We don't need everyone visiting the Shrine to know about the Moon Kingdom. Rei would rather be famous for her singing.

Somehow manged to miss this (again). I like the Moon Claw name, and Celestial Mirror also looks really nice. Phase Change would likely be outside the scope of Luna's Magic, and Silver Bullet just feels generic.
Will be adding Moon Claw, Celestial Mirror and maybe schrodinger's cat to the character sheet soon-ish.

If the crows are spies (and they apparently aren't Rei's) then whoever sent them probably knows the Sailor situation and now knows who Mars is, so having Rei be the only one in the dark for a while doesn't help anything.

On second thought, this is Rei and canonically and in this chapter she has shown she is not the trusting type.
She doesn't know us from beryl and will very likely refuse to go anywhere with a strange and perhaps deviant Cat Woman without a good reason. Especially if its someplace no one can hear her scream!
So we have to tell her some things just to earn enough trust to meet with her somewhere private.

Mmm, well, Belkan Style doesn't do support a lot.
Cat's Eye - Visual Sensory Augmentation to detect magic other invisible energies in the focus area. Dialable to show only selective energy types(otherwise you just get a huge cloud of noise as it reveals EVERYTHING, blinding you).
Silver Bullet is intended to be a generic attack spell, long ranged direct fire type. However, you could combo it with Cat's Cradle and hook strings to it to bind opponents who aren't cooperating, or otherwise carry a special bullet payload.

"Says the woman, who was just pointing like a lunatic." She turns around in a huff and begins to walk toward the main shrine, "Follow me."
A a short minute later you find yourself kneeling down on a mat at a table in the girl's room as she sits across from you.
"To answer your questions, I am Luna, a Mau, a Knight of Moon Kingdom, and now your ally and adviser. I am here to locate the reincarnations of the Moon Princess, her guardian Sailor Senshi, of which you are Sailor Mars, and aid them and any others who chose to fight against the Dark Kingdom, but originally I came to this shrine to scout its potential as a base of operations. The wand acts as a focus for power of Mars which resides within you when you need to call upon it just say the words Mars Power, Make Up. Any other questions miss ..."

"What your saying sounds ridiculous... " She grits her teeth and looks beyond you as she considers what you just said. "Two more questions, what in the world is a Mau and what's the big deal about this Moon Princess you want me to protect.
"I'm a Mau." You were expecting her first question, you release the magic you had been channeling shifting your body into its feline form.
She stare at you unblinkingly, eventually making the declaration, "You're a Kitty."
"You could say that." you reply a sly smile gracing your lips, "The Princess she holds a special power which the Dark Kingdom desires, as it is the only thing which can stop their master from destroying this world as it did to the Moon Kingdom."
She nods with resolve, "Alright, I'm going to give you the benefit of the doubt and work with you ,but you better not be hiding some dark secret. And about this base you want, I won't allow you to tear up the shrine for your base, but I think I can convince grandfather to allow something."

Another unanimous vote... does this mean I'm doing a poor job or a good job with writing the vote options?
I think its just a case of everyone being a mix between careful in an early quest and utilising a degree of meta knowledge, we know Rei's grandfather is a cool dude who can be trusted and Rei is... tetchy at the best of time so we don't want to make her feel threatened by trying to isolate her implicitly or otherwise so there's not a huge amount of debate regarding whether he should know or not.
At least, that's my take on things.
Well. This particular update is split between a vote that has a fairly obvious answer - Rei is generally a levelheaded individual, but also a prickly one - and a vote that, as such, has now 'wrong' answer as far as I can see, merely votes for different preferences, of which up to now most people just seem to have fairly similar ones.
There's also something to be said for the Power of Bandwagon. If there's a vote already that is well-thought-out, has lots of support already, and that they have no major issues with, people tend to just support that instead of trying to come up with a plan of their own and convincing people towards that. And personally, when reading quests I often find myself so indecisive over vote options where I can see good arguments for each side that instead of prolonged agonizing of the choices only to retroactively decide that I'd have preferred the other option after all, I'd rather not vote at all and instead let other people that actually have firm preferences decide.
Overall I'd say you're doing fine. For the first vote, even if everyone agrees to trust her right now, there should still be the option not to, as this is a potentially volatile decision with arguments for each outcome, and I like the different approaches to Rei's combat style in the second vote.

The Sailors on the other hand have a few options.
