Ohhh I know there's no perfect way to do this, but I can imagine there being an action I really wouldn't want to win without spending X willpower on helping the odds or a case where I'd otherwise want to do something, but wouldn't want Jinx to spend that much of a limited resource on it. On the other hand vote splitting over minutia is awful too.

Yeah, there's no perfect solution I can think of with how the vote tally system works. Having the Willpower spend and character choice as separte votes would be more democratic, but slow the voting process down by making it take two rounds.
I knew what Vi was doing. She said she'd be right behind me, but she wasn't having any luck getting away from that Piltie girl, and the big guy was gonna step in sooner or later. If my sister thought I would leave her behind so I could get away, she was an idiot. She'd certainly call me one if I ever told her to leave me behind when I was in trouble.
I couldn't use a Mouser Bomb while Vi was wrestling the Pitie. Even if my bomb worked this time, it would just blow both of them up. That just left the ugly option. Punching and kicking was Vi's thing, not mine. However, I didn't need to beat this big snobby Piltie girl, I just needed to distract her long enough for Vi to get a few good hits in.
"Aaaaah!" I charged into the fray, jumping onto her back and grabbing whatever I could. It seemed like my plan worked because that gave Vi an opening to pop her in the face hard enough to bloody her nose.
Then she grabbed my arm, and after a brief sensation of flight, I was lying flat on the floor her leg pinning me down. Trying to push the snobby girl's leg off my chest wasn't working, and the more I tried the harder it was to do anything. She was pressing down on my chest hard enough that I couldn't even take a deep breath.
Vi let out a soft gasp. "Powder!" She turned to the Piltie girl, putting her hands up. "Let her go, she can't breathe while you're pinning her like that."
"It's an Enforcer-approved hold taught at their academy," she shot back. "She'll be fine."
Vi growled and got back to her feet, her fists raised. "Figures you're a wannabe cop. I bet they teach you all about how to beat up little kids at their academy. Gotta do something with them after you kill their parents, right?!"
The Piltie girl said something back to Vi, but I didn't hear it. All I could think about was those two words out of Vi's mouth.

No! No no no no no! I wasn't some little kid she needed to protect. I was not gonna be the Jinx that got Vi pinched by the Enforcers! I might not be able to push her off of me, but there had to be something I could do to get free. Too bad I couldn't get my Mouse bomb out of my pack while I was pinned down. It'd be a lot easier to come up with a good plan if I could get her to let me go for half a second. I did the only other thing I could think of.
A second later I tasted blood in my mouth, and the pressure on my chest vanished. The Piltie Girl took several more steps back from me before lifting up one of her legs and staring at the teeth marks I'd left behind. "You bit me! You animal!"
Vi smirked down at me. "Nice one, sis. Don't bite Pilties, though. You don't know where she's been." She turned her attention back to her opponent. "What's the matter, princess? They didn't teach you that one at the good little girls academy? Don't tell me you've never been in a real fight before. The first rule of real fights is that there are no rules."
"Okay, that's enough." An arm scooped around my belly and hauled me up into the air. The adult watching us must've finally decided to stop sitting on the sidelines looking like a stunned fish and actually get involved. I screamed and flailed, trying to find some way to hit the guy who'd just grabbed me, but I couldn't land anything.
Vi immediately shifted her attention to him, growling and raising her fists. "If you hurt her, I don't give a damn who you are, I'll—"
"Whoa! Easy!" The guy pulled me further away from my sister. "I'm not mad about the stealing. Well, okay, I am mad about it, but it just stuff, and as far as I can tell your friends got away with already. There's no reason for us to keep fighting over it. Nobody's gonna hurt you two. How about we all just sit down, relax, and I'll send someone to find your parents so we can clear this whole thing up?"
"Yeah, good luck with that," Vi scoffed. "You wanna try to solve this peacefully? How about you let us go before things get worse?"
"I'm afraid I can't do that." He slowly started to lower me back to the ground. "Look ... Powder, right? If I put you down, do you promise not to attack me or Caitlyn?"
So that was Piltie Girl's name. I hesitated, looking over at Vi. My sister sighed, her shoulders slumping. "Do what he says, Powder. But we're only keeping up our end of the deal as long as you don't try to screw us over. Anyone tries fitting us for Enforcer bracelets to drag us down to Stillwater for a beating and there's gonna be trouble."
"That's not happening," he agreed as he slowly set me down. From the way his muscles stayed tensed up, I could tell he was just waiting for me to try something. I was tempted to make a break for the door, but I wasn't sure I'd actually be able to get away, and if I tried his promise to not have the Enforcers beat us up and kill us would probably be off the table.
So much for proving ourselves with a big score.
I'd never really known what to expect getting arrested to feel like, but I hadn't expected it to be this awkward and boring. The four of us were just sitting around, waiting for Vander to show up. Technically there was an Enforcer here too, but he was waiting outside. At least they'd kept their word about that much.
Meanwhile, our host/captor was just being weird. He'd asked us to sit around a table like we were at the world's most awkward family dinner. Something that wasn't helped at all when he asked, "Are you girls thirsty? I can get you some water."
Caitlyn scoffed. "Have you forgotten that they're prisoners, Jayce? They tried to rob us. We're not obligated to offer them refreshments like they're guests at a house party. Especially after everything else they did." She waved a hand over her face, encompassing the black eye and bloodied nose Vi left her with.
"You should be thanking me for improving your looks," Vi started to smirk at her, only to grimace and rub at her split lip and bruised cheek. If not for the fact that Jayce insisted they sit on opposite sides of the table they probably would've started fighting again. "You're lucky your boyfriend saved you before I finished kicking your ass."
"I didn't realize I'd hit your head so hard it caused brain damage." Caitlyn leaned back in her chair. "You've clearly already forgotten that I was winning." She paused a moment more before adding. "Oh, and Jayce isn't my boyfriend. That's just ... no. He's more like an older brother who works for my family. I don't even like men."
Vi scoffed. "If you're so sure about that, why don't we go right now?" She raised her fists. "You caught me by surprise and I was worried about my sister. One-on-one in a fair fight, you could never take me."
"A fair fight?" Caitlyn chuckled. "Weren't you the one going on about how 'in a real fight there are no rules.'" Her over-the-top attempt to impersonate VI's voice was good enough that I barely managed to stifle my laughter.
Unfortunately, Vi noticed and sent a sour look my way. "Traitor." Her eyes went back to Caitlyn. "And I'll take you on with any rules you want, or no rules at all. Your face would look a lot better with some more bruises on it and a couple of those perfect teeth knocked out."
Jayce looked over at Caitlyn's face, then groaned and buried his face in his hands. "Your mother's going to kill me when she finds out about this. Letting you get into a fight—"
"You didn't let me get into a fight," Caitlyn cut him off. "I chose to take action to apprehend a potentially dangerous criminal who was trying to flee the scene of the crime." She glowered at him. "Remind me again why we aren't turning them over to the Enforcers? They're positively infuriating."
"I gave my word that we wouldn't," Jayce reminded her. "Plus you know what would happen if we got the Enforcers involved."
Caitlyn started to open her mouth to respond, only to grimace and shake her head. "Yes, of course. Better to take matters into our own hands on this occasion."
"What, don't want the good squad knowing I kicked your butt when you wanna join up someday?" Vi couldn't help goading her, and Caitlyn immediately fired off another insult in response, but I was barely paying attention to them. From what Jayce and Caitlyn just said, they wouldn't have wanted to get the Enforcers involved even if that hadn't been part of the deal to get Vi to back down. But why? The Enforcers would definitely take their side over a couple of Zaunite orphans, especially when it sounded like Caitlyn's mom was rich.
I didn't know a lot about Piltover, but in Zaun nobody called the Enforcers because we all knew the bluebellies would make things worse for everyone. You wouldn't think the Pilties would be worried about that kind of thing unless they were up to something shady. It could be worth digging into. "Why don't you want the Enforcers involved?"
"We gave our word," Caitlyn answered primly.
Vi and I both sent skeptical looks her way. After several seconds Jayce sighed. "We also don't want all the trouble of an official investigation. There will be Enforcers crawling all over my lab and impounding half my equipment as evidence, dragging me and Caitlyn in for interviews, and wasting a lot of time."
That sounded plausible, but I couldn't shake the feeling there might be more to it. Hadn't Ekko found out about this guy's house because he'd come to Zaun to buy a bunch of gear? The only reason a rich Piltie would come to Zaun to buy something was if he couldn't get it in Piltover, and that usually meant buying something illegal. Maybe he was just worried the Enforcers would find his stash? No, he didn't look like a chem user. Had the Pilties banned some of the stuff he'd gotten from Benzo? He looked like some kinda inventor, what was he working on?
Meanwhile, Vi and Caitlyn argued in the background, still trading barbed insults and insisting they would've won if they kept fighting. Ugh, if I didn't come up with something to do soon I was gonna die of boredom before I needed to worry about what happened next.

I'm tempted to be a little sister, but ultimately Jace and Jinx are two of the top five most brilliant innovators in 100 mile radius. If we succeed at this we'll get to see them cook together. Neither Zaun or Piltover are ready for that, but I don't care.
