys.

Solving each Dilemma will effectively solve the related problems and establish a new and improved status quo, unchallenged except by further trials, and grant a Milestone advancement as a benefit. Industrial Shame:
Hoshigakure's strength is limited by the strength and plenty of Bear Country, a backwater that has resisted the call of industrial and agricultural revolution. This will not be acceptable forever; better to fix it now.

They have super tough skin and are apparently denser compared to non-Wakita or something, so how does that effect something like their ability to go through surgery safely? Do they need special tools, or would we need to come up with alternatives? Or the...Asanuma, I think? The ones with the Funeral Venom. They secrete...well, venom, so how does that work? Do they have special dietary requirements non-Asanuma don't?

Bear in mind that the speed with which these actions are completed affects how long it will take for the armor manufacturing plant to come online; waiting to address it will make it slower to produce the ballistic nylon.

Noncanon, as previously established. The existence of one village that makes all the best gear for all the other villages is too precarious by multiple measures, and would not exist in a reasonable interpretation of a world like this one.

To be entirely honest?

If we have the opportunity, i want to hire that one sword maker who wants to make the Eightth Sword, specifically as a capstone for our efforts to absolutely fuck with Kiri.

Also desperately want to pick up Kenjutsu, become sword ninja and finally use the blades we own.
 
We are pretty close to solving the Equipment Dilemma and we've made a good amount of progress on the Sealing Dilemma even if it'll probably take a good while to finish that. Solving Dilemmas gives some really great bonuses to Chiyome and help the village so those are things to focus on.

I think this would be a good plan. It clears out the last two ex-Kiri clans modernization actions, helps prepare for future industrialization efforts, questions the Meteor, starts the Earth Science department, prepares the Uzushio expedition and has us hone our Taijutsu.

I don't think this is a bad plan, but I'm not sure about asking the Meteor Questions right now, or opening a new department instead of getting computers. I do agree that Earth Science is going to be valuable, but I honestly think that Computers would be more valuable to get first, if I had to choose between the two. Earyh.Science only gives us a new.Directive that proceeds at the same rat as the others, while Computers straight up doubles the rate of progress Directives are pursued at for all departments, including the ones we open after this.

Meanwhile, for the Meteor...none of this is really an immediate concern that the Meteor can help with. Endo can talk to it about the potential for the Mystical Peacock on her own, and in fact is already making strides on improving their capabilities, its origins aren't really helpful and likely aren't verifiable if it really is from space, and its connection to the Meteor Trained...ok, that's potentially useful, but it's also something that can wait a turn while we get other,.more urgent stuff set up.

Is there any chance I could persuade you to switch out one of the two for Computers instead?
