Anyway I don't want to set her up in someone elses house because if she is responsible for the attack earlier then it sounds like a good way to get a friend stabbed in their sleep and otherwise I think that right now she is partly refusing because she doesn't trust us, giving her some amount of space is probably the best impression we can give, and breaking the law is a way to help emphasise our connection in that we were a street kid like she is.

Hotels would be pretty expensive and I don't think there's anything indicating Sayaka's family has a surplus of cash.
Maybe a youth hostel, assuming Japan has those? They're pretty cheap, and we'll probably only be putting this new girl up somewhere for a few nights before looking for a more permanent solution.
 
Hmm... I wonder who's strongest overall out of the adult meguca? They're obviously all hideously broken and powerful in their own way, but I'm curious as to who's the most unfairly overpowered.
...Probably still Homura. If she's gotten any of the 'standard' non-specialty tricks Koyo, Saka, and Aka seem to, then combined with her timestop her one weakness is gone.

I actually meant out of the Meguca currently in the city, but fair point. Though thinking about it... I know I've seen in a lot of places that Homura's supposed to lose access to her timestop after Walmart Night is dead? Dunno whether that's canon or not, or if Moid will go with it here even if it is, but if it is the case it would shift the power balance significantly.

I'm not the most devoted fan, so I could be wrong, but I'm pretty sure she loses access to her time looping after killing Waluigi. That was the fulfillment of her wish, and once it's done, it's done. The time stop, on the other hand, is the magic ability she gained , the same way Sayaka's healing is, and shouldn't disappear.

According to an interview in Otona Anime Vol. 20, translated by symbv, here is what Gen Urobuchi said on more of Homura's power: "The weapon that looks like Homura's shield is actually a sand timer. When the flow of the sand is blocked, time is stopped. And when there is no sand on the upper part of the sand timer and then the timer is reverted, one month's worth of time is turned back. But before that stage is reached, only time stopping is possible. This means the special power of Homura is the ability to manipulate one month's time's worth of sand in the sand timer. As for the time passed and then turned back, since it was not the focus in this work I did not think it through very thoroughly. I think you can say that the world split up and became parallel worlds there." In episode 11, we see Homura's sand run out in the middle of her fight with Walpurgisnacht, verifying this limitation of her time stop powers.
Not the most reliable source, and I can't verify it, but it is apparently a thing- that Homura can only stop time whilst she has sand flowing through her shield, and because she only has one month's worth that stops happening during/after the fight with Waluigi Naptime.

Changing my vote to this one. We've got a lot of goodwill in Mitakihara proper, so maybe we can leverage some of it.
 
Why would we want to make her a worse homeless girl?
I feel like you're missing the point. How are we suppose to work with this girl if the only thing you're inclined to teach her are methods that encourage mistrusting everyone? She's only agreed to cooperate with us right now because she feels she has no real choices right now. That needs to change.

Sayaka is a police officer yes - would the area have shelters for at risk youth? Kyouko would know about any in the area.

Other options are not comfortable but known safe spots - she's been operating in this area for 20 years - this cannot be the first time they've needed someplace out of sight for a girl to hide/sleep. Either because of abusivr parents, abusive signicant others or runaways/homeless.

A known building with faulty security cameras and sleeping bag setup or a safe house as already mentioned.
