While I do agree Aikawa's race science garbage will be a problem and that Phrenologic nonsense is the last thing that Azula needs to hear, I think he's actually the least dangerous of the 3 options to keep on. He's not particularly violent or domineering, so I think we can wait to remove him until it would no longer make Zuko look weak.

We picked the socialite. Managing self important officials is our specialty. Industrial reform with a handicap is distinctly not.

He's also the least beneficial. Remember we are the socialite. We specialize in winning people over and getting them to support us. It's the entire reason we are here. Getting rid of him at worst makes the royal family look weak, which can be undone later, and gives us a chance to pull the industrialist into our sphere of influence.

Ultimately I'm fine if he doesn't win, but my main thing is avoiding the very detrimental outcome of the industrialist becoming an obstacle we aren't in a position to win over.
 
I've played around with the idea of Agni as a more central spirit though I've not come to a firm decision.
I mean, at the very least they'd revere the Sun considering how integral it is to Firebending.
"You rise with the Moon. I rise with the Sun."
And the fact that the solar eclipse flat out shuts down any and all firebending along with the Great/Sozin's Comet amplifying their power.

Honestly I can see Astronomy being a favored science amoung even the more 'primitive' firebenders
The Fire Lord has stood at the center of this political scene for as long as there has been a Fire Nation, their strength assured by the blessed rites of Agni Kai, any weakling or fool who might seek to leash the nation to their ambitions deposed by the holy fire of an aspirant more fitting.
IE ambition and drive is inherent to the Children of Fire and the Fire Lord is the guy with the ban hammer whacking them whenever they act stupid/overreach.

Please check the situation list. Amari is green. This is the guy that taught Iroh, and we picked the socialite who specializes in winning people over. Going for him later to get him to back Iroh's protege isn't going to be difficult. Zuko is after all a warrior at heart. The minster of finance is going to be a tougher nut to crack if we don't take her now, since she is likely a shrewd negotiator. The military has no major issues in need of fixing, while the economy has as many as the rest of the ministries combined.

While she was not thrilled by the direction things seemed to be heading, the woman was quite motivated to ensure that they were on the same page when it came to the economic realities of peace.

Getting the military onside is also helpful to putting down Yamaha's paramilitary, if we're alienating him. So I think your choices synergize nicely, and will be voting them:

the Minister of Public Benefits, Lord Jou Tano, the two bookish scholar-bureaucrats bowing to his force of personality. Tano has done much to reform the Ministry of Public Benefits in his time there, his work to reform the sentimental welfare apparatus of Sozin and Azulon having born much fruit over the five years of Ozai's reign.

Again, the economy has the most problems and the military the least, and the military is inherently loyal to the fire lord by design, and Amari is an easy win over later by our socialite MC. With Shu on our side from the get go we are half way to start solving half the fire nations most severe problems.

The national military usually doesn't need much incentive to oppose paramilitary, do to the cushier life style and better postings the latter usually occupies.

Regardless of everything else I'd say it's vitally important to make sure no one grabs Azula as a easy, ready made pretender to fight for. Like the Fire Nation has generations of indoctrination saying they serve the Fire Lord. So even the angriest and most discontent are gonna find issues rallying people to fight when the answer to "so who do we serve instead" is "uh who knows."

That changes if they have convient rightful Fire Lord Azula to rally behind. I mean sure maybe we get some false Dimtrys, but this still seems like the most immediate, we need to resolve this in the next few hours, issue.

Have we had any dealings with Lord Yamaha through the national societies or the Modernist movement more broadly, or do we at least know him by reputation, sufficiently to guess how he'd react to being excluded from the Cabinet?
You've not dealt with him directly as the modernist movement was largely a splinter from the more mainline national societies that has since grown into its own thing. What you know of him isn't very good though; he's a fairly violent man and there was talk for some time about handing policing in the Old Colonies over to the paramilitaries, though ultimately, Ozai opted to avoid that obvious civil war and instead opted to deploy elements of them to the New Territories instead. The organizations themselves are typically built up around a core of veterans and typically deploy as ultranationalist fighting groups: young men sign up with the army, do a term or two, and then return to the societies and continue in their prior work on the homefront. You can expect that he'd likely cause trouble: firefolk are proud and they aren't likely to take an insult lying down, especially if they see themselves as the only thing stopping the dismantlement of their nation.

The military is fine and has over a century of indoctrination towards absolute loyalty to the fire lord. We aren't going to run into any issues with them, as demonstrated by the lack of problems in the situation report. By comparison half of our worst problems are in economy, and make up ⅝ of it's situations. If there is anything we need an immediate ally in, it's the ministry of finance.
General Kazu Amari is green. Even if he isn't immediately in our corner he isn't going to be hard to draw into our sphere of influence later.
I would gently advise against this line of thought: Karugus did an excellent job breaking down the specifics, but the loyalty of the military is going to be extremely strained going through this. You'll have hundreds of thousands of men losing their jobs and being denied promised land, loot, and advancement, only to return home to a nation that was, in their eyes, just humiliated and humbled by a child king in league with the nation's enemies. The economic situation will absolutely effect how bad things get but you should not be relying on the loyalty of the military as a given right now as, in their eyes, the throne has no loyalty to them.

Beyond that, not everything in green is necessarily good for you: Amari is a central figure in the military, an experienced and well-respected general who holds the faith of the war council. He is a major unifying and stabilizing force in the military and has kept the cliques balanced for a very long time. He's also entering his late eighties, struggling with the accompanying health issues, and has been trapped in something of a persistent melancholy over the last several years :/

Secure the military's loyalty (at least as much as we can) so we can hopefully make use of them to purge the paramilitaries of the guys we're tossing directly out of power.

A good reminder that we have many different types of sewage flying at the rotating temperature control device. The way I see it, the three bottom options are about giving us a leg-up in handling one of these issues and we need to pick the ones we consider the most valuable. The military, the economy, with Qin acting as the wild-card mystery box.

I'm still going with economy because that is going to have to be the cornerstone of Zuko's reforms (can't extract wealth from an empire you no longer have), and the Finance Minister will likely be at least somewhat amenable to whatever we do provided we stop the runaway hyperinflation Ozai instituted. However, I'm perfectly happy with all three winning.
