Have we had any dealings with Lord Yamaha through the national societies or the Modernist movement more broadly, or do we at least know him by reputation, sufficiently to guess how he'd react to being excluded from the Cabinet?

We should probably get rid of the couple. Removing the Turbo-Racists both secures our own position (removes the people most likely to work against us) and is a good signal to the colonies and Earth Kingdom about our intentions for peace. Yes, we've spent a century crushing your faces into the ground, but Zuko's very first official act was firing the guys who did it. Isn't that nice of him? The Minister of Industry isn't a bad choice, as it kneecaps him on gaining any further gold and influence, but he's less of a threat to Namiko personally and I can't imagine him lasting longer in his position once Zuko catches wind of his graft. Formally removing him for corruption and beginning legal action against him is probably a better idea than throwing him out for being annoying.

As for who to talk to, they're all good choices. We'll probably want to know what Qin just remembered, we'll want to make sure Finance is onside for the coming massive economic realignment, and we'll need to make sure the army doesn't rise up in revolt upon learning the new Fire Lord is ordering them to surrender a war they are handily winning.

Qin almost certainly remembered that everyone left Azula chained to a post in the confusion.

Edit: I wish to formally apologize, I was incorrect. Azula was not left chained to a post. She was left chained to a grate

He idly made a note that he should check if she was still chained to that grate, though that would have to wait until after the meeting.

Uncertain who to axe. Probably not the doctor as they are unlikely to have much influence either way but the others are both problems.
To play devil's advocate for keeping the phrenologist on... he's the least actively harmful- and it's really important that the Imperial Household presents an image of strength. The Colonist booting out the most racist duo makes sense, it's just a political power struggle. The seemingly harmless family physician? Who helped birth the Fire Lord? It *looks* like childish lashing out. I mean, the guy is so actively unthreatening *Ozai* pretty much unconditionally trusted him. Do we want to risk Zuko coming across as less trusting and more paranoid than Ozai of all people? It's something our enemies can easily spin to shape the narrative erven if the doctor himself isn't a threat.
 
There is also the whole 'White Lotus Paranoia' aspect to consider when it comes to having anything to do with Iroh. Everything else aside, he deliberately acted against the Fire Nation on the day of the comet and nobody in the FN has any idea how long he has been part of said organization and what he has secretly done in the name of 'balance'.
I mean, given his past, the short few years between his son's death and Zuko's scarring seem likely.

[X] Minister Aikawa, seemingly still considering himself in the favor of the Fire Lord given his role in the boy's birth, took that opportunity to comment on her skull shape and its implications for her ability to govern. The vocabulary used made it somewhat difficult to understand what exactly he was trying to communicate, though the Fire Lord clearly took it poorly, ordering him dismissed: the elderly doctor left without much of a fuss, seeming more sad about the matter than anything else, but his departure is an all-too-public show of weakness within the imperial household.

A show of weakness is a Zuko problem and we can earn favor by helping him navigate it.

The Economic adjustment of the fire nation is going to be the major issue of fire lord Zuzu's reign. We need this heads up more than anything else.

Getting rid of two ministers that deal with colonies (if I recall correctly) will be quite useful for the short-term issue of dealing with peace treaty; as for who to talk after the meeting, I think that the old general is most opportune given that he is in position to convince him about zuko's decision, strike iron while it is hot, if we get him on our side a lot of people who he mentored are less likely to go to possible rebelions.
 
Yeah, the Yamahas feel like a they would be a good pick even if it was just one. They're in areas that are important, they're not just sycophants but True Believers who wouldn't just change their story because the new Boss doesn't like it. (The wife does fall under the 'sycophant' category)

Hmm, gonna have trouble with that Broadsheet though. Going to rile up some population against us.

And yeah, agreeing that while Mistress Shu is important, since priority one is 'end the war' we should try to talk to the man and get him on side to do that in a way that doesn't sting the military too much.

Don't vote for Zuko to make an enemy of the industrialist. If he starts selling fire nation metal ships to pirates he can shoot peace in the foot.

Also uh we kind of need a physician right about now with our sister and all. Just saying it would not be wise to screw him over. Personally, I'd just arrest the lord and lady commander of the Black Shirts. There an active threat, and we can justify it on there insult to the Imperial presence.

Military is the best off of the firenations five ministries. It requires the least amount of work, so the cooperation of an individual from it is

The military is fine and has over a century of indoctrination towards absolute loyalty to the fire lord. We aren't going to run into any issues with them, as demonstrated by the lack of problems in the situation report. By comparison half of our worst problems are in economy, and make up ⅝ of it's situations. If there is anything we need an immediate ally in, it's the ministry of finance.

It gets rid of some of the outright rascists and opens up two ministries for replacements.

After a moment of concentration, the man paled and began speed walking towards the courtyard in a close but not ultimately imperfect approximation of a dignified pace.

Yeah, we probably need to do something about Azula quickly.

That guy is absolutely NOT the kind of person you want treating Azula, he'll be telling her that Katara's brutish jawline was the reason she lost her fight to the water-tribe harlot.

Quite frankly, I don't think Azula needs any help in regards to bigotry but she does need a Physician and he is the man on hand who has been treating her from infancy to now, if anyone knows how to get her to calm down and let her get treated, he is probably the man.
