1. Is the protagonist an OC, or a named character from the "lore"?
2. If we choose Germany, would we interact with DOOM, and could we somehow go a reforming the roman empire?
3. Is time travel going to be a thing, or absolutely not?
4. How closely are you following the MCU timeline? Timeline is a suggestion, timeline is a law?
5. Fantastic four included or excluded?

I thought for about ten minutes and said no you will not be a named character.
Going to Germany means you will be a Jew, and start on the run from the Nazis.
Whether that means you wind up in a concentration camp, find help with sympathetic germans wanting to keep you safe, etc, is entirely up to your decitions.
But yes, you can possibly meet DOOM's mother.
No Romen restoration is off-limits. We are not in CK2.
Define Time Travel?
All major events will happen, but their context may change.
Like for instance, Tony gets his Arc Reactor because the Ten Rings shot down his Plane, and meeting Yinsin while recovering in his family, and him creating the Iron Man suit to protect them. instead of building it in a cave with a box of scraps to escape.
Things like that.

The capability to move forwards, or backwards through time. Wanna speak with Roman emperor Caligula? You can do that, then go back to the 21st century for a coffee.
Deviants, Atlanteans, Eternals, Inhumans, Kree, Skrull.... Is the OC locked in as a human, or mutant, or are they one of the "others"?

Peter Parker getting bit by a spider happens....? Yeah, so the timeline question was brought on by me wondering if you would drop people in at different time periods than the "Sacred Timeline". As the comics have spiderman be one of the first superheroes in their "sacred timeline". And you just said "major events wil happen", although context may change. I'm concerned we may get iron man in 1967, instead of 2000s

No. You will not be getting Iron man and co until MCU 2008.
But, considering Winter Soldier and Black Widow have been operating for decades and other events can occur, like us working with one of the Black Panthers, Fighting Hydra and Nazi's trying to hideout, even maybe getting some Atlantis stuff going on.
We will not be dealing with nothing at all for a while. I guarantee it.

Technically the protagonists are the centre of the Marvel Universe. The X-men prove this the best when no matter where they go, they keep getting involved in politics.

Where Concentration, work or death camps are not the most horrifying thing that can befall our protagonist.
And that is not making light of those horrors either.
Some that I may not even use because no, that is very terrible and frightening and sickening.
