I think you don't grasp the full concept of a tsundere, most of the reactions of Rukia towards Ichigo aren't of her hidden her feelings, it's her getting frustated of dealing with the stubborn strawberry. :V
 
Actually the bar is probably someone of the eleventh or that at least used to belong to the eleventh, they are shown hanging around the place a lot
 
Hey, I am not voting for who he will meet, I just think it's more in character for Ichigo to go to the more relaxed and low key dumpling stand.

Totally Rangiku. Only a flirty and forward woman would ask a guy to buy her a drink. And the whole "why don't you tell me about it" is a classic bar pickup.

If it was Shunsui, he'd offer a drink. That's how you tell the difference between them. :V

That's Rukia, I don't know off the top of my head, and Rangiku.
Edit: Thinking about it, the second one is probably Ikkaku or Renji.
Anyone that actually liked the cake things would know their name, ruling out Hinamori, as would most of the older members of the Gotei 13. Unless it's their first time going to a quiet cafe.

I'm not changing my vote. I don't get the hate for Rukia, personally. Even if she is strange.

Personally if we're going to meet people who knew our family I'd rather it'd be Hitsugaya and Matsumoto then Rukia though. It seems more "new" then meeting with Rukia with whom Ichigo already had a pretty extensive relationship in the original timeline.
