Presents were factored in. Take 270 off that total (weregild paid to families), and you get the 4225.

Harrentown had no cost in the action list:
Harrentown Demolition I (Walls): With your fortress city proceeding to build currently vacant stalls and homes, your Maester wishes to embark on the more radical elements of his population plan. To put it bluntly, he wishes to bring down the walls of Harrentown itself, to use as inducement for the citizenry of your market town to move into your chartered city.
