You had arrived with Cin at the protest that was outside the Senate building. The building was on high alert, with the Senate Guard being very on edge with the Padawans that were gathered.
You didn't know why, only two of the padawans had lightsabers and they were in front of the entire group of one hundred Padawans. To protect them if they were in dire need. "What is the meaning of this?" The Senate Guard was very angry that more Jedi were at the Building and armed. "We were not informed that there were going to be more Jedi here!"
"We were sent by the council." You replied. "To bring these wayward padawans back to the Temple."
"We have a right to be here!" One of the padawans shouted.
"The Republic corruption is destroying the Jedi!"
You looked back to Master Cin, who was looking at several holo pads. "Who signed off on these protest papers?" He asked. "This gathering would have required the signature of a master of the Order."
"It was Master Plo Koon." You said, looking down at the signature. "And Master Skywalker?"
That made Cin frown, as he scoffed. "Skywalker I can see, but Master Plo Koon? I never imagined that."
"Maybe there is more than meets the eye?" You asked. "This is a sign of protest, not only against the Republic but from the Jedi itself."
"About what? Republic corruption? Wartime statuses?" He asked.
You then realized why Anakin would sign off on this. "I think he wanted Padme to see this?"
"Why?" Cin asked.
"I think he wants to show his support to the younger generation, the support he never received from his peers, or his elders, besides Obi Wan." You replied. "And he wants Padme to know that there is change coming."
"Oh by the Force, don't tell he wants to lead a revolution?" Cin asked.
"Better, he wants to change the code. As for Why Master Plo Koon would sign off on it? You know Master Plo Koon is far more willing to bend his methods as long as they are morally right."
"And he thinks that protesting the Republic is Morally right?"
You smiled. "Yes. Protesting a government that does not meet the interests of its people is always morally right."
Reward: You know why the Padawans are protesting. They are protesting the Republics' horrible policies and corruption that are leading to death and lack of action, not only for them, but all of the Republics' citizens.
There is also the aspect of Anakin and Master Plo Koon signing off on the Protest paperwork that needed a master's signature. Signaling that they wish for change and that the Padawans are supported.

It all came down to the simple fact that Palpatine and the Senate were giving orders to the Jedi, not the council.
There was so much that they feared in the future, and if a Sith could control their movements, and get them killed, what point was it to take those orders. At least the Jedi would look out for their own.
That was their argument at least.
Not very strong ones, but you understood them.

"Unfortunately, until the votes are tallied, that will not be the case, but in the case of myself, and Master Kenobi, we would wish to return to active duty, in the 212th, if possible."
Tarkin nodded. "That will be acceptable."
"And Admiral Tarkin, a question?" Tarkin nodded again. "Supreme Commander Yularin. Does he believe that he needs the Jedi to win this war?"
Tarkin did not answer. "The Commander's personal opinions on the Jedi leadership is not known to me." He was blunt and to the point.
"And what of you? Do you have an opinion?" You asked.
"Only that if the Jedi return, they must dedicate themselves fully to this war. Or we will all be doomed. The force is a tool that we cannot be lacking. Not with the many fallen Jedi that left your ranks."
You nodded. "Dismissed." He ordered.
