I'm inclined to say that we should go with the people with the highest stats. In general that means they'll be more effective and better at their jobs. We won't have to worry about our martial adviser betraying us if we have a good enough intrigue adviser to identify them. Likewise, we won't have to worry about assassins as much if we have a great adviser to train our guards, and if our intrigue adviser can set up a decent spy/assassination network to identify and eliminate anyone who might try to assassinate us first.
Hm... The favor does make our cousin very tempting though. You do make good points about the intrigue advisor - our assassins not failing is as important as theirs failing.

We also don't have many family members left, so concentrating them in one region is a bad idea. Meaning, our cousin would be better utilized traveling rather then in one place with another family member.

It's the fourth most valuable. Our older brothers probably got the more valuable portions, but that doesn't mean it's safe for many relatives to be here. Also, our family is most likely only screwed if another massacre happens like the one which was meant for the immortal. Meaning the family should scatter across the lands until this destined civil war blows over, and not work in the same place.

Fourth most valuable in a xianxia setting is still stupidly valuable. It's still worth a huge amount of wealth and prestige, and losing it would still be a massive blow to our family. If we spread out too much we end up getting picked off alone too. If our family has okayed this guy as a possible advisor, i see no reason to snub their wisdom. Two family members in a high value area is not going t break the bank.

Defensive intrigue trumps for us, and for your army...loyalty is paramount.
 
They're a biased party of course they'll say our second cousin is good for work.
Now it just seems like you are reaching for a reason to not give the guy the job. It's as Veekie noted above you, loyalty is Paramount in military. The family is not in such dire strait that two members guarding over a very important site is strange or stacking too much into one basket. In fact it would probably be seen as prudence given losing this site would be a big hit, even if it's ONLY the fourth most important one.

As for nepotism? That's literally part and parcel with dynastic exploits of most Xianxia settings, and nobility in general. It'd be more odd if we did not get some of it, at least here we get a favor and loyalty out of it.
