Some Thinker power sounds right for me.

I remember how I (and many of my friends) strated unstoppable doomscrolling after large war begins, and it inspired.

Maybe something like that: She can tune in some location/area and getting unstoppable flow of info about that going on inside of area.

One-sided communication that actually not help to safe her family.

Honestly,that is like a super-cool power and all but... This is Brockton Bay
with that power, sounds like a nightmare

What's Zoe's job as that may have an influence as well.

Nothing is mentioned in canon about Zoe's job or education. She graduated from college, so I'm going to go with a Bachelor's in Business Administration, and that she occasionally freelances some small PR contracts. She'd probably be Emma's fashion agent.

I think Zoe's likely trigger point (if she has one) will be after she finds out that Taylor is responsible, directly, for blowing up Albany, and Alan/Emma and likely a linked cause of Danny committing suicide. She knows Taylor, so she wouldn't leap to the conclusion that it was intentional, and knows Taylor will be devastated by news of Dad/Emma/Alan's deaths and is gonna need support.

Basically Zoe's going to be a mess, and I'm not seeing a clear winner for power expression. Who agrees/disagrees?
 
There's always the powerful insistent thought that "if only I had been there I could have stopped this!" She can become a Mover that specifically moves fast when she's trying to get to someone she wants to protect, or maybe she has to tag people in advanced like Mouse Protector because irony in powers says you have to have already been ready to protect them so it wouldn't have helped here anyway, with a Brute or Shaker power system related to keeping her target safe once she's made it to them. She's very useful in a team where she can bounce around blocking for her allies, but her best bet when caught alone is to run away to one of her protected people. Maybe some kind of danger sense for her targets too, but nothing to keep herself safe if she's not actively protecting someone else.

Nope,Taylor still doesn't know she's the embodiment of Fallout, although to be fair,that only happens when she uses her powers so is an active consequence.

No, she does not. The PRT does. Items marked with an (*) are what the PRT knows or suspects.

Taylor knows she's invincible, including immunity to poisons and gasses. *
She can generate a LOT of heat, with the accompanying glow if she gets hot enough. She can control this down to a single hand at this time.
She can pop some "sparks" (Taylor doesn't know it's an EMP) *
She can blow up things if she's touching them and use that as explosive propulsion.
She can see in the dark, without actually using her eyes. No X-Ray vision though. so smoke or muddy water still blinds her.
(She has to focus in a direction, but she CAN "see" out the back of her head)
She doesn't have to eat, sleep or breathe, though it feels a little weird. *
She has a really good memory now. Taylor's pretty sure nobody can mess with it. (Doesn't know she no-sells most Masters and Strangers)
And she can always find the Sun, which feels good. There was something in that milkshake that tasted good too.* (Neutrino detection)

Taylor doesn't know she's a Thinker blind/fuzzy spot, but Cauldron does.
 
Maybe a Shaker Power that she can pull people to her or away from her, with a slight Thinker component to see how much they need Protection. I think that would fit once she finds out Taylor lives, she could feel the need to protect her after she lost so many people and has no family left. Also I think she would feel very protective of Anne after losing Alan and Emma.

Thanks everybody for your input. I've made my decision regarding Zoe and have a basic outline of the next few bits as well as a worldbuilding flashback interlude.
 
Question: Can Taylor detect or use Anti-matter?
Anti-matter is easier to find in sub-atomic particles.
And could she survive being in the surface of the sun?

Antimatter doesn't propagate very far except in vacuum for obvious reasons. Beta+ decay (positrons) is naturally rare on Earth and is typically from manufactured radionucleotides. Taylor would have to know what was she was looking at / tasting first to actually try and replicate it. (That's why the PET scan shake was yummy.)

The surface of the Sun would be a relaxing hot tub.

I second communications tinker. Her spiraling about at her NOT KNOWING because the phones were down fits.

The only problem with that is that tinkers need a long term problem, and this very much isn't, it's a once and down trauma. So maybe a Thinker effect were she can always hear and/or someone, no matter the distinct. Basically the "Scrye" part of "Scrye and Die".

I think you meant indirectly? After all, it wasn't her blast, but the effect of her blast, that breached the Simurgh's core, and it was Simurgh's core that was the explosion that killed Alan and Emma.
