The Fire Sale option involves the fact that in Basrat, and potentially other places, there will be a lot of titles open. Titles to be given away by some method or another. A fire sale could, at its worse, be a mistake felt down for generations. At its best it would just replicate the average buying and selling typical of most administrations, though Kuojah has tried to tamp down on some of that. At its even-below-worst, in theory but unlikely some of the people buying might not wind up very loyal, which would cause trouble down the line.

The honors and titles, again, are something where it doesn't matter now, but after the war is over, they'd be people you might have to deal with.

The money in his field offers more options for once the War Turn asks. At least a few others, involving costs and organization and etc.
 
So, the consequences of greeting Kueli vs. not greeting him? Not just with him, or the men he brought with him, but on the others we need to deal with in the capital?

Unfucking the logistics would help basically everything in the upcoming campaign.

It would be a quick source of revenue, but might degrade the quality of the army's mid-ranking officers. However, a careful selection could definitely minimize the impact of this choice. [+1]

Set up the competition so that it favors those who would make at least unspectacularly competent officers and those who are obscenely, almost-or-actually-supernaturally lucky. If there's one thing young noblemen like to do, it's compete with each other.

[X] Conversely, Qing'lu's rampent hostility against Kuojah has definitely won him few friends this late in the campaign, after Kiralo's triumphs have reflected back, unfortunately, on his father. But he is still one of the most powerful military men in the Empire, and seems to have some experience. Try to get him rank in the field, rather than staying 'home.' He might also appease the Southlands. [-1]

Competent general who keeps a whole region from being pissed at us? Sign him up. And see if we can't get Dad to do the official ceremony, so that everyone can make a public show of putting the good of the nation above personal animosity especially

Not enough to actually change things majorly, but if Csirit the city and the surrounding areas were already recruited up from the start, it might speed things in the coming week or two. [-1]

And bring up the suspicious manner in which Jinghai's father died, and what that implies should he get his hands on the Emperor. We can hopefully get willing recruits and poison public discourse against Jinghai at the same time.

Do it. The people who matter will know which commendations are bullshit and which indicate genuine merit and/or valor.

Try to be as polite as possible, and give them official receipts so that they can at least theoretically petition for repayment after the war, but if they really didn't want to be squeezed they'd have skipped town as soon as conscription and requisitioning started.

Do it. Prioritize those positions where it's most important to get somebody in them as soon as possible after purging Jinghai's supporters due to the problems caused by leaving them unfilled, so that there's only a minimal gap in governance.

What actually happens if we lose this war, can we return to the southlands and play as a mercenary captain involved in southland politics?

Unfortunately not. It's sort of bound up in the premise of the Quest. If he does lose and somehow doesn't die (unlikely, but possible) then, essentially, Kiralo steps off the stage of history. Whatever he might do with the rest of his life, it's likely to be far less important than the months he spent standing behind the Serpent Throne.
