Joking aside, it was meant to be confusing. Ari has no idea what is going on, after all. Hopefully I didn't go too far there.
The expert on summoning is Japanese. Quite possibly a Japanese shipgirl, at that. They don't want her seeing said expert because, well...obvious reasons.

"On this day, of all times, with Arizona of all girls" likely indicates that today is either December 7th, or that there is actually an engagement with Abyssals going on (or anticipated to begin soon). Almost certainly the former.

Which would also help explain why Arizona came back now.

Nah. It'd be flat-out jarring if she didn't have at least some serious issues with the ones who murdered her.

I mean, December 7th is a day of infamy for a reason. A massive, very much premeditated attack on an entire port of noncombatants. The negotiations for continued peace were still going on--albeit not well--when the attack force was launched. The fact that they never even issued a declaration of war is what makes it a war crime, but the fact that it was not done in response to any kind of provocation or immediate threat (and the number of civilians killed) is what made it truly reprehensible.

Add in how they simultaneously launched invasions across the Pacific in what was clearly a long-planned strategy meant that the negotiations and continued peace talks had been completely disingenuous and deceitful for a long time.

But from Arizona's perspective, it's like being woken up while in bed with a guy straddling you and stabbing you repeatedly with a knife until you die, despite having no enemies to speak of...and seeing others doing the same to your friends and family as you fade away. That's extremely traumatizing, to say the least, and even if Arizona doesn't have a grudge, per se, I imagine she has some deep-seated fear, distrust, and anger (stemming from fear, the violation of it all, and subsequent lashing out against something whose very presence is a massive trigger).

That said, I also imagine she won't even realize it herself until she finds herself in the presence of the Japanese (kanmasu in particular). That's when things get...painful. And messy.

Out of curiosity what garuntee does the summoner/navy have that Arizona would follow orders?

I mean ultimately SV is going to take part in the fight against the abyssals. But say Arizona refuses to work with the Japanese ship girls what would be her options?

Huh? While her grievances might be most focused on them, the fact of the matter is that she'd have similar problems with the Japanese military as a whole.

That said, I imagine she'd at least have a somewhat easier time with destroyer kanmasu, by virtue of them being so small (and precocious). Above that, though...lots of trauma and complex, negative feelings. Like the battleships she never even got a chance to fight--ones that got to fight in the war themselves, something she was never even given a chance to do. I imagine just about any of the kanmasu mentioning the war (WW2) would trigger feelings of hurt, shame, and loneliness, seeing as she never even got to fight in the very war that all kanmasu/shipgirls seemingly have in common.

Ari's got enough potential traumas and complexities that you almost have too much to work with. At some point I feel you need to start weeding out some not only to get to the character you want to work with, but also so she's not so horribly afflicted that she can't function.

Ari sees a Japanese Kanmusu. Everyone blinks and all of a sudden she's slamming them against the wall, the other american girls are able to drag her away and she calms down. Then she snaps back to normal suddenly, stumbling and holding her head. Her next action is to ask why they're all standing out there when they were just going in.

Its only then that someone notices that Ari's hair was turning back from white to its usual red, her eyes back from red to blue, and (if they can see it when its put away) her rigging back to it usual color from black.

Dual-Personality Arizona a go?

Here's a size chart to show just how small Arizona is. Look at the Pennsylvania, cause that's her sister.
She a bit of a shorty, isn't she. But against NorCal and Iowa, everyone is. XD
And? It fits, unless she wants to feel angry at the Japanese Kanmusu all the time, she's going to push all that anger and hate somewhere. Flip personality makes as much sense as anything else.
Mind that's going with a characterization that emphasises anger at those who sank her as opposed to an emphasis on anger at herself or one that doesn't have an anger focus at all.
