I would like to just annex the one people and take over the rest since I dont mind slow integrating outside of our home system but in it i would rather have it fully integrated before going outwards.

This is my initial plan, it includes the escorts over repairs because we will need to get a navy established to start building experience and they should be able to handle some smaller threats meaning the PR won't get damaged so often. We should accept the Draxan if we want to keep expanding, repairing sensors should help a little with repairs going forward. With the weird stuff we're picking up an isolated facility far from anything is a good thing to have.

The Arcology Foundations feel like a must. I've also agreed to Redshirt's recommendations regarding the Shipyard and the Sensors, but we don't have enough Capital for everything, so I'm letting the Shipyard wait one because we can still get Escorts rolling. And it seems like salvaging the cruiser is another need to do. More industrial zones because we have over 50% chance of a critical and we still need more Capital apparently. And Planetary Communications because the bonuses cannot hurt.

We should work on getting the 2 remaining worlds to join us. The blank world unlocks powerful research like super soldiers and blank tech which would be useful against warp entities, not to mention we can just renovate the research base there so we can safely research all types of things without being afraid of them escaping the facility and wrecking havoc.

I'm pretty sure Prometheus heals with the shipyard, maybe repair sensors since that's something that wont repair automatically, and since we just had a event, I think we can delay on building military units until the shipyard is complete?

I'm just going by memory so I might be wrong on some stuff 🤷‍♂️
 
I believe that we must begin to expand the ministries
It seems like the +5 is less worth it than getting anything else, we have been going long term for a while, we need short term options.

Rebuild that fighter squadron that saved us a hit point, repair our ship, expand the drydock because that's both short term useful and long term useful. Being able to repair ourselves a bit more cheaply and effectively will be a great idea.

Just something to help us out short term that also provides defense or helps us get defense. We have been delaying that for too long.

All that shipyard does is allow us the attempt, unless I'm misremembering it myself, we need to spend actions for even a point of healing.

I'd argue that the must-haves are:

-Repair the Prometheus (5C)
-Rebuild Onboard Sensors (5C)
-Arcology Foundations (8C)
-Expand the Drydock Into a Shipyard (40C)

That uses 58 of our 89 Capital, leaving 31 spare.

Since we're expecting guests, it's probably worth slamming 30 of that capital into getting an escort built, just in case.

With our remaining actions, there's a number of things we can do that won't cost Capital. The obvious priorities are:

-Dealing with Dreioch one way or another, using either of the two available paths
-Making First Contact with Vareena IV
-Exploring the Unknown Wreck

There's also research - I'd prioritize examining either the Eldar Fleet Remains (which might come with strategic information) or the Webway (which might unlock a way to limit the DEldar's ability to freely raid).

Examining Databases is also worth consideration, as the best "bang for our buck" research action in general, especially as it may also have narrative effects as PR-01 regains access to memories which might give some context on just what went down.
 
Dealing with Dreioch - a couple of thoughts.

Accept the Draxan Annexation: high risks, high rewards. Both immediate and long-term boost to our resources, creates a foothold on Dreioch, creates a new faction aligned with our values in Parliament, thereby decreasing Old Guard and Amaran influence.
On the downside, this will tie up resources in the future when the other nations inevitably band together against a member of our Confederation. Given the history of the planet, I do not believe for a second that the Draxans will enjoy their uplift in peace and the others will join when they see how much better things are in the Culture... Er, Confederation.

Treaties: a holding action with little cost but little to no benefits. Not sure we have much to gain from the treaties, and if these people are willing to pass on our technology for the sake of sovereignty we are not negotiating from a position of strength if they have anything we really want. This is also likely to burn our goidwill with the Draxans, since they want to join and we are essentially telling us they are not good enough.

All in all, I'd go for the annexation; if our isolation is about to end, we don't have the luxury of time that we would need to bring them in more gradually.

I'd just like to note, we can build Castigators. Ie the most insane combat walkers ever developed, and what pretty much all other Titans are pale reflections of. For context, they can eat imperators for breakfast.

I cannot wait for some ad mech idiot to send the titan legion and have a conniption when we drop them with a single castigator. Because castigators can do that.

They're like the Space Marines of titans.

The neat part is between our tech and Grachis himself we're guaranteed a crit success barring a nat 1.

I feel like reactionaries are more likely to be an issue if we take the Draxan's offer, not less.

I'd rather take the other polities joint offer and not have to deal with unrest.
