Hah, I don't intend a 'redemption', just thought some sort of Soviet style economy with a weird mix of somewhat private and government industries and a sort of near feudal way of levying labor and taxes from the population would be neat ("if you pay your taxes or do your work for the central authority and are sufficiently loyal you can go about your own life-within reason..."). Little bit more spice and depth than the entire planet being a labor camp basically.

Certainly possible quest-wise, and it looks kinda that way in Alyx; people are wearing their own clothes and aren't worried about talking to each other in public like they are in Hl2 anyway.

Sorry to go off on a rant, but I actually kind of thought of that sort of stuff in depth; a citizen tiering system (totally not stolen from HL:RP) that determines privileges but also means more surveillance and expectations of you. Basically the least trustworthy people live in barracks and are effectively cut out of the economy officially, but go up a few ranks and you may be able to rent an actual apartment in a less restrictive sector and wear your own clothes in public or get a paying job outside of the corvee (though if you're caught performing dissident activity your punishment will probably be way worse than if you were a grunt).

There are a few implications the Combine occupation of Earth is a bit unusual with Breen being in charge.

From Alyx you had that female collaborator actually talking down to an Adviser regarding the G-Mans containment. I guess that Breen used the teleport tech Earth at Black Mesa as a bargaining chip to get in charge over an Adviser taking charge like in quest.

Speculation wise.. I figured Gmans whole deal is forcing the Combine to the negotiation table on the teleport tech.
 
So the thing we need to consider is usefulness. The Combine consider people to be resources to be used and expended accomplishing goals. See our beloved administrator for exhibit A. All the Combine cares about is its own material interests and getting what it wants. No matter how many bodies it has to climb over.

What will be interesting is seeing the choices in front of us. Allowing people some manner of independence to put on a nice face for the CIS or the Republic is now very useful for the Combine. Or our small fragment of it.

In addition we are one person. As advanced as our capabilities are we can't be everywhere or do everything ourselves. We need to cultivate middle managers and beauracrats we can trust to enforce the Combines will and see to the Combines interest. This means we need to entrust them with some measure of independence of some sort at least at first.

So this means they need reasons to be loyal to us. Above all other things the Combine is a self-serving exploitative colonial power. It co opts the people it colonizes to turn against the rest of its subjects until it needs neither of them anymore.

That probably won't happen for a very long time.

So when we take over this settlement we will want to identify people we can bring into the upper class. Who can have privilege granted by us as a representative of the Universal Union. This likely means slaves who show talent or initiative. This gives them reasons to be loyal to the Combine for liberating them and casting down their oppressors. Of course... nothing stops us from taking advantage of the former masters who catch our eye either.

I'm all for running the pain train on the locals and being The Big Problem for them as we steal away their resources, technology, independence and lives.

Showing the locals what a true nightmarish empire effective, competent, rational sociopathic indifference can make as opposed to Sith insanity and hate is my desire.

Problem with this is if word gets out we are gonna be screwed if the republic or any planetary power, really, decides we are a threat, we dont stand much a chance. Especially with how a shitty human resistance can topple a combine occupation.

Aw shucks, we already angered the galactic power of the Force, and it's turning a more plot armored and fantastically empowered figure than Freeman against us so I guess we're doomed. Sadface emoji.

Anyway, our first understanding of how things will be will likely come around when we activate our damn power generator and thus see how good our manufacturing capabilities really are and if we can get a connection back home going, seeing what support we can get given and what desires they will have.

I'm still in favor of working towards becoming The Big Problem, slowly, methodically and with care to keep our work under wraps in this gangster ruled corner of space outside the eyes of the ongoing galactic civil war.
 
That was because they had cosmic forces on their side and got REALLY lucky with the personnel and equipment they acquired (most rebels won't have a button to turn off their opponents abilities to acquire reinforcements).

And on further consideration, the free healthcare offer may not be too far off. Given we give psionics (ourself) new bodies all the time.

The question is if we could sustain a Powerful Force Wielder's presence. Palps bodyhopped but burned through the clones later on.

We'd need to learn more of the Force and it's wielders to know for certain if it's on offer, but documented sustainable process beats 'trust me bro, Sith know how to keep someone alive'.
