It's also worth pointing out that Toaru teleportation or at least Kuroko's disrupts precognition because it involves movement in higher dimensions that they don't account for. Worm does undoubtedly have true future sight since Scion while setting up the cycle used Dinah's unrestricted shard to see Aisha's trigger (which could actually be hand waved because it's not confirmed that's how it actually happened in canon) and he also saw what was the present in the last arcs of worm where someone second triggered fighting him and that was shown as the trigger vision.

However, that was with Dinah's shard as used by scion before he restricted it's capabilities and power reserves since that type of use is at burn years of lifespan for even very brief uses levels of cost. Due to this it gets highly limited and most precog including Ziz's are about modelling so should be extra vulnerable to being thrown off by unaccounted variables as does happen with things like triggers or blindspots such as Eidolon or Scion and at least some of them won't be accounting for those higher dimensions (if they even can) because it would be an unneeded cost.

I can't help but speculate on what Nozomi will do if and when Brockton Bay stabilizes enough for her to consider options other than systematically dismantling all the local gangs one by one. (ahahaha: Brockton Bay never stabilizes). Presuming her mom both comes back and has no opinion (also unlikely) and Nozomi doesn't go through anything too traumatizing (possible, this seems to be going for a lighter tone than grimderp).

'Way I see it, she has a few different options:
  • Join the Wards after all
    • Pros: paycheck, merchandizing, stability, safety; possibly what her mother would want
    • Cons: Keiko would not be joining, would likely consist of little more than sitting on her hands and nominal patrols, would likely have to admit to all her abilities
  • Join New Wave
    • Pros: paycheck?
    • Cons: public identity, effectively a family team, all the upcoming drama, would likely have to admit to all her abilities
  • Stick around as a local hero:
    • Pros: don't have to change anything.
    • Cons: no actual income, endless game of whack-a-mole, anyone who does come to town probably has a plan to deal with you, no longer really improving the world.
  • Join an existing corporate team
    • Pros: Money
    • Cons: dealing with the type of company to sponsor a corporate hero team, leaving to a different town
  • Build a corporate team/ get the existing team corporate sponsorship
    • Pros: Much Money, doesn't have to move
    • Cons: dealing with a corporation, possibly admitted to her full powerset
  • Join the Guild
    • Pros: Money, presumably, ability to make a large difference
    • Cons: probably got to move to Canada, has to admit to her full powerset (maybe not power curriculum)

It isn't quite that bad yet, but hey their powers do grow.

So eventually, yes.

I am also far from the only one to notice Mental Out's and Railgun's synergy:

If Nozomi did that and told them her powerset... she'd know enough to not settle for a standard contract.
Given that she'd offer essentially another cape-creation program that's way less ethically dubious than Cauldron's she could ask for a lot. And get most of it too.

The real confrontation would be Chief Director Costa-Brown vs the Youth Guard. They have opinions on how the Wards are to be treated, they'd have even more on running a child cape creation program.
  • Join New Wave:
Between Amy's problems, Victoria's neglectful attitude towards aura control and Carol's control tendencies I do not see any prolonged contact with the Dallon family going well.

There isn't enough about the Pelham's in Worm to give them much personality, so they'd be mostly OCs (or I'd have to try to read Ward again)
  • Stick around as a local hero:
It is what she is currently doing, so no comment :p
  • Join an existing corporate team
That's essentially the Wards, but worse in her opinion. It might be a nice story if it's actually an Elite front though. They do that.

Only thing out of all those options I can see her doing is joining the Guild since they go after S ranks.
While Nozomi would like that, the guild doesn't accept underage members.
Because they usually go after A- and S-class threats.

Tbh its the only practical way of doing it on a large enough scale to impact Scion.
Right now she's building rep independently but accessing enough children is a hard roadblock without going full Kyubey.

It is just a pity that she doesn't have the metaknowledge to go:

"Beetlejuice... Contessa, Contessa, Contessa, I have the way to make a handpicked Esper army without the drawbacks of your vials!"

Eh Scion's a gimmick boss it's really about getting ones with the right powers and they are already pretty well off already in that regard with mental out and the teleportation one already since something like that that can open the way to his real body is the most important thing.

It is just a pity that she doesn't have the metaknowledge to go:

"Beetlejuice... Contessa, Contessa, Contessa, I have the way to make a handpicked Esper army without the drawbacks of your vials!"
If she had meta knowledge she'd know why that's a bad idea and also get even more disappointed in the prt. She really wouldn't like things like for 11 years they've known about Siberian being a projection but have let him run free to drive people to the prt or the whole mess that is Greyboy especially with how personal those ones are due to mirroring the local prt and Bakuda's bomb trapping her mum.

I think it's very dubious to expect shards to fail to account for higher dimensions. Dimensional fuckery is what they do.

Even if for some reason they don't account for something, is there any actual impediment in including new "insert crossover factor x" into their models? I mean, other than a theoretical lack of processing capability, and of course, after they have the chance to actually study the new thingamajic of the week.

I mean, if our String Theorist can remake their models every time that they fail to find proof in their latest experiment, it would be trivial for the Shards to do so when they actually find something interesting, right?

The thing with shards tho is that they do things via so many different methods so at least a few will get tripped up. This is especially true because iirc Kuroko's moves through something like the 11th dimension and as already said they get limited to save on costs especially in the precog so that's a lot of extra modelling complexity that isn't really needed assuming they even can since the shard's dimensional shenanigans are about parallel timelines and I don't know how those compare. The shards doing the precog via modelling would also have to have accurate data on her teleportation when they do their modelling to account for it either way and they don't have that. On top of that there are also the Eden shards to consider.

They can but in order to they have to know they have to and they then have to study and work on it which means they should still get tripped up by new things especially at the start. Based on how shards are usually portrayed they also wouldn't work in large groups on it so it would vary from shard to shard.

Tuesday, 26th April 2011 – Brockton Bay, Winslow High School

I bit down on my doner with relish. We had briefly left the school ground to collect it from the stall down the street before we returned to our alcove. It was technically forbidden, but the teachers barely cared. In any case it was a trivial exercise to avoid the few who would.

I could see the path on how to save Mother. It had taken me more than a week to find it, but I had done it.

I had my path. There was still a lot of work to be done.

Keiko idly tapped her finger in the rhythm of a pop song she listened to. A song I only heard because someone else was listening to the same radio station inside my range she had tuned herself in with her power.

Charlotte took a careful look at her doner after every bite. She slightly turned it this way and that way to get a better feel for what her brand new power told her.

It was good to find a way to integrate power use into casual everyday life. Practice makes perfect and ours grew with it.

I had put her through the wringer yesterday in my enthusiasm to find her current limits.

They weren't what I wanted them to be, but everything could be overcome.

She had a pretty high rating on clairvoyance. She knew what objects weighed and their dimensions – in complete 3D – near instantly. Though that awareness was short-ranged, nearly but not quite touch range in fact.

She took about a second to teleport anything.

She could only teleport things she touched. This I would have to change. The most likely downside was that it'd slow down her teleportation even further, but there wasn't any way for her to get into touch range with Mother. It had to be done, I was already work-shopping potential formula to have her try out.

She could at most teleport ten kilograms of weight. I wanted her capacity to be at least seventy kilograms to have some leeway. Practice to increase the strength of her personal reality was necessary here. This wasn't something I could speed up much, no matter how much I wanted too. Most potential power boosters either came with side-effects so severe they weren't worth it, or the way to manufacture them would require torture, or both. Level Upper was the exception. With its use restricted to a laboratory setting and for an hour at most the risk of a sudden AIM monster rampaging around was negligible. I had only myself and Keiko to add to that network to boost Charlotte, neither of which would give her much more insight into space, but it was still a rather hefty boost towards pure processing power.

Lastly, I hadn't tested that yet, but it was unlikely she'd be able to account for time itself being stopped. I needed to take scans of the bubble and analyze the bomb itself.

"Sophia hasn't been to school today. Neither has Emma," Charlotte interrupted my musing.

I finished chewing and eating my current bite as I considered how much to tell her.

"Emma is grounded pretty much forever. Turns out her mother was best friends with Taylor's mother. So much so she even named her first daughter after her," I chuckled, "Emma shouldn't have used her mother's death to mock Taylor. She was beyond furious."

Emma's mother was preparing the arguments she'd use against Mr. Barnes to send her daughter to a private school despite the cost to get her away from Winslow High by the time I left.

"She has done what?" both Keiko and Charlotte looked aghast at that piece of information. Neither had a high opinion on Emma, but this managed to ruin it even further.

Emma was a very broken person. I had spent as little time in her mind as I could.

"And Sophia?" Keiko asked.

"She won't be back either. Principal Blackwell already got an e-mail saying as much," I smiled.

The e-mail didn't say much, a pretty formless statement with a lot of words that meant nothing at all besides to cover someone's ass.

Which meant she knew next to nothing, but that Sophia wouldn't be back. Which meant I knew only the same. At least until I ran across any of the heroes again.

She was less than pleased about that. Turned out schools got paid well for hosting a ward.

Money that'd dry up now, not that much of it had ended up with the school besides the track club.

They noticed that I was holding back on how I did it with Sophia, but Charlotte was not someone that'd ask. Keiko didn't truly care besides making sure Sophia was gone.

"I can't believe it was that easy," Charlotte sighed.

"Sometimes it's about who you talk to, not what you say. Talking to the principal here is a waste of anyone's time. She's merely marking her time until her retirement," I mused.

"Most teachers here are the same. Gladly tries, though even he avoids saying anything against the gangs," Keiko agreed.

"Mr. Torres was the last who tried that. He left after his car got trashed the second time and no one saw anything," I remembered.

How hard would it be to get Blackwell fired, I wondered? Her replacement could hardly be any worse. I could bring up her mismanagement of funds, her utter ineptitude in reigning the gangs in and her apathy towards her job.

Food for thought.

"Anyway. Keiko and me will be busy this afternoon and likely tomorrow, busy enough we might skip school," I informed Charlotte.

"Skip school?" Charlotte looked like the possibility had never occurred to her, "You won't get in trouble for that? What's so important you'd do that?"

"The Nazis got something planned. We don't know what yet," I shrugged, "I'm gonna spend this afternoon on finding out."

All I knew was that Kaiser hard told Rune to stay home from school tomorrow. It shouldn't take long to pick his brain to find out.

"You say that so casually, like it's no big deal," Charlotte looked at me strangely, "you're just gonna walk up to him and – " she gestured like was using a remote.

After the last few times I did it, it kinda stopped being one. Digging through the gang's secrets via Kaiser was a milk run.

"It kinda isn't," Keiko smiled, "it's so easy, it'd be unfair if it wasn't against Nazis."

"I want to come too," Charlotte told me.

"You do not have to," I reminded her.

"I can't have these powers and do nothing."

It turned out vetting people so you'd not make a villain left me with responsibility.

I didn't care for it.

Tuesday, 26th April 2011 – Brockton Bay, Central Park

Once again I was in the park. This time we went as what we were. Just some girls hanging out after school.

Keiko brought the paper bag with breadcrumbs.

"You are several blocks away from him," Charlotte hissed.

I smiled while I waited for Kaiser's secretary to leave the room. He was rather busy with the sudden audit and investigators from the PRT.

"Those guys don't call each other enough," Keiko grumbled, "and when they do they hardly talk about anything important. Instead they decide to meet up."

She was making good progress on her control of technology, enough to listen in to phone communication between their phones and the antenna of the cell phone towers.

She also was working on something else, but wouldn't tell me for now. She said it wasn't ready yet.

"They're worried about tinkers listening in, they don't have any themselves to defend them against that," I informed them.

Which was why they mostly depended on coded messages and meeting up in person.

"PHO thinks your range is a couple dozen feet at best," Charlotte groaned.

"PHO is mostly good for a laugh about how wrong they are," I chuckled.

"They think you need your remote. But you can use your power anywhere, anytime without any indication you are."

"I used to need it."

I watched her work her way through the implications of that statement.

"Yours can get stronger too?" her lips trembled.

"All of ours can," Keiko leisurely clasped her hands behind her head.

"Powers don't just grow," Charlotte looked confused.

Mostly true for parahuman powers, but I did not grant parahuman powers. Alas, that was something to keep very close to my chest.

"Dauntless does," I said instead. Famously so.

"He's expected to reach the level of the Triumvirate one day," she whispered.

Might we? she didn't dare to ask.

I went through all the different power expression in my library and their limits. Towards what was called Level 6 or SYSTEM. Theoretical omnipotence. I doubted that was in the cards, but she asked about something much lesser.

"It's possible." If no one killed us first.

Silence fell as Charlotte grappled with that.

We kept walking along the trail to our target. A nice bench next to a pond, if not for the armrests. Those weren't there to rest your arms, but to prevent homeless from sleeping on the bench.

A duck and her four ducklings quacked in the water.

We took turns throwing breadcrumbs into the water.

The little fuzzballs fell over each other fighting over the crumbs.

One climbed over another, briefly dunking the poor thing under.

The secretary finally left and I dove through Kaiser's recent memories.

I sighed.

"Whatever for have I told the PRT about all the moles Kaiser had, if it still doesn't keep him out?"

"Uh, we told them just a couple days ago. He replaced them that quickly?" Keiko wanted to know.

I shook my head. "He's had to buy from some info broker." He was rather pissed about that. It cost him quite some money at a time he was hard pressed to provide it. With all the attention on Medhall he couldn't afford to divert money from there.

"He can simply buy PRT internal information?" Charlotte looked a little wide-eyed.

"They couldn't keep a secret if their life depended on it. Bakuda managed to get a mole next to Lung's cell as well," Keiko reminded me.

"The broker is a dead end. He bought the information through an intermediary, the Number Man. Some sort of super-villain banker. Kaiser bought the time and route of the prisoner transport for his capes through him. Tomorrow, early afternoon."

"Sounds like we are skipping after lunch," Keiko responded pragmatically.

"Can't have them back on the streets," I agreed, "he also bought one more thing. The habitual threat assessment the PRT makes. Ours."

"Oh, come on," Keiko complained.

I was less than worried about that. The PRT didn't know much more than Kaiser did via Alabaster anyway. I had held back a lot and Keiko was still developing. Charlotte would be a complete surprise.

I'd still give them shit over losing it. It was a good reason to give if they tried to get me to share more.

"Hey," Charlotte cried out.

One of the little fuzzballs pecked a hole into the paper bag while we were distracted.

All the crumbs clumped together in a single spot in the water as the ducks fought over it.

So, it sounds like Nozomi & co haven't worked out that *someone* has a precog: their last action was disrupted by Trainwreck showing up and messing up their plans as best he could, and it was pretty obvious that he was there specifically to mess up their rides.

We haven't heard a word of their planning about the possibility of him (or whoever sent him) interfering with this upcoming incident, so that might turn this into a 4 sided mess.

As to actually helping out with the transport it's probably more difficult than it sounds, given that Nozomi is still hiding most of her power:

  • They can't ride along directly in the transport, they're not PRT.
  • Depending on how discrete the PRT is attempting to be, they can't follow in a bike, it would both "reveal" the transport to the E88, pissing of the PRT, as well as revealing that Mental Out got her hands on transport info *somehow*
  • If they intercept the E88 before the gang hits the transport it reveals that they likely got their hands on the E88's plans
  • If they join in after the fighting has started, it's more plausible than the other options, but the longer they take to "join in", the more likely that the escape is finished by the time they get there; while the shorter they take, the more obvious that they had info on either the transport or the E88.

In the longer term, we're about 3 weeks out from when Leviathan hits canonically. Mental Out is completely useless against him, outside of possibly deploying Level Upper, and if she's willing to reveal more of her power, act as search and rescue. Biribiri might be useful if she gets her railgun or meltdowner beam online ( if that's what she's been working on), even then, it won't be enough. Charlotte, whatever name she ends up, wouldn't naturally be able to do much damage either, barring telefragging shenanigans, which might not be possible.

The real difference would be Bakuda's last time stop grenade. Actually catching Leviathan with it would be difficult, and require someone to hold leviathan back: Nozomi's mom was able to get Nozomi out, keeping Leviathan in would probably require someone will to grapple with Leviathan to hold him in range. Either Eidolon comes up with a useful power, or Alexandria makes a sacrifice play.

How about Lung or another villain that refuses to partake in Endbringer fights? They have Mental Out after all.

In regards to telefragging it will either be crippling for Leviathan or completely useless. And if it does work, you might end up releasing a stupid amount of energy which could end up killing a good cunck of the continent.

It'd be rather an 'ex-machina' situation but during the Levi fight she could also over the course of the fight adapt to the shard 'brain' enough stop Levi from moving a few seconds for Charlotte to TP the bomb into him. She'd likely have an aneurysm because of it but it'd still be a possibility, no?

Trying to time-stop Leviathan while grappling it with mind-controlled Lung may be a cause for "everybody dies"

Surely that was merely coincidence. It's simply hard to walk around Brockton Bay without bumping into a Villain :p
He was actually there to sabotage the Empire, not Nozomi. He decided to show initiative.
In the longer term, we're about 3 weeks out from when Leviathan hits canonically.
The frequency of the Endbringer attacks has some slack. The timing can be anything from two months to six months. The other hard rule is that no Endbringer attacks twice in a row.
The last one was on Feb 24th in Canberra by the Simurgh.
TLDR: The Endbringer will attack whenever I want it to, perhaps even tomorrow and it might not be Leviathan.

What's stopping her from just deleting that bit of information from Kaiser?
Alas he had already shared it with his lieutenants, who aren't in Nozomi's range right now.
How about Lung or another villain that refuses to partake in Endbringer fights? They have Mental Out after all.
Mind controlling people to participate in endbringer fights? technically doable. Makes a mockery of the truce, and would have a ton of groups gunning for her head, but technically doable.
Never seen a better way to get all the villains to want to kill the same person :p

Nozomi is limited to control brains with fluids.
Endbringer brains don't have that. There will be no taking control of Endbringers, not even briefly. Even though it'd get a deliciously panicky response from the PRT.

I would say it's pretty interesting that number man sold that info to the empire since aren't Cauldron supposed to not be interfering with the bay for their experiment. Then again they kind of were anyway in canon cause even excusing all the vial capes post levi Skidmark found a case of 5 or 6 vials in the wealthy section of the bay with notes saying it was for a family to start their own team. That means either A as it appears they sold it which would create a new faction or B Contessa faked it and planted it for some reason probably involving how it set up Scrub's trigger or fed info about them to Lisa, Taylor and Faultline's group.

They'll probably work it out if it happens again which it will since this time it's actually reasonable for Dinah to allow interference since Coil also probably knows about the transport and from there he can do chances the empire tries or manages to free them to confirm they will try then just go odds the empire capes will get free if group X will get involved to plus well there's diminishing returns on it as she gets more time to study Trainwreck.

For the transport they can just say they doubted the prt plugged all their info leaks since even if all the informed ones were dealt with that's only what the 1 guy knew about and left open channels from other groups and use the leaks as an excuse not to say how they knew.

Regarding Levi I would point out Charlotte might be up to Kuroko style take a person or 2 with her by then which has some utility benefit. Technically the protag does have the option of the fast freezing trick which has uses especially if she's on search and rescue but also in that per wildbow wog endbringers are only holding back by pretending to be frailer than they are and in the tactics they use such as Levi not needing to get out of the ocean and go throw hands but could just bombard with waves so he doesn't have anything like being able to pop people. That means it's entirely reasonable to not allow him to control ice though dangerous without being able to control it since the waves will push ice blocks around but could be used against levi to freeze the water in contact with it especially something like freeze the water around it's feet.

He was actually there to sabotage the Empire, not Nozomi. He decided to show initiative.

Surprised that Coil kept that timeline, then. It sounds like whatever happened in the other timeline would be more disruptive to the E88. Also, that's the stupidest show of initiative I've seen in a while: "you sent me to disrupt group A, but group B got there first and beat up group A, so I messed up Group B's plans" is spectacularly dumb. Maybe he thought BiriBiri and Mental Out were with the E88?
