You can have that as a goal, but I might need to change a few things. I'd suggest having a explaining how this relates to your chosen leader, if only for story purposes
 
Actually, I have a possible cult idea if we want to take things in a "nicer" direction. What if our leaders are people who somehow got their hands on stories of the old Aeldari civilization and now seek to elevate humanity to that level, but thanks to chaos trickery think that the eldar achieved that level of power with the help of chaos. That gives them a good in-character reason to maintain a fairly functional society while still giving us plenty of opportunity to chaos it up as we pursue power and knowledge and such.
I's be super on board with that. I love it. Sadly I don't know enough about the Aeldari in general to write up a plan for this vote so you will have to do it.

Edit: Chaos wouldn't have to work hard to sell it too- given that they managed to oops accidentally a chaos god and now all their souls go to the Tempter, that's some pretty believable stuff that they would have drawn strength from chaos before, if you lack enough context.

Story explanation:
Valsen Stockhouse, in their role as a curator, has stumbled upon the near proscribed tales of the grand lost civilization of the Aeldari. While the details are vague, two things are clear beyond all others:

They held more glory than humanity has ever dreamt off, and through them the Tempter rose in grand power. To this day every single soul of their descendants is still claimed by Them. Together, we shall entreat chaos and create an Empire in which every last of us shall tower over those that call us the meek today. Together, we shall snatch the glory of the past from the maws of time and triumph over this dead and rotten corpse of and empire. Together, through the Four, with the Four, FOR THE FOUR!


So I went ahead and made a plan for @Twiggierjet idea anyway.

I think my story explanation explains why I picked what I did.

In case it isn't clear, we don't actually know what happened to them, or that they accidentally created the Tempter. We were only given the clever half truth that they "rose in great power", if we read that as a power boost… well, more convienient for the four. That's what one get's for asking knowledge from Tzeentch' demons :p

Dreyfus has a dream.

A dream of a free Mankind, a world where men are not just mere cogs in a vast machine, a world where mankind is free from tyrants and all men and worlds may rule themselves as the Gods intended.

The Emperor is the tyrants god, his will and the will of his cursed Imperium locks his world and all of mankind in chains, it indoctrinates their people enslaves them in every way, mind, body and soul, it chews them up and grinds men down and takes it's strongest to die far from their homes in pointless wars. It is a cancer upon the world upon reality that must be opposed at all costs if mankind is to ever taste true freedom. He knows it's a fools hope that he will likely never see the imperium fall nor even his world freed. But he knows what he must do not just for Kelt but for whole universe. The White Hand bring down the Imperium Goliath.

The White Hand knows that the behemoth cannot be fought directly, but even the greatest beast can be brought low by knives in the dark and a thousand cuts, they shall infiltrate it's institutions, it's organisations, its aristocracy and underclass both, they shall all be brought under it's influence and with this influence the goliath shall be brought to it's knees. It's infrastructure sabotaged, its strength sapped, its people rebellious, it's enemies strengthened then it shall be destroyed and true freedom shall reign. It shall be a long war wrought with difficulties and challenges but it must be fought. The chains must be broken.

The Imperium must be destroyed whatever the cost may be.

I'd really like to go with the more subtle approach, sabotage and paper shall be our primary weapons. Obviously we'll run into some conflict, be it arbites or god forbid an inquisitor or his underlings,but that's where our macho fight club pencil-pushers dedicated to khorne come in.

Plan Human Ascensions is pretty subtle focussed, by necessity if nothing else :p

(Led by a clerk, conversion focus and long term buildup goal, do not lend themselves to load and hard.)

Dryfus isn't the best when it comes to the army so maybe having such a militant character isn't the best. Any suggestions for alterations?
I mean he is described as "Murderous", so he doesn't seem the type to focus on freedom? I guess?

Maybe it could be spun like Dutch from RDR1/2. A cruel vicious hypocritical murderer obsessed with control who using his charisma drapes himself in idealistic glamour.

The idea is to have the cult be a "secret revolutionary society" built around driving out the Emperor, liberating Kelt from the imperials and retuning the planet to the "correct" gods. The primordial truth grants us the most leeway, Dreyfus allows us to infiltrate the military and law enforcement the goal of drive out the emperor and restore the four to their proper place gives us a "rebel" feel and the White Hand Clique is chosen because the hand represents the beliefs (the four gods and chaos undivided) the colour white is neutral and clique implies a tightly knit group.
