anyway, what would the IRG response/stance on each style of investigation? like, would they be thinking an overt investigation is an attempt to usurp ahri's authority or something. or maybe the other way around.

It could go either way, really, given you're operating verbal orders of the empress. They might be mollified, they might not be. The overt investigation probably wont be an issue because its an aboveboard matter. Covert investigation... its not like the IRG hasnt done things like that before.....

I think overt is a good way to go at the moment. Due to our actions in Egon, 4th Fleet already suspects we may be planning to coup/do other unscrupulous things. So if they or any other people who noticed our actions there are watching us they may be concerned if we suddenly begin some covert operation. That and the backlash in the event of the op being uncovered would likely be worse than the backlash to the Overt option, and if the investigation ends up proving wrongdoing by Caldwlch then I'd imagine at least some if not the majority of Ahri and Yui's political capital they burned to start the investigation would be regained.

Now before I vote on the IRG I'd like to know how normal or abnormal it is for the IRG to get involved in an investigation that has nothing to do with the crown other than the Empress ordering it. While I figure they likely have the power to do so due to their bloated nature I want to know if we'd be kinda stepping out of the norm to involve them in this case.

Honestly, keeping the IRG in the loop is preferable to them getting sus about what exactly we're doing - plus, y'know, further resources. And I'd rather not tip our hand justyet, so while covert carries some risk, it also minimizes the red tape we have to deal with in the short term.

The IRG does plenty of investigations on its own - in the Ayako sidestory, Lee's line of "you have no bricks to throw, Foxhound is interested in whatever the fuck you're doing" was supposed to hint to the readers about how the IRG's Internal Security Operations Directorate-Foxhound was doing its own internal security investigations and shit... but irl got in the way of me preparing that IRG infodump post i was planning. There's also Salt Admiral's commentary earlier:

"Pirate activity is on the rise outside the Core: it's not just armed merchantmen, we're seeing a lot more serious hardware. Frigates, destroyers, even the odd cruiser are showing up in pirate hands. NavInt has a joint task force with IRG and the taxmen to try find who's selling their hardware to pirates. We also can't discount the idea of nobles using cutouts to sabo their rivals.

Smart bet=crown action. Ahri needs to prove herself and this demands she be a pro-active Empress, so let's set the stage for that sort of dynamic rulership.
 
The Overt investigation is basicaly gonna be them Senate Committee Hearing shenanigans. On one hand its big and public and aboveboard, otoh people know you're coming and can take steps to obscure things or just drown you in information to hide what they're doing.

With a covert investigation Daniel's gonna be bribing people for information, and other quasi legal measures, and there's going to be limits to what you can find. but hey, low profile, and tey don't know you're investigating.

Covert because swinging around a big investigation right now isn't something we want after the 4th Navy standoff. I'd rather 'convince' someone to become a whistleblower so there's more oomph than our search has built up at the moment.

i had a version in my mind that ahri was proberly kidnap(due to policts rivalry but in this version the empress is still alive and kicking) and then 15 to 20 years later they found a new system that might rival the empire and the elusive leader is none another than ahri :evil::evil:
