The Royal Alexandrian Navy is decently sized, especially when considers how young and isolated the new colony is. You got a heavy cruiser backed up two destroyers and two frigates and all of them are frontline fighters. If anyone attacks Alexandria, they are going to find themselves facing a formidable defence.
The only problem is that while you got a strong defence force, there is the question of what happens when you need to perform operations outside of the system. Will have both enough warships to safeguard the colony and get the mission done?
Right now, things are simple enough. The colony is still getting set up and a feel for this region of space. There are other colony ships heading out into this area, but Alexandria has yet to get in touch with them.
Correcting that is the first thing on the prime minister's agenda. Beyond the general 'more information is always better', trade from the coreward territories is going to be slow and meagre, especially since the new colonies like Alexandria lack wealth and development to properly trade. Right now, the colony only has access to the naturally occurring liquid that is vital for FTL drives and communications, commonly known as FTL Fluids, as something to offer to the traders from the core.
As a result, the Prime Minister hopes to open up trade routes with the neighbouring colonies as while also freshly founded, they will be much closer and as a result, more eager to trade with Alexandria than the core worlds especially since the colony is a local source of the incredibly valuable FTL Fluids.
While you support the idea of local trade with the neighbouring colonies, you have other motives to want to know more about them. Alexandria may be a nice enough place with democracy, liberty and equality, the other colonies may not be so benevolent. If you got a greed corporation, an ambitious would be empire or a bunch of religious extremists, you want to know about it beforehand.
And if you do have to deal with neighbours like those, you want to know if you can form alliances with any more reasonable colonies. What might be too much for a single colony to deal with may be something that two or more allied colonies can handle. The mere fact that Alexandria has allies may be enough to deter rogue colonies or opportunists in the core acting against Alexandria or at least give them second thoughts.
But all of that was for the prime minister and other parts of the government to deal with. Your job was protecting the colony and while that was easy enough right now with all of your warships at hand, who knows what could happen in the future.
The colony needs more static defences which can protect while you send your warships off elsewhere. You got a shipyard which can be used to produce more warships for the Royal Alexandrian Navy or perhaps some cheap patrol boats to protect and patrol the star system.
You could also consider trying to convince the parliament for the need for planetary defences. They are unlikely to go for any thing big given the current situation and the other demands on the colony, but you might be able to convince them to begin construction of some planetary cannons or a small orbital defence platform. Or perhaps some extra funding for additional warships or some patrol boats.
Regardless of what you go for, you got a job to do and right now, it is pretty easy even if that won't last.

Okay, each turn is half a year so each year will equal two turns. Pretty much everything will take multiple turns to build so you will need to plan and prepare in advanced. When you need something, you won't be able to get it straight away so you need to have gotten it in advanced.
Secondly, I haven't put chances of success for convincing parliament of stuff, but not everything has an equal chance of success and some things are easier to get than others. I expect you guys to use common sense when figuring out what is easier and what is harder. For example, the colony is still getting setup and while they might be persuaded to go for a small orbital defence platform, they are extremely unlike to go for a superheavy one.
Right now, things will be easy as both you, the players, and I, the QM, get used to things. The first three or four turns will be you guys getting used to how the system works and after that point, the local colonies will have finished establishing themselves and the plot will begin in earnest.

Raising political support and getting some patrol boats out for customs and security sounds good to me. Maybe we could try getting extra patrol boats by agreeing to leave them under a government trade security division or something than investing in orbital defense platforms. We need ships more than stations.

Corvettes aren't pricier than destroyers, they just get built sooner so the reduced amount of build time time means you pay more at once. For example, Corvettes take a year to build so you pay all 10 Credit at once while Destroyers take two years so the total cost of 14 Credit is split into 7 Credit per a year.
However, each turn is half a year so you would pay 5 Credits each turn when building a corvette.
So this plan is somewhat predicated on the assumption that defence platform combat capability roughly tracks with ship sizes, so I am assuming that a small defence station roughly equals a frigate. Ultimately I would like two small and a medium plus something on the planet but right now we don't have the budget to explore and build up patrol craft so I think at least a small budget increase is likely to be granted. Send off the two destroyers to get a look around. It would be cheaper to send off the frigates but in the unlikely event that something goes wrong a destroyer is more capable of taking care of itself. Other than that use the rest of the budget for what I am sure will be only the first of more than a few patrol boats Whoops 50% not 100% so 18/20 and I think the budget still likely to be increased. People should keep in mind that unless we are saving for something specific we are going to need to demonstrate a need for a budget increase before such a request would be granted, in this case we can't afford to safely explore and build up system policing capabilities at the same time. I also used hull numbers rather than names to make it easier to get a feel for the distribution of our fleet while still allowing for specific assignments. It doesn't really matter right now but I'd like to think that it will be helpful when fleet sizes get bigger and assignments get more complicated.

I'd support this if you get a second patrol boat into the works. We can afford the outlay after Osha confirmed it's per-turn expense and we need the hulls to free up our frigates.
Yes, but due to being in orbit around a planet, the support they receive from the planet makes the upkeep roughly half of what it would be for a warship of the equivalent size.
They do. It roughly works like the following:

I will also note that the government won't just slash your budget because you aren't using all of it each turn. Commodore Lancaster is able to convince them of an emergency reserve such keeping of the budget free in order to react to emergencies. They would rather you keep some money floating about in case something comes up rather than waste it on unnecessary stuff.
