This only backfires if we overstep, so just don't overstep. Limit ourselves to the second option for the most part, but be someone who people can turn to for final decisions if need be.

The conspirators are small fry compared to mopping up the remnants of the Confederacy. We can capture them later - now that we've mollified DC by taking decisive action and demonstrated we're taking this seriously, we can start pivoting towards the first stage of reconstruction - dismantling the South's military power.

Remember, we haven't actually demonstrated we're taking this seriously. The President is different now, so people might doubt the new guy.

But the capitol isn't actively rioting. There's no need to perform at legitimacy, which is what a manhunt would be for - the longer we let the Confederates fester in the field the harder it'll be to dislodge them.
 
I think catching the remaining conspirators is more than theater, but it's honestly not the point of taking up the presidency fully. The point is that it is bad for there to be competing power centers in Washington during a time of open conflict. We don't need civil war Al Haig complicating shit. The acting president needs to actually exercise the office for the government to function effectively. And if you want to crush Southern resistance, you need an effective federal government.
