Given we have magikarp and shinx already I'd go with nidoran, aiming for a sheer force Nidoking. Snorlax and Kingdra (for rain sinergy) are close seconds.

He wanted to keep watch on the new pokemon at the table, but it unnerved him even more than the people around them. It… felt a bit like Maelstrom to be honest.
You stand up and run outside. You have to be fast to not lose the girl. You heard that it happened around the warehouses outside the resort, but you don't know where exactly. You check your belt as you run. Your two pokemon inside their pokeballs, ready to be released at any moment. Your bag with healing supplies just in case. You don't feel like this will be a battle following league rules. You also quickly send a voice message to Violet saying you are going to the warehouses to check something. Just in case.
Once outside you look around. There's a crowd of people on the street. Walking around, going to get breakfast, talking a walk under the morning sun… And then you see her. She was too purple to miss in a crowd. She was running away down the street and turning a corner...
"You! Hey you, young man!" Someone said to you. Some sort of masked Jester was juggling a set of balls, surrounded by a crowd of onlookers. He was ignoring the crowd and looking straight at you. "Care to help me with a little magic trick?" He asked, still juggling as if he didn't even need to pay attention to do that.
"I'm sorry, I don't have time!" You replied quickly before starting to run in the direction Rose went. You lost her when you looked at the man, so you now have to guess where she went after turning the corner.
Like you expected, once you arrive to that corner, she was gone. You don't know much about this place but you are pretty sure that the warehouses are in a straight line from where you are. At the end of the street. You decide to run in that direction, hoping to find her before she actually tries to fight someone with bad intentions.

It's not long until you arrive to the warehouses. The warehouse complex is where the Valor Lakefront resort stores all the equipment and goods they are not using. It's just a couple big buildings surrounded by shipping containers. Like a small version of the warehouse district in Veilstone city. It's even near the water too, even if this water is from the lake and not the sea.
The only problem is that you lost Rose. You think you saw her sneaking around one of the containers, but when you tried to catch up to her, she was gone again. Surprisingly sneaky for how loud she was.
You move between the shipping containers. There are a ton of crates too, so this place is almost like a maze. At least a maze for someone who doesn't understand what kind of organization system they use here. You see signs pointing at different places but all of them have numbers. After a minute you are not even sure about where the water is.
Oh, there it is.
You quickly duck behind one of the crates. Two suspicious people looking at the lake. They are dressed in uniforms and wear the same hairstyle and color. Are they the ones that man talked about? They DO look strangely dressed.
"SERIOUSLY. If you don't shut. The fuck. Up…!" Said the girl slowly clearly punctuating every word. The man seemed unfazed by his companion's aggressiveness.
"I'm just saying. If they actually wanted a good job then they would have sent someone with more experience. I don't even KNOW how to use that pokemon. They just said to release it and let it do his thing." He talked calmly as he planted some sort of device on the edge of the concrete platform just over the water.
"Yes, but you should at least RESTRAIN THE VICTIM. That's just common sense. Now he is gone with all his memories and will report us. This was supposed to be something easy. Let's finish quickly and flee before he calls the police or something." Replied the girl with a sigh at the end. Tired for working all night and just wanting to be done with it.
You were hiding behind a crate, listening to them. Where is Rose? She got lost or something? Probably. She didn't seem like the brightest person… Well, this is up to you then. You are the only one who can stop them…
Or move away and call the police with their exact location. Because you are not stupid, and they probably have stronger pokemon than you do. And even if they don't, they are two. Giving orders to two pokemon at the same time is always a challenge. On a two on one you have all the odds against you. Even if Fang could do things on his own… No, he is not ready for that yet. You decide to walk away slowly. Trying to not make any noise.
But then you jump to the side with a surprised yell. A pokemon dropped from top of one of the containers and almost hits you. You are now in the open and everyone is looking at you. The bored man, the tired woman and… the pokemon.
"See? I'm not totally useless. Having Gligar up there was a good idea. The second person he catches spying on us today." He said to his partner with a smile. She just glared at him.
"Of, fucking, course. Another one. You are lucky this is not a police officer or I would leave you as bait." She said before grabbing a pokeball from her belt. "But I'm not leaving this one to you this time. We are NOT going to let him escape."
The man just scoffs at her. "Seriously? You think I can't take care of ONE boy? I can take on as many boys and men as it's necessary, at the same time." He said with a smile.
"Yeah, no. Too tired to even acknowledge that." She said, getting ready to release her pokemon. She wasn't going to wait. Are they going to attack you directly even if you don't release a pokemon?

You look behind you at the Gligar in your way. You can't escape without a distraction. At least you have time to take a good look at him while they were talking.

She looked like a healthy pokemon. Well fed and with a powerful stinger. The Gligar seemed pretty new to fighting but it's not like your pokemon are expert. You are not sure if she has ground moves but her typing is strong against electric. Fang isn't a good idea but Maelstrom… is he ready?
Then there is the woman. She is going to release a pokemon and as soon as she does, the Gligar is going to attack. She looks REALLY impatient. Restraining herself until battle starts. You have to decide on what to do quickly.

From what I'm getting, the Gligar will weaken if we intimidate it so that should be a priority. There's also a mystery strong pokemon at play here, so watch out for that.

Fang has Ice Fang, so if he can get one good hit in on the Gligar she's toast, and then we can 2v1 whatever the Grunt is sending out right now. Hopefully the sounds of battle will attract some other people.

So, looking at Gilgar's movelist, it doesn't seem to actually learn that many ground type attacks. Like, only sand attack on its own and earthquake and bulldoze if you add TMs, both of which are area of effect and thus not really usable in tight quarters such as this. Unless she has some rather exceptional training/breeding, there's a good chance that she might not even know any ground attacks to hurt Fang with, so yeah, given Ice Fang and team fight bonus, that fight looks to be in his favor. Maelstrom meanwhile still has the magikarp WTF factor going for him.
So how feasible is going for a cheeky plan like using the Shinx superior speed to go for the trainer itself? Like get the Shinx to threaten to use a Fang attack on them once he manages to get close enough.
Um, Shinx are slow for electric mon. Gligar outspeed them pretty handily. There also appears to be a psychic mon of some kind in play here. Likely a water type due to being in the lake itself. Bruxish maybe? Or one of the Slowbro line? Or Starmie?
