Ministers prioritize important things we are likely to overlook over the critical things which we are likely to do.

By your logic, she would not have picked starch, because its something we wouldn't really overlook considering our focus on keeping the population fed so far. Anyway, I still stand by my decision to pick petrochems, the minister took constructing those oil plants as a priority and will build them no matter what this turn. And they will need fuel no matter what. I do not want that fuel to come from stocks that were supposed to serve as heating fuel during winter because we neglected to increase oil extraction accordingly.

I've explained my preferences for those actions more in depth in a previous post. But to summarize:
Gov+CSS:
The best action in government we can take right now Overhaul of the legal code, since it limits the CSS power, rather than allowing them to write anything into law they like. Enhanced Criminal Searches is a fairly non-harmful action, as it builds an actual prison system and makes the CSS to busy to undermine democracy. Also, prison sentences are now an alternative for people to weak to work, saving lives. Whereas letting them overhaul the justics system first without a constitution is a bad idea.
Orbital+Military:
This addresses the most urgent issues, by reducing our reliance on the failing central habitat and prolongs our quality food supply vital for military moral.
MinInfra:
As I've argued previously, it's a bad idea to start mass housing construction during winter. I see the winterized logistics combination as important for morale, but also as good pilot project for future winter logistics.
Min Dev:
Container-Adaption allows us to construct improvised shelters, without exposing large numbers of people to the elements. It's not much, but every bit counts.
MinAgri:
I put one dice on restoring the Laboratory System to improve effectiveness of our bio-research, while putting the other 2 die on Starch Construction. This should be a nice balance between getting our food production to the needed levels and improving our overall capabilities.
MinInd: We need Heavy Industrial Resumption to do anything. Without machine building and spare parts, we can't expand our oil extraction in the long run. As I've argued previously, "Grid Construction" builds new power plants we can maintain and any in-universe mention of a lack of electricity is nowhere to be found. In short, nearly everything we need (resource extraction, vehicle production, building a power grid) depends on us producing machinery. Consequently, I prioritize the industrial action that solves the parts crisis.
MinFin:
Subsidize Necessary Production allows for the formation of flexible workshops, which can make up for shortfalls in our heavy industry. While it will be part of the solution, I'm firmly convinced heavy industry resumption is still critical.

That has an easy explanation. He has one minister action, and there wouldn't be such a pressing need for the oil if he did not choose to build the grid. Like, its not a critical action if we don't build a bunch of oil firing plants, which he chose to assign the one action he has to do above all else. And yes, I don't think you will change your mind, so same. Good luck.

Changed things around a bit, Private 3D Printing serves just as well as Community Outreach Programs, but considering our minister is running our industry on no spare parts, I think an action that might alleviate that would be a bit more useful so switched them up. My other plan is still up if you disagree with that change though-

Unification of Planetary Governance is said to allow localized efforts, which are very valuable when our bureaucracy is so withered. This should synergize with Private 3D Printing which will give them the resources to proceed with those efforts. I picked Justice System Overhauls because even though it essentially is forming Kangoroo courts, its better than the current system of military kangoroo courts, and will shift the onus on staffing the Justice System onto the CSS, which will relieve a burden to the military.

Orbital Command was a tough call, we kinda need to do everything on that list. Authorize Exploration of Lower Orbit, is taking on some risk for invaluable rewards, and is very time sensitive due to Kesslere'd orbitals, we already heard of one of the cylinders that were candidates for retrieval were junked, so if we ever want to do it, the time is now. As things are, I think it is worth the risk.

I also struggled on the decision to pick Expand Appropriations. Its shitty to our civilian population, but Singleir has warned us we need ways to keep the rank and file happy. The Army is the main pillar of state stability, the civilians are not, so we will have to make the latter make some sacrifices so we don't face ourselves with a military coup, which we have very little ability to counter (whilst civilian uprisings, on the other hand, we can).

Tractor Confiscations are a must, we are bleeding logistically. Road of Life is not, but it will garner us good will with the periphery, and let that periphery survive in the first place.

Heavy Industrial Resumptions is something our minister is all but begging we do in the blurb, and Petrochemical Intensification is needed to supply the grid our MinInd is going to build this turn. If we don't do it, we will have to cut heating supplies to the civilians to supply our industries, which I would rather we don't since its winter.

Subsidize Necessary Production will cover for our deficiencies in spare parts.
 
I would also point out that private 3d printing gives out 3d printers to locals interested in consumer good production and thus take away printers from the workshops. I would advise against doing it before workshops are established.

It's still a gamble to bank on the heavy industry going OK rather than improving parts rationing but less of one than not improving rationing + intensifying extraction.

This one also takes less risks with starch.

I think this is better, as the overall disintegration of the industry we are building up is a worse issue. I think we'll simply have to tighten our belt when it comes to the fossil fuels until we can get enough spare parts to maintain the industry we have, otherwise we are simply kicking the can down the road while the fundemental problem of our industries builds up.

I've thought about parts rationing. In my opinion, we first need to producing parts (at least one success in Heavy Industry Resumption) before rationing becomes effective, since it gives us options other than "halt this production line". Parts rationing would definitively be on my list next turn.

So on reading Grid Construction more closely, it seems like we don't need to take action to increase oil extraction. The action text describes increased fracking occuring with the action, so the increased oil extraction is part of the action.

I dont think the MoF has any especially big control options, just dont pick supress integrated state trust since thats just kicking off an internal shit storm with the MoInd. Transit authorities seems not especially important. Consider tractors to make road of life somewhat more impactful. Containers are good temporary shelters.

Yes, but those are not the only possible outcomes. If she doesn't put two actions on starch construction, this means we could plan where we put none or only one choosable action on starches. Two on starches and one medicine are going to be worse casualty-wise than 3-1 action ratio.
My point is that minister choose their actions not solely on importance of the action, but also on how much they believe we would overlook the action among other factors. The straightforward deduction "Minister does something -> What they do is the most important action" can't be relied upon.

That's probably the case. Over the last turns we have pretty consistently prioritized starch development, so Dumh is probably counting on us continuing our current focus.
