I guess that's possible but she still has the thing. She also used it to completely down Vicky, not just shoot at her ineffectually. Vicky is probably one of the brutes most vulnerable to guns even, standard practice is to shoot your target multiple times. All you need to do is shoot her twice, maybe a little more if Vicky's shield lasts a little bit after being hit. Literally just shoot her 4-5 times and she's probably done for. You would even be especially likely to shoot her because you don't think it's likely to kill her.

She shot Vicky once to collapse the forcefield after that it was Skitter's bugs that got through. For her shield it probably wouldn't last it tanks the breaking hit then goes down while it can stay longer things with longer durations it means it takes longer to come back up and bullets would probably be counted individually.

For Lisa her carrying the gun is again skirting it but not a breech what it is though is a sign she is implicitly willing to use it if it comes to it and can use it which makes people less likely to hold back as much with her but still not generally go full lethal in turn.

Eh not exactly, in Ward her shield takes repeated machine gun fire and comes up fast enough each time to block all of the shots, the bank thing only worked because the bugs were already on her shield and could get inside of it before it came up. Multiple people shooting her at the same time might work, but the same gun being fired probably wouldn't.
 
Like the wards which were rumored to all go to Acadia. I knew that wasn't true for all of them, but it likely was for most of them. At least Tattletale had staked her bank robbery plan on that. I hadn't delved deeply enough into Sophia's mind to find out for sure though. It wasn't worth the risk of some tinker-tech bauble actually noticing that.
Being careful is a good thing but honeslty don't think they have stuff to detect Mental Out.

The transport itself would follow Winter Street past the Towers until it hit the driveway to the Interstate Highway 95 where it would make it's way north into Canada where the Baumann Parahuman Containment Center was.

It was the only prison that never had a breakout by a parahuman.

If only it had managed to achieve that without being a violation of human rights on an unknown scale. Unknown only since the PRT refused to answer questions about what exactly went on inside, except a boilerplate that Dragon was taking care of it following all applicable regulations and laws. No letters or messages were allowed. No visitors were allowed, no prisoners ever were released. All imprisonment was for life.

Even if they were wrong about it.
The Birdcage is both extremely effective and very shady so feeling conflicted about it is understandable.

Instead he did nothing at all as I forced everyone I could into a freeze under my control.

The transport drove by unimpeded. Dauntless' eyes went wide as he realized what they had just avoided.

The birdcage good as was that. So I didn't disagree.

Finally I stood before Father's murderer. Finally I had my chance for closure.
This was a long time coming.

Next I knew instead of the shade of the alley the sun directly shone on me.

None of the Empire or my friends were in my range.
Welp looks like Trickster is going to need to go same with the rest of the Travelers.

Unlike canon Dinah's abduction has a parahuman-link now.
This makes it Piggot's responsibility to resolve.

An independent cape outdoing her doesn't look that good either.
Both Armsmaster's fuckup regarding the Wards and her own regarding Sophia's behavior in school are kept under wraps so far. Good thing for them they aren't so riddled with moles that it might leak despite their best efforts. Right?

Wednesday, 27th April – Brockton Bay, Downtown – Winter Street

BiriBiri's perception sped up in sync with the crackle of electricity running through her body and armor.

Metal bits whirled in and out of the shape of a wolf. There was no telling where one hook ended and another began in that madness.

She flashed past the frozen Nazi twins.

She met Hookwolf in a crash. Metal crunched and electricity arced from her fist through his body to the ground.

Hookwolf skidded across the asphalt leaving small pieces of metal behind. He hooked his feet into the street to catch himself before he slammed against the wall of the alley.

She stood unharmed.

The air smelled of ozone.

She congratulated herself on taking inspiration from their trip through Lung's brothel.

Battery was so cool taking down that grunt!

There was no mention anywhere Battery's power was based on electricity, but she could feel it.

She was on the lookout for something ever since they found out Nozomi's powers might not work on Hookwolf. If it turned out they did, Lung was another of their maybe-candidates.

It took a bit of work, and it didn't work quite the same for her as it did for Battery.

But she got it working.

Though just like her she was only able to use it in fits and bursts.

For now.

She had already dropped the limitation of being unable to move while charging, she'd manage to keep it active for as long as she wanted eventually too.

"What have you done to her?" she shouted at Hookwolf.

She glanced around. She was glad to see all the other Nazis stayed right where they were, still affected by whatever exactly Nozomi had done to them.

For however long that lasted.

She swore to grill her about those details later.

If there was- she aborted that thought.

"You won't have to worry about that," Alabaster leered at BiriBiri.

He aimed his gun at Charlotte only for a dart to appear sideways through it.

"It was a teleporter. She got teleported," Charlotte told her.

The Empire didn't have a teleporter. There was no way Nozomi would've missed that going through Kaiser's brain as she had, even if the Empire didn't habitually announce every cape they had.

Someone else was intruding into this fight. Lung? Unlikely, Oni Lee's power didn't work this way.

She glanced at the cement bag. She had no idea where any construction sites of that company were. It had to be further than five hundred meters away, or she wouldn't be fighting them with only the newbie.

Fog turned into gray mist. He began his advance towards them.

She turned her thoughts back to the coming fight, she wasn't gonna solve that mystery right now.

They had to end this early, so they could go look for Nozomi.

They went over what his mist would do to them if it ever reached them extensively. The short of it was nothing good. They had to stay out of it.

Good thing they came prepared.

"I'll take the mutt," she told Charlotte.

There was no way Char could take him, so she had to. She just hoped she'd hold out against the two others while she dealt with him.

She casually lobbed her suction grenade behind Fog to help her out a bit.

She hid her wince, cause they only had two of those. Nozomi had planned to take him over when they forced him out of his breaker state. That wasn't going to happen now. Those grenades were only going to slow him down.

She walked towards Hookwolf, deliberately slow and taunting to hide she was recharging.

He let her approach, probably happy to get their fight away from his defenseless accomplices.

She cracked her knuckles. In some ways it was a blessing Nozomi wasn't here. She didn't like the look she had shown when she was about to shiv Bakuda.

Killing people was a dark road to go down. She was glad she was there that day to keep Nozomi off it.

If anyone had a chance to bring that look back, Hookwolf was it. So it was a blessing in some aspect that Nozomi wasn't here now. Not that she'd ever tell her that.

He came at her more carefully this time. He swung a tendril of barbed chain at her this time. She ducked below only to be forced to dodge a spear suddenly sprouting from his front.

She heard a small bang behind her. "Ugh. Glue?" Alabaster complained. She didn't dare take her eyes off Hookwolf, but that seemed to be going well.

"Two left," she taunted Hookwolf.

He didn't take that well and stormed at her again. This time he faked an attack with a spear thick as a lamppost from his left only to suddenly sprout a blade from it horizontally in an attempt to behead her.

She watched it in slow-motion, ducked under the blade just in time and punched his body with her full power. This time he hit the wall with a resounding smack. Plaster and entire bricks fell from the wall.

"Hah! Sit, mutt!" she crowed instead to hide her frustration at not being able to follow up. This had expended her current charge entirely.

So she pretended to be a gloating fool high on a power-rush so she could recharge.

Something tugged on her. A top hat? "No," Charlotte shouted from right next to her. When had she gotten there? Another cement bag was on– no, in the ground next to her. Literally jumbled and mashed into it and spilled all over the alley. But she was still in the alley. "No more teleporting anyone!"

The wind stopped and the wolf was smirking.

Fog exploded into fog again. Charlotte popped her final grenade and he turned back into uselessness.

BiriBiri tapped her own grenade. "We can do this all day," she lied. Hers was another glue grenade.

The spinning metal stopped for moment. Then he exploded into motion. Up the wall.

"Hey! Come back here," she shouted after the fleeing mutt.

He didn't and a moment later a bedraggled Armsmaster turned the corner into the alley on his bike.

His normally spotless armor had several scrapes and someone must've thrown eggs at him judging from the stains.

He took in the situation at a glance, then moved towards Fog and stabbed him with his halberd.

Fog promptly fell over. Tranquilizer.

Just like that the Empire had ended.

She just hoped Nozomi was alright.

She took out her burner phone to call Nozomi's.

Wednesday, 27th April – Brockton Bay, Downtown – Fortress Construction Site

I laid on the ground coughing out the dust in my lungs. Ice crystals twinkled merrily in the air. They were the only reason I was still alive.

I had reflexively cooled down the explosive itself moments before it went off.

Due to that instead of it catching all at once it caught in stages – partially canceling itself out – and incompletely.

Move. I had to move.

My ears rang. I stumbled onto my feet holding onto the scaffolding.

At least my armor had held. I wouldn't be bleeding out from shrapnel. A quick diagnostic of my brain showed I had gotten away without brain damage as well. I made a mental note to check on my lungs and other organs later. Blast waves could create all sorts of nasty damage inside the body where I wouldn't feel it.

I threw myself to the side entirely on instinct. I saw cement dust puff into the air where I was.

Someone had just tried to shoot me. I hadn't heard it.

I was never so glad for the minor precognitive aspect my powers came with.

It was best to not rely on it.

I kept tumbling on the ground as I accessed the minds of the people in my range. I filtered for the noise of the gunshot. I noted down the position of the people who heard it and who hadn't heard it. I noted the delay between when different people heard it. I added the trajectory the bullet had made in the cement to my calculations.

The top of the Towers? Really?

I got up and when the next shot came I took a half-step to the side since I heard it coming via all the other people between me and the Towers.

The shot whizzed harmlessly passed me. I looked directly up at the Towers and waved cheekily, not that I could see anything from here. Can't ever let on that you were rattled.

Then I sprinted behind one of the metal containers. Time to make my way back to my team through dead angles from the Towers.

The sniper and teleporter could wait until I had made sure my team was safe from the Nazis.

At least none of the ones under my control would suddenly regain their volition. That would've been a disaster.

A scratching noise had me tumble to the side and a spiked tail cleaved through the container spilling paperwork everywhere. The foreman must've used it as an office. I put that asinine thought aside.

Some mad chimera between a scorpion and a dinosaur strolled out of an alley between the containers. It had the body and pincers of a scorpion, but the tail had spikes instead of the usual stinger.

I scrambled for distance.

This was way too well-planned. They isolated me. They made sure there was no one of them in range of my control. They only attacked me in close with a creation I couldn't control.

I didn't know of any wet tinker in Brockton. I think there was someone in Boston? Something to look into later.

I needed to do something against the sniper. With the beast chasing me they simply narrowed my options too much.

I couldn't reach him from here, they were too far away. But I didn't need to.

With a small measure of concentration I created cold, but not the blistering cold of ice. Instead I kept it near the point of freezing and within moments vast amount of fog billowed out all over the construction site as water condensed on the small ice crystals in the air.

That ought to take care of that. No way anyone made a shot through that.

I created an overlay of my memory of the construction site over my vision to keep track of where what was myself.

The chimera skittered after me low on the ground as I ran towards where the basement was planned. The hole was just what I needed.

The chimera was untroubled by the fog as well. Right, those beasts navigated via tremors and feelers instead of sight despite having eyes, or so the memories of some people in my range told me.

I had to get the timing of that right. But judging by the skittering sounds behind me it was close enough.

Shortly before the hole I leaped to the side past some cement bags.

The chimera turned with me and slipped on the freshly created ice right inside the hole with a nice crash.

I used the opportunity to skedaddle with all haste.

Someone else could go and deal with that beast, someone whose powers actually worked on it.

I ran towards my friends and hoped I wasn't too late.

It was amusing to read all the speculation about BiriBiri developing a railgun, but she decided to follow another example she encountered. It is no Rampage Dress yet. Yet.
 
So waiting for Coil to have a painfull death when she discover his 'pet'.
Decent odds he's in for trouble with the travellers too since the chimera would be Genesis, there's no way she'd miss the sniper and while not as good as Sundancer she is still a morally good person and unlikely to be ok with killing a kid like that plus they've been in the cape scene for around a year and a quarter and she studied it before that since she dreamed of having powers which means there's pretty good odds she's heard the horror stories about what happens if you try to snipe a cape.

The ziz effects are on Krouse, Cody and Noelle not the ones I said, they don't kill people with Sundancer and Ballistic actually being mentioned to be restrained and unusually careful not to harm people with their strong powers, Noelle gets fed off animal corpses with the possible exception of the New York rampage.

There are also other factors in their favour as they got dumped in bet in a horrible position with the nastiness of it thrown right in their faces as what was probably direct Ziz tk smeared one of their friends and they got an up close look at a hero being blown up by Dragon when it became clear he wouldn't be able to escape Ziz's range before he went over the exposure limit. In addition to the above Sundancer and Genesis who I named in particular in canon express doubts and discomfort about what they are doing only for Trickster to smooth things over in addition to hiding stuff from them.

They also not only fully gave up on cape life until Taylor conscripted them in canon but also were willing to supply information once Noelle got loose and Sundancer is actually the one who stepped up and killed her in canon once her body count started rising. Given that and that Sundancer merely seeing Dinah in canon and learning of her made his long term odds drop by a few percent because we see from her pov she's highly uncomfortable with it it's absolutely possible things go too far for them.

Yeah they planned it specifically to counter her in a way that indicates a Thinker was almost certainly involved.
 
Still kind of dumb of her to give out the personal info about her parents though. Hookwolf doesn't really care enough to keep a list or anything since he's more about a warrior ethos and building his group up but it's still personal information that's pretty likely to leak from Alabaster.

For the travelers in general, they never fed people to Noelle on purpose. Not even Cody did that. IIRC he tried to kill her to get rid of the load and it failed, resulting in the generation of a couple clones of his.

The New York accident with 40 deaths was a tragic accident Krouse worked hard to keep the details from everyone else.

Even outside those incidents they still have sixteen kills combined:

Yeah, there's definitely easy ways for Coil to lie about her power and use Master bias against her. He can even use Dinah to calculate which lies will be easier for the Travelers to fall for.
 
The Travelers basically just keep getting yanked by one manipulator after another. And their own manipulator is more concerned with control over the group than the group's success.

Makes sense. Railgun on Hookwolf would mean firing Hookwolf as the ammo.

That's cause fanfics aside Krouse is the main pov of their flashback arc where he firmly establishes himself as a dick who is only not the most unlikeable of them because they also have Cody he also is the one hit hard by Ziz so actually aided Echidna and so ended up a mindless teacher thrall in the birdcage watching the tv for messages from Saint.

Ironically you're remembrance is actually a better look on Cody than mine since mine is just that he was a dick who forced Noelle to clone him for the lols which also forced Sunsdancer to interrupt Krouse's meeting with Accord to deal with at least 1 escaped clone which nearly got them all killed until he threw Cody under the bus and soothed Accord with her ballet. The wiki also backs this up saying he touched her 3 times due to his problems with Krouse being the leader and as a result she got mad and broke an arm and a leg. It also notes there's a wog where wilbow says other than Noelle he was the member most effected by Ziz.

Being fair the New York incident was only said to be 40 disappearances and even ignoring slight chances of things like runaways and assuming they are all deaths not all will be directly on them since at least some will be the clones and it's possible some were due to things like civilians running into the teeth or other incidents that just happened at the same time.

I did forget about the 16 kills but even so with how low it is, their desire for a low profile and how Piggot of all people describes it murderers for hire is still wrong and we don't know which of them did them though I would suspect Luke given his power and Krouse of at least a few given his personality and fairly blase attitude about killing the clones so it is still possible some haven't especially with things like how hesitant in general Sundancer is to use her power, how Genesis's projections didn't stand out as that strong plus well Oliver isn't an active cape so there's no way he killed any.

For Hookwolf yeah it's probably a decent sized list but it's still probably going to bite her later by being a data point for thinkers and analysts even if it doesn't fully expose her id on it's own.

I wonder how long until MC realises she just countered 80% of teleporters across the setting, including Krouse and Oni Lee? She has the data from ToAru and should figure out Krouse's power within minutes of arrival where she was taken from - or, failing that, the moment her friends explain how she vanished and something replaced her.

All that said, the author's kinda written themselves into a bit of a corner here in regards to PtV; she's either a partial blindspot, or PtV is going a lot heavier on the sabotage than normal affecting things not directly connected to Zion. the latter is a rather risky option, and her being even a partial blindspot will have some nifty consequences.
Consider, if you will, what is the primary goal of Cauldron? What is the MC's power? *points at biribiri* MC alone is a match for 80% of Cauldron's goals - permanently empowering more people who can fight 'Scion', and not only that, but growth capes. It's only as low as 80% because she can only work on teens. If PtV worked on her then Coil's attempted homicide wouldn't have been allowed to happen... admittedly Cauldron would probably try to kidnap MC, but... Yeah...

So... Confirmed no scary hat lady ruining the story?
 
As far as I'm aware Cauldron is simply running Path To Maximum Triggers and Path to Maximum Surviving Parahumans, nothing else.

They are just trying to gacha up another Eidolon or three.
 
Regarding blindspots:

Esper powers indeed aren't a blind spot in general. Not saying there won't ever be an Esper power that isn't one, but in general they aren't.

Every time she grants someone esper powers the worm precogs have to adjust for the new power. Sometimes a little, sometimes a lot. Depends on the power and the person she grants it to.

So, we can be almost certain that Mental Out isn't a blindspot for Contessa: she's being precogged by Dinah at the moment, among other things.

With regards to Cauldron, and what they're doing with regards to Nozomi, there's really three different possibilities:

Possibility one: Cauldron is aware that Mental Out can grant powers. They picked up fact by Clairevoyant, and are currently running a path to make her hand out as many as possible. Coil is permitted to attempt killing Mental Out because that's what the Path needs to get Mental Out mass producing powers. Expect something deeply traumatizing in the mid to near future to get Nozomi willing to work with Cauldron.

It's actually very difficult to recruit Mental Out through any sort of dirty trick to Cauldron: she can read minds, so they can't really mind control her, mind control people at a distance, so if they kidnap her, she has to be kept away from other people, and the Power Curriculum Program involves her tampering with people minds already, so anyone she empowers could be a sleeper agent. So they'd have to keep her in a 500 meter exclusion zone, and have kids walk in, go through the program, and leave, all with MO still trapped there.

That's a nightmare to organize, and even then would fail the first time Nozomi produces a power that would immediately get her free. No, if they want Mental Out to help them, easiest to have things just so happen to put her in a state of mind that would have her cooperate. Even then, it would come out if/when Mental Out reads Contessa or Doctor Mother's mind.

Possibility two: Cauldron is not aware that Mental Out can grant powers, but whatever paths that Contessa runs to maximize power users consider the Power Curriculum Program the equivalent of parahumans. Contessa is doing the same thing as in Possibility 1, but isn't aware of why at this point, just steps on the path.

Functionally identical to possibility 1, but less risk of sudden furious Mental Out, as while Contessa did a bunch of sabotage, she didn't know it was targeted at Mental Out, so Nozomi can't find out about it by reading minds.

Possibility three: Contessa's paths have been structured/worded in such a way that Mental Out's power curriculum program falls outside the stated remit. While Cauldron would care if they knew what she could do, Cauldron doesn't, and however Contessa's paths are running, they aren't optimizing for espers, because they're optimizing for "parahumans".

In this possibility, cauldron isn't paying Mental Out any special attention, because "cluster trigger with short ranged but powerful mind controller, some tinker ability, and an unknown thinker power" isn't likely to be useful against Scion.

Personally I think it's probably that possibility three is the case. It explains why Cauldron let's stuff like the last chapter happen, without having them be in an automatic antagonist position.
 
As far as I'm aware Cauldron is simply running Path To Maximum Triggers and Path to Maximum Surviving Parahumans, nothing else.

They are just trying to gacha up another Eidolon or three.
While I don't think it's supposed to be canon I'm semi convinced that Contessa is running something along the lines of make an army BIG enough to beat Scion. Not good enough, big enough. This leads to them playing the maximize trigger game. It also leads to higher numbers of trigger that are unlikely to be especially effective against Scion, making brutes is easier than tinkers but a multi tinker mega project is one of the few ways to meaningfully contribute to the fight.
With regards to Cauldron, and what they're doing with regards to Nozomi, there's really three different possibilities:

Possibility one: Cauldron is aware that Mental Out can grant powers. They picked up fact by Clairevoyant, and are currently running a path to make her hand out as many as possible. Coil is permitted to attempt killing Mental Out because that's what the Path needs to get Mental Out mass producing powers. Expect something deeply traumatizing in the mid to near future to get Nozomi willing to work with Cauldron.

It's actually very difficult to recruit Mental Out through any sort of dirty trick to Cauldron: she can read minds, so they can't really mind control her, mind control people at a distance, so if they kidnap her, she has to be kept away from other people, and the Power Curriculum Program involves her tampering with people minds already, so anyone she empowers could be a sleeper agent. So they'd have to keep her in a 500 meter exclusion zone, and have kids walk in, go through the program, and leave, all with MO still trapped there.

That's a nightmare to organize, and even then would fail the first time Nozomi produces a power that would immediately get her free. No, if they want Mental Out to help them, easiest to have things just so happen to put her in a state of mind that would have her cooperate. Even then, it would come out if/when Mental Out reads Contessa or Doctor Mother's mind.

Possibility two: Cauldron is not aware that Mental Out can grant powers, but whatever paths that Contessa runs to maximize power users consider the Power Curriculum Program the equivalent of parahumans. Contessa is doing the same thing as in Possibility 1, but isn't aware of why at this point, just steps on the path.

Functionally identical to possibility 1, but less risk of sudden furious Mental Out, as while Contessa did a bunch of sabotage, she didn't know it was targeted at Mental Out, so Nozomi can't find out about it by reading minds.

Possibility three: Contessa's paths have been structured/worded in such a way that Mental Out's power curriculum program falls outside the stated remit. While Cauldron would care if they knew what she could do, Cauldron doesn't, and however Contessa's paths are running, they aren't optimizing for espers, because they're optimizing for "parahumans".

In this possibility, cauldron isn't paying Mental Out any special attention, because "cluster trigger with short ranged but powerful mind controller, some tinker ability, and an unknown thinker power" isn't likely to be useful against Scion.

I like three as well. Specifically because I feel like Contessa's biggest weakness is poorly worded paths. Of which this would fit. It's a case of I can figure out how to do anything, the real problem is if I'm doing the right thing.

Clairvoyant doesn't make them all knowing since he has to direct his attention somewhere to actually register things and before they got the 2 teacher's pets in gm they had issues with that and communicating with him which is why you have things like them not knowing Siberian was Manton or a projection until the confrontation hero died and they had the footage to analyse since it's face is a match to his daughter.

Yeah, it's not likely that he picks up on it. He'd have to get very lucky. But it's more that unless Contessa is running a path that has her list out all of Mental Outs capabilities, Clairevoyant is the only way the could be aware of the Power Curriculum Program.

I wonder how long until MC realises she just countered 80% of teleporters across the setting, including Krouse and Oni Lee? She has the data from ToAru and should figure out Krouse's power within minutes of arrival where she was taken from - or, failing that, the moment her friends explain how she vanished and something replaced her.
A little earlier actually. When she gets any of the people present in range and checks if her friends are ok.

All that said, the author's kinda written themselves into a bit of a corner here in regards to PtV; she's either a partial blindspot, or PtV is going a lot heavier on the sabotage than normal affecting things not directly connected to Zion. the latter is a rather risky option, and her being even a partial blindspot will have some nifty consequences.
Consider, if you will, what is the primary goal of Cauldron? What is the MC's power? *points at biribiri* MC alone is a match for 80% of Cauldron's goals - permanently empowering more people who can fight 'Scion', and not only that, but growth capes. It's only as low as 80% because she can only work on teens. If PtV worked on her then Coil's attempted homicide wouldn't have been allowed to happen... admittedly Cauldron would probably try to kidnap MC, but... Yeah...

So... Confirmed no scary hat lady ruining the story?
  • PTV can't directly tell them what works against Scion, not since Eden limited Contessa's shard.
  • shard power granting or trigger events are an explicit limit of PTV as well after Eden put them in place. Who knows exactly where those lie? Nozomi granting other people powers may or may not fall in that limit too, depending on what exactly Eden defined.
  • Espers grow. Mostly slowly, but sometimes suddenly (in response to stressors/new experiences). Is that similar enough to a second trigger to also fall under her limits? Who knows?
  • Why wouldn't PTV disallow the ambush if the power worked? She'd also see the ambush fail after all. Perhaps Cauldron would prefer the new state of mind that'd cause in Nozomi?
  • Nozomi is relatively new. Perhaps they haven't noticed her? In canon they had no idea which capes would be useful and which ones wouldn't be. So they went for numbers only.
  • Does PTV consider parahumans and espers the same? GIGO-problem with Contessa potentially asking the wrong questions :p
  • Perhaps PTV considers avoiding antagonism not worth it, due to how Nozomi would take several of Cauldron's operations (Nemesis program, C53s)

That is also my impression.
Which is, well, they don't have our "how-to-kill-him-via-khepri"-guide. They don't know what'll work and what won't.
They're essentially throwing stuff at the wall and hoping.
 
For Cauldron, it doesn't help that Mental Out directly counters a surprise Door Maker portal. Contessa would immediately get controlled if she tried the usual shenanigans. So they have to work through proxies like Coil to really do much if they are aware of Nozomi and working in the background against her.

They could try and use a Case 53 like Custodian or a breaker with a Door Maker portal, but the problem there is then Door Maker would be on Nozomi's radar and make their relationship instantly hostile. Cauldron has to know that if Nozomi gets access to Door Maker and Clairvoyant that it would pretty much let her mind control anyone anywhere too. Unlike Khepri though, Nozomi wouldn't be able to control a whole army at once, but she could still easily dismantle Cauldron with that kind of power. And all Nozomi would even need to do to get to that point is read the mind and control whoever has access to a Door.

Alexandria may or may not be immune to Mental Out, Legend would only be immune in his breaker state, and Eidolon would need to have specific defensive powers in place to be immune, but if she grabs any of them, controls them, and then makes them request a Door to Door Maker? Yeah, that's a game over for Cauldron.

So, if she even is on their radar, they may be content to letting her run loose in the Bay for now.
