What "variant" of the Emperor could represent the 4 Gods you know as a cover?
For Khorne something like a personification which emphasises battle courage honour and discipline with less kingly and more martial imagery ala instead of a mighty god king sitting upon his throne being their iconography they show a mighty warrior standing upon the bodies of his enemies a defender against the horrors from the void draped in skulls.
For Tzeentch he can be personified as a great scholar, a bringer of civilisation hope and progress, who brought the torch of enlightenment to the savage mankind and who has a plan for their every action in life always pushing them to be more than what they are.
For Nurgle he can be personified as a bringer of life, the one who makes the crops grow blesses new born children and provides comfort to the living, he can be a pillar of stability always there and happy for his children.
For Slaanesh he can be the personification of human perfection, the one who is the absolute pinnacle of mankind, a being who enlightens his follows pushing them be the absolute best they can be and taste the full pleasures of life as is their right as humans his chosen race.

Emperor Father - human feelings - Nurgle
Emperor Ascetic - human spirit - Slaanesh
The God Emperor - is a particle of everyone's divinity.
It's only a cover we don't actually worship the emperor it's just to give the group some plausible deniability and help prospective members be eased into the cult without them being scared away early.

Maybe the fifth Emperor can be a representation of Chaos Undivided?
The fifth face is the Emperor as all things the omnipresent beyond human all powerful and all knowing a being utterly incomprehensible and all powerful. Which can only be perceived through these 4 lesser representations.

Everyone wants to be the dictator so we either have an immortal dictator that nobody on the planet can challenge or a system that can handle people getting replaced without getting destroyed.
Now how can we make sure nobody turns against the system, by giving them a stake in it. So a council with some amount of power that's able to represent the five cults (undivided counts as it's own cult).
Then a free market so lesser Chaos people are distracted with that rather then messing up the main system. Then as a bow on top a healthy understanding of the fact we are bugs to the imperium and we need to have a semblance of unity to survive
Anyways that's why I think a democracy is the most stable government for chaos

May I interest you in corn. We can be nice to our people but people outside the cult, they don't really matter to us do they. Besides who cares what happens in the underhive.

That's true, there is that one planet that manages to make everyone happy by just hooking up the entire population to the minds of the ruling nobility and then having the nobility party as hard as possible so that the rest of the population gets to share in the hedonism.

Those gathered are a diverse group - clerks, scribes, porters, maintenance workers and more. In a forgotten hall stacked with long archived weather reports they furtively discuss their beliefs, their understanding of the great truth they have only glimpsed. Slowly, the threads combine, until three groups emerge. A debate begins, until the final form of this new, or perhaps old, belief comes to be.

All can be divided into four; war, change, death & passion. Separately they squabble and fight, but when acting together they command all. You shall call upon the Dark Gods equally, working to their united goals.

The discussion finished, a hush falls over the gathered crowd. A question has become relevant; who shall lead them? What charismatic demagogue shall command them? What wrathful priest shall guide them? Some cannot even conceive of taking such a position, while others have no desire to rule; they are content to act as followers, or to plot in the shadows. Finally, almost simultaneously, four contenders step forwards and plead their case.

When his shop closed, it was no fault of his own. (Less upkeep on businesses, less likely to fail without outside interference)

Is an officer of the Clippers, local law enforcement. (starting infiltration of the Clippers & easier time growing it)
Has many tricks and skills used to hide his "activities". (+5 to small-scale Stealth actions)
Lets loose the dogs, and never calls them back. (-5 to Military actions including commanding forces)

Made his career smoothing the passage of "questionable" people & items. (+10 to non-violent Stealth actions)

Once this is done, and the losers slink away in defeat, the new master of the cult remains in the center of the room, all eyes upon them. They begin to describe their vision; what the cult shall aim to do, how it shall do it. And the most important piece of all; the name by which the faithful will know themselves.

Regarding the leader of the cult;
The leader is not necessarily your character, they are just a figurehead
More details about them will be revealed if they are chosen, but they are mostly unimportant.
The Cult leader may, and in fact likely to, change at some point
The unchosen characters can be considered dead/non-existent going forward.
I made the characters by rolling a D7 (Martial, Diplomacy, Stewardship, Intrigue, Learning, Piety, Everything) to decide what the trait would affect, worked out what kind of person would be good/bad in those areas, then decided on a useful/interesting trait. I also did a d2 to determine gender. One character is actually an old part of the plan for this quest, but I'm not telling you who in case you cry "favouritism!"
This is technically the last part of cult creation, but there are two more posts before we really start going. One is an option to edit Kelt more to your liking, and second is... a gift.
Actually, I have a possible cult idea if we want to take things in a "nicer" direction. What if our leaders are people who somehow got their hands on stories of the old Aeldari civilization and now seek to elevate humanity to that level, but thanks to chaos trickery think that the eldar achieved that level of power with the help of chaos. That gives them a good in-character reason to maintain a fairly functional society while still giving us plenty of opportunity to chaos it up as we pursue power and knowledge and such.

The idea is to have the cult be a "secret revolutionary society" built around driving out the Emperor, liberating Kelt from the imperials and retuning the planet to the "correct" gods. The primordial truth grants us the most leeway, Dreyfus allows us to infiltrate the military and law enforcement the goal of drive out the emperor and restore the four to their proper place gives us a "rebel" feel and the White Hand Clique is chosen because the hand represents the beliefs (the four gods and chaos undivided) the colour white is neutral and clique implies a tightly knit group.

To be honest, balancing between 4 gods will look like a tightrope dance over the abyss and we are still juggling bombs.

You don't in any way "have" a "character". You are the guiding will of the cult, split between it's members.
I mean you could have tried to convince others to have the losers killed, buuut for simplicity's sake I'm removing them from play entirely. Maybe keep those plans for later though
