if Garp's around there's no way that Robin would join up, because he's the Hero of the Marines and she's spent most of her life running from them.

Who is gonna take care of Smoker if Tashigi is forced into a pirate crew, I see more problems with her joining than not

We have a big ship, and therefore need a big crew. But not as big as Garp, because then all glory goes to him, not the rest of us, and we probably won't grow as much. Also, it's funnier to get away from him repeatedly, I think.

Having AI Dragon show up is something of a troll option, thankfully at this point I don't think she needs to obey authority IIRC.

I think that could actually be easily dealt with by just having Garp not solve all the problems and fight all the battles. I mean if he does decide to stick around, I could easily see him deciding that fighting all the crews battles for them would just weaken them, and it would be better to stand back a bit to let the crew grow up to be strong enough to fight their own battles. Raven did mention that he might be tempted to try and train them to be "proper marines". And as a vice-admiral, he would obviously not be joining the team permanently. Better then to help the crew stand on their own instead. I mean he is rather obviously someone who believes in "tough love".

Yeah, he would admittedly still be there in the background as a constant safety net, and we would know that there is no true danger in most battles since Garp would help save the crew if things really went to hell. But that is already the case with QA who we know would act if Taylor was about to die, so I don't think thats a big deal.
