Redtape is right. It's not enough to have soldiers, tactics, and derring-do, you need to organize. You need logistics. You need a proper staff, back line support, lines of supply. You need a machine that keeps on ticking to support the front line soldiers.

Butler is a professional, he can provide that. We have soldiers and are recruiting more, and militia form the workers besides, and they'll not lack in bravery. They lack clear organization and procedure.

The issue I think is that right now the problem that's smashed our Red Guards in the face time and time again has been a lack of discipline. That's the thing they're most immediately short on. Once we get the equivalent to Instilling Discipline pt. 1, then I'd say The Organizer is what should be swapped to.

And we can swap things over.
Of course, if you need him to shift his focus, all you need to do is ask.
But as it stands, we can't really afford to have an Influence frozen on Instilling Discipline for 4 months when we're about to hit the crisis point of the Dust Bowl (the real Dust Bowl hasn't even started yet, the first big storm hits in November.) And a lack of discipline is what's been hurting them the most right now.

The Red Guards aren't an army though, and more importantly we don't need them to be one. It's a paramilitary, and it exists not as a finely-honed attack dog with which to annihilate our enemies, but as a militant wing of the movement - the thing we call in when reaction calls in its own paramilitaries, basically.

Like, we aren't gearing up to use the Red Guards for an intricate campaign that would necessitate a well-oiled logistical machine. We use them mostly as an explicit dual-power structure to counter reactionary sentiments in the police and army. To that end, instilling some restraint and discipline in them is really important, because they keep going off half-cocked and doing dumb shit like attacking random cops and leaving their posts in the Bleeding Midwest because they didn't feel appreciated by the locals.

So, to that end:
