Luffy seems durable, he can wait for a little bit as we scratch together something suitable for seafaring.

I vote the outfit be something light, durable and that doesn't scream PIRATE.
An example that comes to mind is something like Estelle Bright's costume from Trails in the Sky

A vest, shorts, loose shirt, sturdy boots. Suitable for all sorts of outdoors adventures, fends against the mugginess and humidity of sea travel and is light enough that swimming in it won't drown us.
On top of that, it's not girly (which Taylor would not want to wear) and it can be practical, with plenty of pockets.

Sundresses and strawhat is a classic.

A coat draped over the shoulders while she needs a bit more presence and standout more works as well.

Outfit: A flowing purple dress. Black silk embroidery flows out from the neckline in a spiderweb pattern, creating the illusion of a shawl without any of the impracticality. Similar patterns stretch over the cuffs, reaching nearly up to the elbow, and are accompanied by equally black gloves. The sleeves, while fitted, are not quite tight enough to restrict insect storage. The skirt of the dress wraps around, its folds cleverly cut to give the illusion of volume without actually restricting the wearer's movement. A series of buttons on the inside would allow the dress to gain a split down the side, though the seam is almost impossible to spot among the skirt's folds. The entire ensemble is made from thin silk that actually breathes quite nicely.

[X] Outfit: Normal friendly tourist attire for being totally-not-a-pirate. A straw hat for Taylor and Zoro, for Official-Pirate-Business.

That should be our thing. Every crew member has to wear their own unique straw hat on Official-Pirate-Buisness.

Remember, this is more of a shore-leave, 'shit's going down' outfit. When aboard a ship it makes more sense narratively that she'd wear something practical. Unless we wanna go practical all the time?

Zorro is super strong. He's a guy accompanying a girl on whats basically a shopping trip.
I see no reason why Taylor wouldn't load him down with comedic amounts of clothing.

This is Taylor, unless they're shopping for BEES! then I can't picture her buying too much.

Outfit: Dark sundress with overcoat for pocket ants with a straw white fedora become the thing you hate!!
 
Taylor with a straw hat and an overcoat seems good, plus when they are finally named the 'Strawhat Pirates' she can start lowkey ribbing the other members to buy their own hats to fit their new Theme/Brand (she did end up being sort of friends with Glenn Chambers after all).
