Looks like we're going with lenient, so we'll be playing that our pops have something of a civilization, and probably will be best served to do things to reward collaborators like giving them adequate homes and whatnot.
But it will mean that rebellion is far less likely, especially in the short term and that's what's important.
We definitely will want to get Civil Protection up and running after the engineering infrastructure regardless, we don't want our troops being responsible for all the patrolling and whatnot. We'll see if we start on it before or after dealing with the housing problem as it comes.
To-do list:
-*Important* Get pops working in engineering for us to make outside citadel buildings and work on our mercs' ship
-'Pay' our mercs with repairs and maintenance
-Set up defenses against our mercs so they don't get funny ideas
-Finish crushing the Hutt Forces
-Let the armed locals in Kos-Resh know we're in charge now and to not fight us as we do things
-Set up production of resources
-Set up conversion facilities for more troops
-See about scouting local talent for useful people
-Set up civil protection to keep locals in line best by turning them against themselves
-Set up housing to deal with the overpopulation
-Start prep for a war footing against the Hutts with recruiting with advertising better lives for them and their families
-Crack into Hyperdrive tech
-Set up bread and circuses to keep the population in line
-Eventually herd everyone into one city to keep them in line better, unless it serves us to convert other areas into their own specializations
