The career's flavour text says that Seers can be found all over the Old World, it's just in Norsca and among the Kurgan that they're given any kind of credence or respect in society; elsewhere they preach on street corners of their visions, one eye on the lookout for Witch Hunters or watchmen, or run fortune teller scams.I kind of think, that Seer seems to be a cultural-specific profession of Norsca (like Kossar for Kislev or Knight-Errant for Bretonnia), but well... it's already done I guess.

Tilea's actual system of magical education is less robust, but it does still want magic users to meet some kind of standards. Wizards who demonstrate to priests and officials that they are not under the influence of the Ruinous Powers and have control over their "gifts" can get official recognition of their status, so that people won't just go "Oh no, it's an evil witch!" and pull out the torches and pitchforks.I don't think licenses like that exist outside of the Empire and we're in Tilea, I thought.
