Mostly same plan as @Fanhunter696 but switching out the marksmanship option with investigation since we really need to start hiring people since it's honestly getting ridiculous that we haven't done so yet. Also being it's just common sense to have people so that we can people to actually make stuff to sell. Also investigation skills just make sense if we are hunting Nazis for obvious reasons.
Also removed the pray action since I'd rather we have the 20+ bonus when doing things like hunting Nazis while having next to no self defense and investigation skills.
Also we are actually very good at medicine with a 4/5 being extremely good for us in-story being presented as extremely skilled.
The 'focusing on it now' argument also doesn't make sense when you remember that our power is literally learn any ability. You are using the argument that we should raise all our skills to the highest level which means spending entire turns on things like cars or planes or electronics. Hence why I'm strongly suggesting against that reasoning for hyper focusing on research and to discourage others from doing so.
Also we just need to not take all the actions to get that 20+ bonus. What the actions are are irrelevant.

I've literally seen what was supposed to be a superhero quest become a business quest because people focused on business too much that the QM lost interest because of it IIRC. My point is that it doesn't really matter if you use the 'just this turn' argument since even if you aren't thinking about doing so someone else might and if that persons plans win than that's contributing to the issue.Ok, but slippery slope argument is not necessarily true. I want to focus on medicine this turn as this is our literal only source of income so I want to make sure it's good before we focus on punching people in the face. Like the reason I want to only focus on our medicine this turn is so we don't have to focus on it later. If we get it up and running now we can do other things

We have already invested into a lot of skills. In fact our main advantage is being able to become good in a lot of things with not much training. We may never be as good as a Stark when it comes to inventing but we make up for by being good in numerous other things. Also there is a difference between training skills and trying to get 100 percent completion for them. Because by gaming terms trying to get 100 percent completion in a game is not really necessary to succeed and in fact can be tedious to try.Wait, wait, what? How are we supposed to be a superhero, and more importantly, develop as a superhero if we don't invest in a wide variety of subjects?
