Tilea has its own magical practice permits. Their magic training is by no means as advanced or robust as the Empire's, but they do have court wizards and whatnot, so they need a way to approve of magic users without just saying "Oh yeah it's all cool, including Culty Carlos and his nine blue-tinted friends." Hence the licenses. You prove to priests and scholars and usually a respected wizard that you are untainted by Chaos, that you don't do Necromancy, that you don't use Warpstone, etc. and if you pass all the tests you get approved to practice magic.
