I think it's more likely that Taylor called the PRT/Protectorate to let them know that Victor and Othala were paying her a visit, delayed Victor long enough with her clone doing the talking for the PRT to send a hero to handle the villains, and will now sit back and watch the fireworks and just make sure to protect her house and her neighbors' houses from getting caught in any crossfire through purely defensive actions. By all appearances she's just a neutral party so the E88 can't say she's an enemy, but they also think that the PRT/Protectorate is watching her house so they can't exactly send recruitment attempts (forceful or otherwise) without risking heroes showing up to stop them.

At the very least, it likely earns Taylor some breathing room and preparation time for whatever she's ultimately going to do.
 
Or it isn't Armsy at all, but Taylor with a henge or a genjutsu or another paper clone.

Possible, but if Victor can't steal the clone's skills or the skills he sees are different from what he expects of Armsmaster then he'll notice something is up - one cape being able to block his powers is one thing, but a supposedly unrelated one?

For the small amount of time they where talking? Not likely that Taylor called the PRT and they responded that quick. They probably have the house under surveillance for situations like this, but could also be to keep an eye on Taylor for recruitment. Besides Konan knows that you can't really rely on large groups of people or even someone related to them, especially after the whole Jiraya training to Yahiko's death at the hands of Konoha shinobi. Surveillance like this would be expected, especially because she is a known element, and if they did not tip their hand with Victor they could have easily kept up the charade for a little longer, before realizing that Taylor has left in the situation.
 
If Taylor involves herself in the fight between E88 and Armsmaster, she would show that there is more to her than someone who can change into papers to flee. If she defends her neighbourhood via defensive wall of paper, she will also still show that her paper can be used for defending (brute rating) and might make people speculate for attacking, too_On the other hand, if she just flees her home, her neighbours will complain that she brings this problem to them and people would brand her a coward.

She would need to decide which skill she has to use and how much, and which ones she needs to hide. If she wants to hide most of them, she would have to convince E88 and PRT to go away from her neighbourhood and leave her out of their conflict. People will speculate that she has thinker rating and perhaps a difference in personality after her trigger.

But that's only if she decides to hide how strong she is. If she wants to show the world that she is not to be messed with, that will change the landscape (real and/or figuratively) of Brockton Bay, and even the world, forever.

If people know that paper is just one of her powers... wow, I'd like to see the fireworks. Here she is, a teen who is unmasked, with a single distant father, who is bullied by a black girl (and a Ward at that, but most don't know about it), with a school faculty who seems to ignore her plight, who has a power that at first seems weak, but actually can be an S-rank threat if she wants to be.

I don't know much about Victor... if he steals people's skills, is that skill stolen or just copied? And does he still have that skill if he steal the next skill? Stealing from a shinobi is bad, stealing from a badass kunoichi is worse, stealing from the queen of escalation who has the memory of badass kunoichi who is defending her home from invaders is even worse than that. That's like bloodline theft, right? A no no no in shinobi world.

And how do you rate Taylor right now against Konan at the end of her life? Does Taylor have all of Konan's skills, but not her muscle memory, chakra reserve, or what? I don't know much about Konan aside from the fact that she is a paper user and a badass kunoichi. Not much about her other ninja skills: nin, tai, gen, fuuin, medic skill. And speaking of paying for her increased appetite, how is she going to make money? How is she going to train with eyes on her?And will the PRT (at least for BB PRT) be paranoid enough to do away with paper in their workplaces?

In a way yes and no, Naruto ninja's can use Kawarimi or Body Replacement, but distance is a big eeeeeh, it's variable and inconsistent.

Basically the way the manga said it works is that the ninja dissapears, grabs a thing, places it where he was and the other only sees the thing that replaced the body.

This explanation is contradicted by Jiraiya escaping one of Pein's traps later on where he was entirely surrounded and being squished to death.

Maybe. It depends on how proactive Konan!Taylor wants to get. I mean, calling the PRT the moment her paper bugs notice the Nazis incoming, then using them to buy her some breathing room would be okay. In fact, it would be an excellent plan for a rookie just starting out.

But for a veteran Ninja, it would be a bit lacking. Original Konan would already be planning out multiple different ways to utterly smash their organization and remove them as a threat all together.

I wouldn't be surprised to learn that she just used a Substitution to replace one of the mooks. Call the PRT to make the Nazis leave in a hurry, so they never notice one of their guys is acting a bit off .. have them escort her disguised self straight back to their safe house/villain lair, get insider information on their organization, then, when they're on their own turf and think they're safe, cold-cock everyone present without them even knowing an enemy was present.
 
Slight tangent to the story, but reading this fic brought something to mind, what if it wasn't Konan who's memories were in Taylor now, what if it was another Akatsuki member? What if she had gotten Orochimaru's memories and abilities? Twisting Taylor into researcher, getting Bonesaw as a cute helper for her experiments, looking to unravel the mystery of powers and still trying to reach that dream of immortality.

Maybe even temp the SH9 to come to town. Afterall, they kill so many people, so many capes, what's one more? or two...

While Taylor has all of Konan's memories and skills, she right now does not have the capability to adequately imitate Konan at this time. Part of the reason is her chakra capacity is not sufficient enough, but the other part of the issue that she does not have any of the muscle memory or experience necessary to be Konan. Furthermore, she has had only two days to actually do anything, and she has spent those days meditating and doing chakra exercises. Will she reach Konan, certainly, but will it be now? Of course not. She needs time to both build herself up, but also decide on what SHE as Taylor wants to do. Bear in mind, Konan had several elemental affinities, but also had the possibility of being so much more than what she was, but spent most of her time in a support role as Pein/Nagato handled a vast majority of the workload in the field, instead providing intelligence, administrative, and diplomatic assistance than straight combat. That wasn't to say she wasn't formidable as a combatant, but I have a feeling that she stagnated post-Yahiko to focusing on a single, albeit extremely versatile, trick. At least, that is my interpretation of what limited events and interactions we were provided by Kishimoto (which honestly wasn't even that much to begin with).

As to the argument you guys are having about what Taylor did, I would recommend you go and glean the interactions between MM and Taylor in 1.2 for a decent chunk of the answer you seek....

And as an aside, I find myself listening quite a lot as I write Papiergeist to Catapult by Position Music. Find it rather stimulating if you guys are interested

I jokingly refer these moments to a friend as "Konan Take the Wheel" moments for Taylor. If you notice, it's already happened twice, where Taylor turns to the knowledge and personality of Konan to exude a false front.

A very versatile trick that let her gather several million explosive tags and pretty much remodel the entire landscape by herself.

People who can do that can do that is a very rare.

Do consider that the peak of Shinobi without extra powers are Madara and Hashirama (this is for others AI). Their fight as a collateral turned a plain into a goddamn valley. I repeat as a side effect of trying very hard to kill the other they remodeled entire maps by accident.

This latter repeats itself with Naruto vs Sasuke where the collateral of their three day fight is that several countries need to redraw entire maps.

Then there is the fact that Konan is Jiraiya's apprentice and his training allowed her to survive a fight against Hattori Hanzo. In short Taylor can surpass Konan eventually.

Best way to get to that is mastering Tree Climbing and Water Walking to try and reach Sakura levels of Chakra Control. To the point where she spends very little of her current reserves.

Keep in mind that both of this exercises are very difficult and only Team 7 has been shown using them to full effect.

Oh and don't forget: Edo Tensei. If she can resurrect dead capes and this somehow re-stablishes their connection with their Shard, whelp.

I feel she is going to screw herself over at some point by doing that. Not to the Tattletale level, but she's going to bluff the wrong person eventually and will end up paying for it.

From what I gathered that took a lot of prep work and completely drained her afterward. Yes it's impressive, but it's not something that can be easily replicated, nor is it useful 90% of the time.

So basically, it's like building a "flood everything with lava" lever into your Dwarf Fortress? But who doesn't do that?

I mean, she can still use the paper as normal, and just also have it able to explode.

There's literally no reason not to do it, barring time restraints.
