Well here's my proposed plan.
I like the Idea of Mountain fortresses so that was my first choice. Almost death world is a double edged sword that goes agaisnt us and any invaders, but in a war we'll be on the defense so we'll hopefully be less affected. With the Redemtionists around any abhumans should be relatively easy pickings for us to recruit. And the pack of impious and corrupt nobles pining for their old power should also be low hanging fruit for us to subvert. The Eye Blinks speaks for itself. Watched from Afar is relatively concerning but hopefully we'll be in a position to deal with it before it rears it's ugly head.

Hahaha! I like it! It would be better if we could choose Space Dawi because I am not gonna call them Squats, I see that as insult/ignorant way of calling Dwarfs that way. I was gonna go with mountain folk but that is good.

I was tempted to add them, but considering they've only just been re-added as the Leagues of Votann and are likely to undergo major revisions soon, I decided to avoid them.
 
Yeah I can see them that way, I am curious how will they change them. Will they be something like their fantasy version or something completely different?
Considering the article I just read? Pretty different.
Considering they were removed because Games Workshop wanted to separate 40k from Fantasy, I'd be really surprised if there was a lot of copied stuff.

Anyone who puts the admin planet on a desert world gets my vote. Just think about how well-preserved reports will be without any moisture.

I am hesitant to take the death world plan as I'm not sure that kind of environment will be very conductive to our cult.

A world practically tailor made for us to slowly infiltrate the Administratum, not just on Kelt, but further out as well.

The Marines aren't likely to drop in and check manually the alligience of every clerk, and getting access to the rich and the disenfrenchiesed but still well emplaced in an enviroment filled with corruption and a pre existing crime system for us to play into is just an incredibly breeding ground for far reaching power before anyone even knows they ought to be looking.

I'd worry about not getting enough Khorne in but this is 40K, there's always fighting to do.
