Screw it, I have to leave for the night soon and I want to keep this thing moving.
You decide to meet the Rogue Trader to see what he has to say, but not trusting him enough to board his ship, you invite him to the station. You have your staff hastily try to decorate and spruce up one of your meeting rooms, as the station does not have a proper state room. While your schooling and training on Krieg did not include etiquette as the spartan lifestyle and dedication and sacrifice for the Emperor left no room for it, however when you were promoted into the General rank, you were sent to Schola Progenum school to learn additional standardized training, as well as etiquette to assist you in dealing with the Lords and local nobility of the Imperium. To that end you have the stations kitchen staff whip up the best they can do, and find a few bottles of top-shelf liquor to offer to your guest.
On the security side, you have your men at high alert, with a company of Grenadiers standing ready for a quick response as well as a squad of Grenadiers providing personal security for you in and outside the room. You also have the stations augur sensors closely tracking the Rogue Trader fleet, not powering up weapons but having things pre-sighted and targeted just in case.
A few hours later the Rogue Traders large customized shuttle lands in one of the hangar bays. You meet him at the shuttle ramp in your finest dress uniform accompanied by a squad of Grenadiers serving as an honor guard. Blackwood is the first down the ramp, giving a quick smile and dressed in over the top finery and followed by two massive Ogryn Bodyguards, dressed in gold trimmed armor.
"Lord Governor, it is nice to finally meet you! I had heard from some of my contacts with the Sector Command that you had been awarded the Governorship of the system. I always try to meet new Governors to see if we can do business and to offer my services."
While you are not a creature of the court, you are an old soldier, and you notice the Rogue Trader is wearing some sort of armor plate under his fur coat, he is also is carrying a highly intricately crafted power sword and an exotic xeno handgun, he is carrying a small case with him.
You walk him to the meeting room and sit down and make small talk for a brief while, not your strong suit by any means. While clearly disapointed by the food and drink on offer, the Rogue Trader eats and drinks just enough to be polite and not insult you per Imperial Etiquette.
It takes him the better part of an hour to get to the point...
"I would like to establish refueling and provisioning rights at your station, leasing one of your hangar bays, and also leasing a small lot of land, around 50 acres, on your planet to establish a waystation and storage facility, I would be willing to pay 20,000 thrones a solar year for the leasing rights, and set them up as 10 year leases"

(In my game Rogue Traders are a legally and morally gray outlet to purchase and sell things, they also have contacts to hire mercenaries and specialists as well giving you the ability to indirectly contact and have dealings with illegal and black markets, they also represent a minor naval power in terms of fleet strength for alliance purposes
