It's a russian ushanka, it's memang that way as per design. Note that Yui's ears are down and not inside the hat.That hat is sooo tall, is it made that way to accommodate her ears?
There's a lot of that going on, yes, with some twists. For instance, by right, ceremonial dress uniform should incorporate trousers, or an ankle length skirt (note the skirt The Queen wore when riding during Trooping the Colour, up till 1986), but if you note closely Yui is actually wearing a pencil skirt, because Empress Hagoromo really liked skirts and really liked wearing them and thought that they flattered her.Maybe this is incorrect but I'm pretty sure that the British (a.k.a the guys who came up with those soldiers with the big fuzzy hats that don't move that a certain type of nutcracker is based on.) basically came up with much of the design of naval clothing used down to this day. And because extrapolating fashion in the future is hard, we kind of tend to inertia these things, but that's what I'm thinking looking at Yui's costume here.

Her Divine Majesty was of the opinion that her male officers should look handsome and dashing and so wear trousers, while her female officers should look beautiful and professional, and thus, pencil skirts for all female officers, cut to flatter their curves. And she did appreciate the historical British stylings.

Let's start from the top:
The hat was inspired by the Chinese court hat and I, using my super artistic imagination skill, fusion it with my country's Royal Guard's ceremonial hat (which was also inspired by the British bearskin hat). Slapped the imperial crest and gold braid on, and voila!
The uniform is basically the Royal Navy ceremonial day dress with some adjustment. As for the cuff, instead of the usual circular loop for the top ring, I changed it to a diamond shape because it somewhat resembles the basic shape of a fox ear. Add epaulettes because I fucking love epaulettes. A gold sash to represent the Order of [NAME HERE], a row of medals and a collar ones to show that Yui is a holder of [HERE BE AN ORDER NAME].
The saber in her left hand is based off the IJN kai-gunto but I haven't figure out the detail of it, yet.
The magnolia crest on the epaulettes doesn't denotes rank but of the royal status.About the only issue for me IMO is Yui's wearing a single star, instead of the 3 stars of a Vice Admiral
