Reasoning:
1. Knowing who's loyal to us is important.
2. Someone who apparently knows the trouble we'll be having. Meeting them is important, methinks.
3. More Martial.
4. More martial.
5. Even more martial.
6. Failed previously but roads are still important.
7. Rumor mill is good.
8. I still would rather destroy Europa rather than help them survive, but still worth checking it out. Especially since it's the Crown Prince. Don't wanna make them think we're rebelling, even if it is my intention in the future.
9. We don't know much 'bout our history, and we're a ruler. Plus we've got a casus belli against Mongols with previous personal action, what could this one give us?
10. Turn loss is painful, but the gains yo.
11. Do I even have to explain myself? :V
12. Don't fail again plox.

Uh, does more world building sound good? Especially if it leads to us getting some ideas for the future that may involve a certain type of calvary?
I'm fine with this. Didn't expect any gains from the previous personal roll tho, so kinda expected something from this one as well. Still, worldbuilding is nice.
Bear Calvary. If it crit succeds I'm going to cry.
Out of every rolls, this is the one that should crit. And then we'll show everyone that Russians are scary motherfuckers, drinking vodka and riding armoured bears to battle at the same time :V

That's not a problem. On the contrary, with her we can make Bear Winged Hussars.

Niedźwiedzia Husaria yo.

By the way, I have found there is a worrying lack of bear cavalry art :V
Indeed. Bear Calvery art is lacking.

And I don't think nobles from Poland would want to take part in a crazy experiment of a teenage Russian prince to make bears part of the Calvary force.

[X] Plan Out of the Frying Pan
-[X]Call the lords of the Rus for a council: Your father is dead, and you needed to be sure they were loyal to you. Cost: 50 Chance of success: 70% Reward: Legitimacy and learning about the lords that serve under you. Less of a chance of rebellion occurring.
It's been years since our father died. We can't put this one off much longer.

-[X]The House of Lords: The governing body whose authority is just below that of an imperial command, is something you despise. They're bureaucrats who think they know what's better for an entire empire. But at least one man knows what is brewing to the east, and you need his help in the coming storm… And to get your revenge. Cost: 50 Chance of success: 60% Reward: You meet the House of Lords representative of the Rus
If the House is as much of a political shitshow as we've been led to believe, then we're going to want a friend on the inside before things start to heat up.

-[X]Spar with Zima: Zima asked if you wanted to spar. Cost: 0 Chance of success: ???% Reward: You spar with Zima, Relation increase by 5. Chance for gaining Formidable Fighter:???
It's potential martial training, and a good way to assess how good our new wife really is in a fight.

-[X]Drilling the Troops: You need your men in top shape. To be prepared for battle at any minute, and fight as well as any Imperial Infantryman. Cost: 250 Chance of success: 15% Reward: Troop quality of local troops will increase (Gain roll bonuses).

-[X]Recruit More Troops: You need more able-bodied men in your army, and you know the Rus has a larger population to call upon. Cost: 100 Chance of success: 30% Reward: A D10,000 is rolled for soldiers recruited. Soldiers experience will be placed at (Recruits)
While I would love to do more martial training for ourselves, the truth of the matter is that it won't matter how great of a commander we are if our army is miniscule and barely trained.

-[X]City Life… and All It's Shit: You have seen the state of your cities… The waste problem is killing your people, and you need to answer it. Now, before you get shit on you by some man who decided to dump before looking. Cost: 450 Chance of success: 70% Reward: You've seen some records of sewer systems in some of the more richer cities of the Empire, and decide to emulate it. (Note will finish this turn)

-[X]The Wealth of a Nation: The Rus is poor, but it has great potential. You need to find that potential. Cost 150 Chance of success 35% Reward: You send surveyors to find those mineral resources, trade goods, and farmers to find ways to make the farmland more useful.
It's a long shot, but if we can manage to improve our economy, we'll then be able to bring more men to bear against our enemies.

-[X]The Order of the Dragon: You have been invited to Wallachia at the behest of the Imperial Prince Alexander of Europa to discuss matters of national survival. Cost: 100 Chance of success: 100% Reward: You meet the Order of the Dragon.
An intriguing choice, and more contacts within the Empire sound good to me.

-[X]Spy on the In-laws: Zima was rather upset that her family didn't show up for her wedding. you want to find out why. Cost: 100 Chance of success: 100% Reward: You learn why Zima's family didn't come to her wedding.
We should try to keep ahead of any potential political intrigue involving us or Zima.

-[X]Study at the Imperial Military Academy: You are now old enough to study military academy of Rome, a place where even the greatest military mind can learn more. It is also a good place to make friends with future officers and with the old guard. Cost: 600 Chance of success: 100% Reward: You get a d2 in all stats for 4 turns, and new actions become available. You also gain a specialization (Combat modifiers). Lose one action in all categories for the duration of Vasily's stay.
I don't like giving up an action every turn for four years, but the benefits of this choice far outweigh the negatives (although we should definitely be sure that we have any questions of loyalty squared away first.

-[X]The Art of War: A translated book came to your desk from Fulk. He got it off a Chinese merchant when he was in Constantinople on leave. He said you would find it interesting. Cost: 0 Chance of success: 80% Reward: You read the art of war. ???
A chance to read what is probably one of the most important books on tactics in human history before it becomes ubiquitous? Yes please.

-[X]Spend Time with Zima: You want to spend time with your lovely wife. So you can get to know her better. Cost: 0 Chance of success 100% Reward: You spend time with Zima, a potential for pregnancy rolls to begin.
Boosting relations with our wife is a good idea now, before we become busy at the Academy

-[X]A Night on the Town: So your bodyguards want to go out and drink, and want to bring you along. You'll go with them to shut them up. Cost: 0 Chance of success 100% Reward: Interesting events might occur.
It's both a relationship bump with our personal bodyguard, and a chance to get a glimpse of what life is like for the common folk.

Yes, I know there's no bears. No, their absence does not bother me.

Wait, not this one either.

Something something, playing King tier vassal in an empire, something something disgruntled vassals, something something destroy all the empires and take all the clay. Or something.
Still, could use a little more info 'bout Rus' becoming part of the Empire which—most likely won't—influence my decision. But yeah, fuck Europa, let's create our own Slavic Empire with bears and vodka.

Loving this quest and just went through it in the past few hours so here's my plan for the turn and these are my reasons for each part

Diplomacy-We need to get our vassals in line and figure out whats going on in imperial politics before we go out into the wider world

Military-All the improvement in our personal combat and martial score. We also score some bonuses in possible traits and improve relations with our wife and martial

Steward- We NEED those roads for not only their bonuses but also for helping the imperial commander. Also sewers are locked in

Intrigue- This is a perfect chance to meet the future emperor and let him know about the situation with the army so he can fix it once he takes the throne. Also I'm curious about our in laws not showing up

Learning- We are a fighter and commander at heart so we really should read up on The Art of War an get a proper education at the Academy of Rome

Personal-A happy wife is a happy life. Also see steward section.

Also I'm a more practical person so I don't want to waste actions on the Bear Cavalry idea. Its stupid anyway how are bears better than horses for mounted troops? The point of cavalry is to be fast and maneuverable(light cavalry) or be able to charge infantry formations(Heavy Cavalry) Bears just aren't anywhere near as fast as horses and it is far more expensive to maintain undomesticated animals(takes generations to accomplish domestication) than the reliable and cheaper units

[X] Plan Internal Security

Diplomacy (Choose 2)
[X]Call the lords of the Rus for a council
[X]The House of Lords

Get to know the lords of our lands to reduce the chance for internal trouble, and start making contacts within the Empire

Martial: (Choose 3)
[X]Strategic Minds Make Formidable Minds
[X]Spar with Nicholas
[X]Spar with Zima

Increase our Martial score to make us a more effective leader, improve our relations with both our advisor and our wife, and get two chances for the Formidable Fighter trait.

Stewardship(Choose 1)
[X]City Life… and All It's Shit
[X]The Road System

A better road system will improve trade as well as the mobility of our military.

Intrigue (Choose 2)
[X]The Order of the Dragon
[X]Spy on the In-laws

More contacts in eastern Europa, and see if our in-laws are up to.

Learning (Choose 2)

[X]Study your family history
[X]The Art of War

Get a better idea of our family history and background, to get a better idea of who might be sending assassins after us and so we don't come across as a bumpkin unfamiliar with our family's history when we go to the Academy in Rome - which I'd recommend holding off on for a turn or two until we get a good handle on the situation in our own lands. Also, read The Art of War.

Personal (Choose 2)

[]The Circus is in Town
[X]Spend Time with Zima

Spend time with our wife, and go to the circus to kick back and relax.

Lads, plot (or not plot) treason later, right now we need to get ourselves into a position where we can actually plot treason effectively.

Edit: Or kill Mongols and steal gunpowder.

You know what? Scrap my plan. the plan put forward by nkd1325 is identical to mine except it has Overlook for the road system as opposed to my suggestion for the circus. And frankly, we need good roads more than we need bear cavalry right now - we can get them later.

Wow didn't think my plan would take off like that but I guess most of the things were kind of obvious picks with at few points of contention.

Also why exactly is the meeting in Wallachia cause the only thing of historical significance there that I can think of (Vlad the Impaler) hasn't and will never happen

Partially to throw in a little nod to our history, and because it is out of the way and considered 'Backwater' like the Rus, and not many people pay attention to backwater unless they're causing trouble.

And because the Order of the Dragon just sounds cool, and I just choose the kingdom of one of its most infamous member.

Also, just because Vlad isn't going to exist doesn't someone else might take his place in this timeline.
