The vote is really close.

Maybe merge 2 options together?

How about a Megacorporation decided to the exploration and development of space but a majority of its shares are owned by national governments? It has some autonomy but needs government forces for heavy projects. (See Honorable East India Company).
 
So, the issue with merging them is i would need a week or two to figure out how the mechanics mesh, each of these options are tremendously different in that respect, with little commonalities. Whilst I could, I'd rather get this running quicker.
 
How about corporate control of only outer space?
e.g. Flavor text:
To waive their enormous corporate debts, the world's nation-states relinquished all territorial claims beyond Earth orbit, officially ceding "outer-space" to corporate control.

Nation-states still control Earth.
E.A.S.E. could be the QM controlled global oversight organisation, for all corporate solar exploitation.
i.e. QM sets goals/milestones/limitations for the players' Corporation(s).

Could throw in the ICBM option too, it just hasn't happened yet.
In game terms, players need to provide X amount of resources to Earth, to stave off nuclear war... or something.
