Taking a restricted book out in front of him is only going to have it torn to shreds.
I could be wrong but it is all too likely.
The difference between the book and Ace's execution is that former is casual disobedience of the organization he is part of( something he is already doing) and the latter is outright treason. Garp is loyal to his organization on the big things. Not the small ones.
Is that really a gamble your willing to take when we could just as well read it when he gets off? Because Garp destroying the book is a possibility, though as none of us are the author we can't say how likely it is to happen.
I just see the worrying as unnecessary. Also, he gets off at Alabasta. That is a while from here.
Alabasta should only be Reverse Mountain, Whiskey Peak, and I think Drum Island. Oh, and Little Garden. Besides we should have plenty of time during our magic Giant Scorpion ride at Alabasta.
