This iteration of the plan drops the exciting new Build Industry action for a turn because it's clearly very manpower-intensive to actually implement. It pours the extra IC into constructing base and regional defenses. Hopefully this means our base defenses will be fairly solid next turn.
HR is commanded to just start hiring more of everything, including itself, since we are clearly on the wrong end of an exponential growth curve. Pursuant to that, I'm throwing back the Focus Long Caster peeled off the 'help HR hire more pilots' goal; we're going to need that to get good pilots if HR is super-busy diverting its effort broadly.
