(and then calmly walk past get out Luffy, (optional: wack him on the head for being an idiot) and just walk out)

I think both would be good need a backup when asking nicely doesnt work.

He is, but maybe not while tied up, he normally deflect cannonballs by sucking in air until he resemble a balloon, it probably still wouldn't harm him, but without using air for extra mass, it would probably launch him quite far.

Then there's the fact it's a Buggy ball, and those are explosive, and Luffy isn't quite as resistant to explosions.
