Where does this line get its equivalent of the Mandate of Heaven? Some claim to that was generally necessary in eastern faux-autocracies if you didn't want things to immediately degenerate into an orgy of shanked kidneys and burning cities. Though put to paper in China, the idea of it was enough that in Japan kept a dynasty going for 125 monarchs despite the fact that the position of Tenno was almost completely without power for most of it. Japan needed the figurehead.

I'm assuming its a holdover from the time of Indra and Asura, Hagoromo or even the Land of Ancestors. Even a minor recognition by one of the beings treated as living gods would mean something major.

He'd have to show it. Now that doesn't mean his claim has to be true, but its easy to say words and its hard to build up social momentum. Once its accepted dogma among the masses, though, you just need to stay on top of thing.

Though, ho, hell. The idea of Madara stepping away from dealing with the Villages and trying to push the formation of a new power with the much larger remainder of the world is frightening. He would have a legitimate claim there if he gave a shit and only Shinobi would care about any of his misdeeds. Not having kids weakens a claim though since everyone would know the world explodes two minutes after death.

At least that is one way to interpret your words.
