Obvious Statement: Kuojah might well have a reason or an agenda for not wanting her to have servants. Yanmae also clearly has a reason for wanting servants. Though her reasons seem more obvious, honestly. One should consider why she's asking Kiralo rather than Kuojah. And consider what that means.
 
One guess is that servants talk. If he goes to the effort of secured servants people would wonder where they're for, while unsecured servants means increased visibility(and thus risk) for her as a pawn in the game?

I mean, it's unlikely to fail and in the event that it does, we'll just do both of them next turn. He won't start trouble if we fail it this turn.
 
Given I think the main differences in the three plans, and probably the deciding factor, is likely to be the state actions given how rare they are I'd thought I'd show you the percentages of the Rassit options from turn 1.

Text: Attempt to get permission for the Wind-Dancers to come into the empire as hired mercenaries employed by the state. This would mean they'd be partially out of Kiralo's control, or that he'd be classified as the head of these mercenaries, which might significantly change his position at the court, and not necessarily for the better...but it's easier than the alternative.

Text: Kiralo could also try to get the Wind-Dancers declared 'Household retainers' and thus under his supervision and control and not that of the state, except that of course he would loan their services to the Empire. A neater solution, but rather more difficult and unlikely.
They're both notable in the percentage chance change, but very importantly Household Retainers dropped from 2 turns to 1 which displays how far we've come with regards to getting the action to this stage.

Also after rereading the prologue (which I'd recommend) with Kiralo training hard to become one, leading them, winning a war with them and them becoming his family makes to want the option more given the positive impact it would have on him personally along with the character interactions it would spawn.

I can't know how you want to vote next turn, but if we only put in one die, there is a 15% chance that the Pain the Arrears option will fail. That just seems to high to me for something as important as not making Qing'lu an enemy.

Oh, if you pick and fail? No. I mean, you have to keep on trying, and if you kept on failing that could be a big problem, just like failing any option is. But if you try and fail he's not immediately going to declare you anathema.
If we fail it this turn, he's not immediately going to cause problems.

If nothing else- having Kueli near at hand should increase our chances of success in a great number of matters, since he brings Stewardship and Intrigue capabilities in excess of Kiralo's. In a season where we'll soon need an adjutant to manage the spies and supply chains for a civil war, it is high time to get our right hand man back.

Having the ~800 man lightning cavalry force will also likely improve results for options like 'Bows on Horses' and 'Put Down.'
