Okay, theory time!

I'm of the opinion that this Luxray was an abused rescue that Volkner rehabilitated, implanted with a device to help keep his temper in check if he got too close to humans, and then released onto the route because the Luxray simply isn't a good mon for official battles.

Some evidence to support my theory:

1) The device is under the skin, he knows where it is, and he could probably short it out if he wanted, or even claw it out.
2) The device keeps him from approaching too close to trainers.
3) He was "told" something by Volkner that helped him get his temper under control, and he honors the treaty with the gym leader, to a point. I'd go so far as to say that Volkner is the only human the Luxray respects right now.
4) He was starting to work himself up into a rage over humans in general as he approached, before the device snapped him out of it.
5) There's also the regret he felt afterwards that Lily picked up on.

Seems that, once we get the chance, a "thanks Volkner-senpai," is in order. Pretty sure without him we'd have gotten neither a thankful Shinx nor a smiling Violet. Now which of those is more valuable? :ninja:
 
So, since we've already seemed to come to a consensus about capturing him, what about a name for Shinx? I'm thinking we could stick to our "weather" naming schema and use "Squall", or perhaps "Thunderhead".

We can also start theory-crafting movesets for him. The elemental Fangs are going to be a major mainstay for a while just for sheer coverage, and we may be able to combine them with Bite or Crunch. Iron Tail is also a tutor move that could be combined with Spark. Another must-have tutor move is Magnet Rise I think. And if we teach him Signal Beam, he may be able to layer one of the elemental fangs into it while it's charging.
