Unlike City Walls, Fortification won't give Lien/turn?

Districts are 10 Lien/Turn at I, then +5 Lien/Turn per level above that?
That is correct. Acropoli don't match perfectly with regular feudal holdings because the city they support is literally sprawled for miles around them.

Yes.

We're going to need a lot more money.

@Powerofmind
Do all the estate upgrade costs already include the -5% build costs from the Architect?

Some quick investment return calculations:

Assume Megara lives to 50. She will only be around for another 120 turns, so return will adjust slightly depending on new Stewardship and other factors.

Acropolis
Cost: 500 Lien * 92.5% = 462.5
Return: 1.5 Lien * 131% = 1.965
Investment pays off in: 462.5 / 1.965 = 235+ turns

Bunker
Cost: 562 Lien * 92.5% = 519.85
Return: 1 Lien * 131% = 1.31
Investment pays off in: 519.85 / 1.31 = 396+ turns

At 1000 Lien per tier it's not even worth considering improving a District with our own money given 20% tax rate and I don't have any data on how much a Market District increases. Also, of course, note the food and eventual dust per turn increases for going up a tier on the cities.

And this is why we need friendly neighbors, or at least neighbors who aren't taxing the shit out of us because we arn't of the same faith. This also doesn't take into account increased trade revinue if we improve the roads first, or further price reductions from researching.

Trade is never going to be a big income giver for us due to us living on Anima.
Anima - Eastern lands of luxury and fertile hills, Anima is a land of idylls.

Gives:

Fantastic Soil - Estates in Anima produce extra Food.

Isolation - It takes longer to travel between estates in Anima, and trade values are reduced.

It will never be as big as it could, this is true my point was that Spectrum's math wasn't completely true, it will take several dozen turns for us to see a return on investment, however there are things we can do to bring it down from 250+ turns

Speaking of which @Powerofmind how much do roads improve trade income by?

Nikea has especially bad trade values. You will see a little benefit.

Turn 3 A Scarlet Plague
Turn 3 Results A: The Scarlet Plague

You are pleased to see things progress smoothly this season as well, and even have moderate success in teaching yourself the art of tact and verbal exercise.

You acquire for yourself a physician of some import, though the act costs you a modest sum of Lien to afford his hiring fee. Kretes of Hippa is worth every penny, however, considering he is known for his classical medical training, recent apprentice of the Salis line of medical professionals, an uninterrupted physician's guild boasting six generations of accumulated and recovered techniques.

Kretes quickly proves himself with the skillful treatment of Pantakon's burns, using a peculiar cream to sooth the injury and restore much of the function in his arm and side. His expertise is put to work for your sister soon after, though his... 'prognosis' is poor, and he fears it will take some time for her to recover fully. He suggests you acquire an expert from Solitas in advanced cybernetics, should you wish Kalinas' arm to ever regain full function.

As if you didn't already feel terrible for hurting her. Now it's permanent.

~~~~~
You are taking a walk, resting your mind from the stresses of the high and low courts, when a small child sprints past you.
On the ceiling.
Struck understandably dumb and afraid you've suddenly developed some type of madness, you are relieved to see Sophocles panting to catch up to the strange occurrence and caring little for the absurdity of it, being red-faced and seeming more than a touch irritated instead. "Astraea!" he shouted, panting and out of breath. "Get back here you hellion! Before I have to- Before I have to-!"
The little girl, who could barely be eight, if that, blew a spirited raspberry from her spot upside down, hanging as if by magic from the ceiling crossbeam, which Sophocles took as opportunity to leap up and grab her... only to suddenly fall when he got hold of her. Fall. Up.
Yes, that's quite enough of that. You will have nothing to do with this. Nothing at all. You are tired and need to sleep.
~~~~~

San-Do approaches you suddenly and privately, and you are so startled as to raise your aura for a strike against her before you recognize her. She kneels, a curious garb on her, and you take a moment to wonder at it before asking she provide you her report.

San-Do has positively outdone herself. Apparently a figure of some import and favor in the old Ingress-City, she was able to make contact with entire communities of Ren Faire refugees across the continent, and has even managed to organize regular contacts with the other major Reclaimer holdings in Vale, Vacuo, and Atlas!

This network has unfortunate information, however...

... which is corroborated by a number of panicking citizens pounding at the gates. The Red Plague, The Child-Killing Sickness, has come to you, and Mistral as a whole! Already there are hundreds of reports of vulnerable, innocent sons and daughters being doomed to a suffering death in the districts. It's an outbreak! And worse still, the illness has brought out darker madnesses in the parents and family of those who suffer!

That is wishful thinking to the extreme. What you describe would require the income modifier increasing to 400% which is, suffice to say, -not going to happen-.

I was, with good reason.

The Red Plague affects underage children and young teens with severe fever, coughing fits, and a red rash somewhere on the body. It is very deadly and extremely contagious, but it is not quite so bad if the infected person is an adult. Typically, families will have lost most or all of their children by the time the disease passes.

Kretes: "I am aware of this illness and I know a number of preparations that can reduce the efficacy of it, but the most effective ones are difficult to produce in large quantities. Your sisters and the young twins will be vulnerable, Kalinas in particular, and Sophocles tells me his Huntsmen's apprentices are of the age to contract the Red Plague... Your Majesty, I could likely prevent the disease from affecting your court by using the stronger stock as prevention, but I will have to use a weaker concentration to curb the illness in the city..."
(The more characters you attempt to shield from the plague, the poorer the quality of treatment in the city)

To Dephis: Readiness of the military to enact martial law and quarantine the sick
To Gnostras & San-do: More detail on mood and health of the population as well as specifically "darker madnesses of the parents and family"
To San-do: Any information of how the rest of the League fares
OOC/Aristos: What is the state of our medical facilities and supplies? (Do we have clinics, a hospital at all, etc?) It sounds like it's possible to prevent it but not cure it based on what Kretes knows? And doses are limited/need to be concentrated in strength?

Dephis: "My men are ready for action."

Gnostras: "The people are panicking in the wake of a sudden outbreak of disease. They will look for a scapegoat. It is the way of things..."
San-Do: "They will surely focus on the Mistralans. Refugees and the poor are a hated kind."

San-Do: "The League is afflicted also, but it is very bad here."

OC: 'Medicine? What's Medicine?' You lack a Hospital. Healthcare is generally medieval in quality, though there are clinics. Prevention is accomplished by pre-empting the infection with antibiotics or isolating the healthy (the sick are too numerous). There is no cure, but the severity of symptoms (and associated lethality) can be reduced with proper care and those same antibiotics that would otherwise be used on prevention. Kretes has a good stock of the stuff, accumulated over time from a number of processes you don't understand; the issue is that he can't distribute it to the entire city without diluting it quite a bit. In order to give the preventative treatment, the concentration needs to be significantly higher, to the point that it will noticeably reduce the effectiveness of the already-watered-down antibiotic given to everybody who does manage to catch it.

Ah, gravity based semblance.

Well, plaque on our doors. Lovely.

Tentatively/work in progress

[X] Plan Triage
-[X] Megara - Have Kretes use the stronger stock to prevent disease on Kalinas, the twins, and apprentices under age 10. Then move to combating the disease in the city. Megara herself should oversee general administration of the cure, the quarantine, and figure out how to keep the city running.
-[X] Chancellor - Assist Aristos in trying to negotiate for/purchase stocks of antibiotics from less hard hit areas. Send out town criers to spread messages that make it clear the plague was not brought by Mistralian refugees, and by acting out of hatred would put their lives and the lives of their children at risk of the plague.
-[X] Steward - Try to purchase extra stock of antibiotics as best possible. Otherwise, begin calculating economic damage from this and preparing recovery plans for after the plague is beaten.
-[X] Captain of the Guard - Seclude healthy at-risk (children as identified by Kretes) nobles and other important personages (including Huntsman apprentices) in the Citadel away from external contact. Make sure they're educated on why this is happening and the seriousness of it so they don't try and break isolation because they're bored or curious. Take steps to mitigate that as best as possible.
-[X] Head Teller - Step up sermons to keep the populace calm and defuse tensions and ensure the poor and recent refugees are not blamed. Everywhere is being affected, this is just an important trial we will need to come together to with stand. As part of sermons and speeches, include lessons and teachings directly about the plague, especially any preventative measures as part of daily actions that can be taught as directed by Kretes.
-[X] Marshal - Declare Martial Law in order to combat the disease. Enforce a curfew, limit movement overall (especially cross-district), and maintain public order. Quarantine healthy children (after a strict inspection for symptoms) in designated secure areas, then assist Kretes and medical staff with distributing and using the antibiotics cure on the sick directly instead of prevention.
-[X] Spymaster - No change in action
-[X] Huntsman Superior - Assist Pantakon with keeping the secluded children and especially the apprentices entertained (and continue training as best possible) while keeping to seclusion for their safety. Split assignments to have Hunters also keeping an eye that the Grimm don't make a sudden resurgence in the obviously negative climate.

Hoping that by hitting the most at-risk kids in the court, we might get enough for herd immunity (or at least resistance) and not have to spend it to such a degree that it greatly weakens the general efforts. And then seclude them to again try and minimize the chances of them catching the damn thing. (Might be overkill considering it's suggested to do either, not both. Willing to maybe change that if we want to skimp on the cure and think seclusion will hold?)

We don't have a ton of cash but whatever we can buy at this point will help, not like they have anything better to do. Mostly in-line with Polybia's current orders anyway.

I can get behind this.

Also after going back through my math I realized how badly I screwed it up, so thank you Spectrum for pointing that out, I think I'm now going to stop doing math after 2 AM, nothing ever goes right for me after 2 AM.

[X] Plan Don't Overreact

-[X] Steward - Try to purchase extra stock of antibiotics as best possible. Otherwise, begin calculating economic damage from this and preparing recovery plans for after the plague is beaten. In either case, open the food stock if needed to ensure our population does not starve from lost harvests.
(Also, quarantine the secluded for a time until we know they are not infected.)
-[X] Marshal - Declare Martial Law and enforce a strict curfew using our retinue. Those who break the curfew are to be quarantined until we can be sure they do not have the plague. Suppress riots and hate crimes against the Mistralians. Establish quarantines between districts, and assist Kretes and his staff in the prevention of sickness in the districts. Seclude healthy children in designated areas after a period of medical inspections and (calm and gentle) quarantine.
-[X] Huntsman Superior - Keep the Grimm population in check, while also (if possible) training the huntsmen apprentices.

Yes, much of it is stolen from Spectrum's, but there are quite a few differences. The first is using our Chancellor more proactively, because we need to really spread the word to our people and keep the peace.

On the note of the marshal, we really need to declare martial law and keep people from moving around. While this will cause a bit of unrest, but if we move in force, it will be easily managed. Also, rather than focusing on trying to cure the sick, which is doubtful in its effectiveness, I'd much rather try to keep other people from getting sick. It won't be popular, but I'd rather lose a few neighborhoods rather than entire city blocks.

Finally, rather than entertaining the children, which we can assign to servants, I'd much rather have our Huntsmen doing what they do best: killing Grimm.

@Raiu
Are you sure you want the Headteller and Spymaster to do nothing?

@Raiu
Are you sure you want the Headteller and Spymaster to do nothing?

That's part of why I created the plan. In this case, the Head Teller and Spymaster will keep doing their previous job, which is what I really want. Knowing where the Plague came from won't really help us if someone decides to use the chaos to have us assassinated, and I really, REALLY want to get some good will with the rest of our league. They WILL use the plague as an excuse to bleed us dry.

Honestly, I might even change the Megara vote just so we can keep our previous actions. (If this happens every turn, we'll need to figure out what is the most critical in order to actually get married and have our dynasty grow.)

I think you should have the hunters completely concentrate on the Grimm.
