Uhh. I guess I could pull out of Synthetic insights and cancel one of the Carrot and Stick actions to put 5 Dice on it, but I'm not going to like it.

Based on faiths assessment, we have enough manpower and heavy weaponry to deal with things if collectors, Geth, Husks, or Cerberus make an appearance, and pretty much dead if a reaper appears and starts taking out spires from orbit, so it's not much good anyways, but I can spare the Admin dice if needed.

Since we dont need to finish stuff in one turn, i say slow toll the project and 2 dice it a turn. While throwing kioka at them. (Since this is the company that didthe smear campaign right?)
Since i care less about early completed quota then showing that if you think you can smear/cause problems with the administrator you'll have consequences, even if those consequences are that your project will take longer, and you'll get a nice talking to each month by a very nice person

I added this because someone suggested finishing it this turn to reach the Goal, so I have to put enough dice to finish. Also it doesn't get the +15 to construction so it needs 5 dice rather than 4.
I'm having Kioka handle the bribe. Yes, some options will be lost. Sometimes due to supply shortages or unavailability, and sometimes due to other things such as political pressure making reforms and such untenable.
That will likely be relevant to this turn's plans: Noveria doesn't produce QECs. You want 'em? Import 'em. (IE: at least make a start on the project this turn)

I have 5 dice on each. Neither has the construction bonus that usually lowers the number of dice we need, so they need an extra Dice each.
That is good, you should do the same with the Arms Factory and Armour Plant, we need to get the supplies and equipment for those 2 on the world before the war starts, so that we can still make it before the war comes

The Keelah Si'Yah was just one Ark send with some minor races in it in the Vanilla game, but this isn't the game universe. so there is literally no reason why there can't be more Arks getting ready to go with their own populace but more sane, Say 5000 per Ark if 3 are sent. that's 9 Minor Races with pops of 5000 each. hell with the threat of the Reapers. Someone should have been screaming to build more Arks to ensure more lives escape the Reapers. But quietly like as to not cause a panic among the general populations.

The Quarian Ark got some, but not a lot, of benefit from technological advancements made in the last nine months. Given the nature of the Arks and their intended use case, they didn't really want to go overboard on untested technology - understand that they're already relying on stasis chambers (old tech but never used in this way/under these circumstances) and the ODSY Drive (novel tech, pushing boundaries of eezo science, they're really hoping it doesn't fucking explode or something half way there as they didn't exactly get a chance to run a 600 year stress test beforehand) just to even get to Andromeda.
From their point of view, every new cutting edge boondoggle they add is another untested, unproven, difficult-to-fix gubbin that could well snap halfway to Andromeda and serve no purpose but wasting time and effort, so they're trying not to overload on them where it's not absolutely necessary.
As for Noveria building an Ark... No. Just, no. That's unfathomably stupid and would still be unfathomably stupid even if it wasn't exactly as expensive as you'd expect a intergalactic supercapital colony ship packed with novel aerospace tech to be (ie too damn expensive).

Heavy Industry: so, finishing projects for profit. Can only really afford to do on Sharrik.
Advanced Industry: finishing projects for companies that behave themselves.
Infrastucture: not really much to do here that's actually critical, and something had to be overdone. With the fact that the refugee problem is only going to get worst the more time passes after the reapers arrival, 2 Residential Districts is probably the most prudent over investment.
Security: yeah I've had it with Jaito. I was gonna finish there project this turn, give them a make amends, and send Kioka, but they pushed their luck, so now they get a big old spanking instead. Other than that, Cord Investigation, and some favor raising.
Administration: Bribes! Bribes for everyone! Except you Jaito. Mwahahaahaaha
