I want to add calling the authorities to get more firepower to shut the thing down faster. But it might lead to unwanted casualties because of police incompetence or something.

No need to do the entire plan btw. You can just vote for [] Plan: Hungry Hungry Mary and it would count.

It also make it easier to edit the plan too.
 
My main problem with Plan: Starve the Hunger and Hungry Hungry Mary is that there's a bunch of actions that are a bit of waste of time, I think. It feels like a plan that's supposed to be done after we fail to catch E.P., rather than during the last segment of the chase.

Evacuating civilians, looking for Gambino, and gathering combatants is a bit out of scope for the current scene I think since it's mainly about how we'll keep E.P. from getting away instead of what we'll do if E.P. does get away. As for calling the authorities, we already did. Bison and Sora are with Uncle Tung, and they should have contacted the Rat King right about now. Let's focus on the combat instead, especially since if we go with Hungry Hungry Mary, Sieg would be too knocked out to help with the contingency actions of the vote.

drearyArchon made a great analysis post, but I would like to add that we likely already know where E.P.'s headed. Capone said it himself. Once he kills and eats Gambino, his transformation will be complete. I'd be willing to bet he's headed straight for Capone right now. I'll also add a section about dealing with the Maw-Mines like they recommended.

--[X] Croissant should keep an eye out for any more surprises from the maw-mines. Smashing them with a hammer might not be wise, but throwing stuff at them with her absurd strength should work out.

I think this plan seems relatively fine so I think I'll vote for it as my plan was left in the dust lol, although it is a bit risky considering the effects of Fairy and how if we fail we'll likely fail pretty hard

Alright, I got a question to ask, how exactly does Seig's ability to use the turbulence office members powers work here? He has the ability to use every single card that the rest of his office members can, how would that translate into this quest? Mostly asking this for future reference since I've seen people suggesting moves from other turbulence office members. From the way you've written Seig I assume it's something to do with the Light creation ability, but in that case shouldn't he be able to use any of his gun skills as well, since he can use Heavy's, Emil's, Sleepy's and Nicole's ranged skills despite not having a gun himself, probably meaning he can just create them using light. It fits into place since light can create pretty much anything thanks to what we've seen in LoR.

Okay, so: creating hardlight projections takes effort.

I already said this before, but this is basically how it works: Sieg "copying skills" is more him having learned these skills from Turbulence Office itself, from a long time of fighting side by side. He could, theoretically, create a replica of Sleepy's gun and go ham on the enemy, but the more complex the object, the more it will exert him to construct it.

You can notice that, though a good chunk of the day, Sieg didn't use any Light projections because he didn't want to overexert himself and get Fairy'd. He's using it now because:
  • It's a tough-as-nails Distortion. Underestimating it is a recipe for death.
  • Sora can heal him up after the battle.
So that's basically the gist of it. Trying to accurately pin down the design of Nicole's smoke-based weapons and replicate them, then materialize and fire them, is going to take so much effort it's basically not worth it for the sheer Fairy damage he's going to take from it.

To be fair, didn't Rhode Island hide/seal all files related to Team Rainbow because (mainly) they didn't want to bring the wrath of Laterano for the presence of weapons not using Arts when mentioned in later reports?
