Can we not target selected navigator families and turn their bloodline active rather than resassive? Then tie up lidless eye to them?
With Sorcery, if you roll high enough, you can do anything, But doing so will be....problematic as Navigator will suffer from the Dragonblooded problem. It also opens you to a lot of danger as part of the reason why Navigators are tolorated is that they cannot bread out normal people. Remove that and you have issues. Like Extermanitus.

This is not 40k but 30k was not that better and many polities have their own opinions.
What are the advantages of A navigator bloodline with lidless eye compared to psyker implemented with Lidless eye? Pro and cons?
Con: NO Eye based psyker like powers.
Pro: Their eyes are near perfect at looking at Warp pathways and only magical effects can stop them. They have all the effects of "All encompassing Sorceror Sight" and UMI protection from looking at things man was not meant to see.

It it said constant use of eye slowly age and weaken Navigators due to warp contamination. Is it same incase of lidless eye?

Remember scale is a thing, even if it breeds true it's going to take many generations of LDE psykers to replace the navigators on a galactic scale.

-[X] Machine Spirits aren't homogenous beings, and like us biological beings, they have different needs depending on the level of their awareness and their personality. Some of them are more similar to pets who have simple and basic desires like regular maintenance and not being abused by it by word or by action; other more aware machine spirits have additional, more complex desires, the respect and appreciation for their work just like we do, companionship and many other which if not causing harm should be accommodated to the best of our ability.
-[X] Machine spirits, like we all, can commit mistakes and crimes, but just like we all deserve to have an accusation against us investigated and justly judged so the punishment fits action, so do they.
-[X] We can't forget that they are also individuals so we should have an open mind when listening to their council, especially when it involves their purpose.

I honestly can't think of more and want feedback.

Can we implant it to astopaths? In both eyes? Will it impact their communication skill in any way?

Is it possible to fine-tune their body(inheritable) to maximize benefits of the eye?

You will need to try most of this and find out but with Sorcery, the answer is usually yes if you roll high enough. Making it on the macro scale will be the problem,

The most viable way to effect the Macro, is to have Thalassa set up her Gene-Lab and get started on mutations. This also helps with Space Marine Producions.

But you need to get the planet in order first and also need to repair the ring of Iron, and if possible, go conquer the surrounding worlds, before the Emperor shows up.

You have a lot on your plate, so choose wisely.

I'd say stick with the Navigators rather trying to make psykers with a third eye.

The Navigators have a good track record and a lot of institutional knowledge and credibility.

They also have significant powers of their own that don't suffer Perils of the Warp.

It's a chip we can trade to Big E. He would want psykers with a non-heritable third eye and we want plenty from him... If we feel we can stomach what he's going to do to the navigators. This is worse than the Thunder Warriors.
 
To be Fair, the Navigators are not good people as well. They actively hunt down anything that threatens their monopoly, are a dying bloodline and would have rebelled against the Emperor if they know about his webway project.

They will absolutely attack you if they fins out that you can create alternatives to them.

This is partly because they are only tolorated because they are not replaceable but also because they want to preserve their power.

They are not a one dimentional villain as their existence will be threatened if you break their monopoly but any solution where they are rendered irrelevant is not one they will accept.

Yes "Villain" because there is no way they will not oppose you if you make an alternative.

Also Navigators always in short supply and for that Imperials tolerated unstable and mutated Navigators. Best not allow such power concentrated in hand of a class like canon. We do not need to tolerate excess and abuse of Navigators like in Canon.

Yes "Villain" because there is no way they will not oppose you if you make an alternative.

All this is true of them as a political block, thing is they are a bloodline with kids. Also the common members do not even have control over the heads of the families so it's not like all of them would choose to try to kill Fan.

To be fair, the Emperor was quite explicitly going to exterminate them if the Webway Project succeeded. Same with the Astropaths.

The Navigators ferociously protect their monopoly because it's the only thing standing between them and annihilation, and they know it. When you're under existential threat a lot more things seem acceptable.

I'd prefer to work with the Navigators to make them better rather than give the Emperor the tools he needs to allow him to murder them all.

Better to have multiple power blocks the Emperor must appease than concentrate more power in his hands.
